FRANCHISE ORDINANCE 89-28 - This item was on the agenda of December 12, 1989, to introduce the franchise section (Title 4) of the Santa Clarita Municipal Code, and is now ready for adoption. RECOMMENDED ACTION: Adopt Ordinance No. 89-28. ------------------------------------------------------------- 2. PUBLIC PEACE AND WELFARE CODE - Ordinance No. 89-29 - This item was on the agenda for January 9, 1990 to introduce Ordinance No. 89-29, amending the Municipal Code to add Title 11, relating to Public Peace and Welfare, and is now ready for adoption. 'RECOMMENDED ACTION: Adopt Ordinance No. 89-29.. • City Council Agenda January 23, 1990 • CONSENT CALENDAR All matters listed under the Consent Calendar will be enacted by one motion unless a request is made for discussion in which case, the item(s) will be removed from the Consent Calendar and will be considered separately following this portion of the agenda. ------------------------------------------------------------- 3. APPROVAL OF A SUPPLEMENTAL AGREEMENT WITH SOUTHERN PACIFIC TRANSPORTATION COMPANY FOR CONSTRUCTION OF A SEWER FOR TRACT 42670 AND AUTHORIZATION TO SIGN AGREEMENT - By agreement dated April 24, 1985, the Railroad granted to the County the right to reconstruct, maintain, and operate a 15 inch sewer pipeline across and beneath property and tracks of the railroad near Honby Avenue, now within the City of Santa Clarita, and because of construction of a sewer, the indenture needs to be amended. RECOMMENDED ACTION: Approve Supplemental Agreement, authorize City Clerk to sign same. ------------------------------------------------------------- 4. REQUEST BY FRIENDLY VALLEY CHAPTER OF THE CITY OF HOPE FOR TRANSPORTATION - Staff received a request from the Friendly Valley Chapter of the City of Hope to provide a bus to transport the group to the City of Hope in Duarte, California on February 18, 1990. RECOMMENDED ACTION: Approve the use of $500 in Proposition A funds to provide bus transportation for the Friendly Valley Chapter of.the City of Hope. ------------------------------------------------------------- 5. APPROVAL OF CERTIFICATE OF CORRECTION FOR TRACT 44692 AND AUTHORIZATION TO SIGN - Tract Map 44692 was processed and approved by the County of Los Angeles and was recorded on June 8, 1989, after which it was discovered that a small portion of the dedication of Decoro Drive lies within the City. RECOMMENDED ACTION: Approve the map and accept, on behalf of the public, the offer for dedication of Decoro Drive for street purposes, and authorize City Clerk and the City Engineer to sign the Certificate. ------------------------------------------------------------- 6. WHITES CANYON - RESOLUTION NO. 90-17 - This item is on the agenda for Councils approval to prohibit the stopping or standing of vehicles along the east side of Whites Canyon Road. RECOMMENDED ACTION: Adopt Resolution No. 90-17. ------------------------------------------------------------- 7. SOLEDAD CANYON ROAD LANDSCAPE (PROJECT 89-10) WHITES CANYON ROAD TO CROSSGLADE AVENUE - On November 28, -_1.989,,-City" Council- .authorized the advertising for bids regarding construction of landscape improvements, of which bids were opened on January 18, 1990. RECOMMENDED ACTION: Award the contract to the low bidder; -authorize --the Mayor- -to- execute contract. City Council Agenda • January 23, 1990 ACTION 8. AUTHORIZATION TO ADVERTISE FOR BIDS ON SOLEDAD CANYON ROAD LANDSCAPING IMPROVEMENTS - In the Capital Projects budget for 1989-90, $300,000 has been designated for street median landscape improvements.. RECOMMENDED ACTION: Authorize staff to advertise for bids on this project. ------------------------------------------------------------- 9. CONSIDERATION OF A RESOLUTION OF THE 'CITY COUNCIL OF THE CITY OF SANTA CLARITA DESIGNATING A REDEVELOPMENT SURVEY AREA - In an effort to strengthen the economic base of the City, and to provide a wide range of vitally needed public improvements and facilities, the City Council has expressed a desire to establish a redevelopment project within the area shown on Exhibit "A", attached. RECOMMENDED ACTION: Adopt, Resolution No. 90-19, designating the boundaries of a redevelopment survey area. ------------------------------------------------------------- 10. RESOLUTION NO. 90-12 - Demand Register #2. RECOMMENDED ACTION: Adopt. NEW BUSINESS 11. SANTA CLARITA VALLEY CHILD CARE TASK FORCE REPORT - A member of the SCV Child Care Task Force Steering Committee will be presenting a report highlighting the history, accomplishments and recommendations. RECOMMENDED ACTION: Defer item to budget discussions in June and request City Manager to consider proposal as part of budget preparation. ------------------------------------------------------------- 12. PROJECT MANAGER FOR CITY HALL PROJECT - This item is on the agenda for Council's consideration of. hiring the firm of Harris & Assoc. to act as project managers in the decisions with regard to a civic center. RECOMMENDED ACTION: Authorize staff to negotiate a contract for the planning phase with Harris & Assoc. ------------------------------------------------------------ 13. 1988-89 COMPREHENSIVE ANNUAL FINANCIAL REPORT - A report will be given for Council's review of the 1988-89 Comprehensive Annual Financial Report for the City of Santa Clarita which includes financial data for the period 7/1/88 - 6/30/89. RECOMMENDED ACTION: Review and file. ------------------------------------------------------------- 14. ORDINANCE N0. 90-2'LOS 'ANGELES ''COUNTY CODE= "SANITARY SETTERS AND INDUSTRIAL WASTE ORDINANCE" - This item is on the agenda for introduction, of Ordinance No. 90-2 adopting by reference Los Angeles County Code Title 20, Utilities, Division 2,. relating to sanitary sewers and industrial waste. RECOMMENDED ACTION: Adopt Ordinance .90-2 . as an .urgency,.. -ordinance to be ' effective immediately upon adoption. ------------------------------------------------------------- City Council Agenda • • January 23, 1990 15. MCBEAN PARKWAY AT THE GOLDEN STATE (I-5) FREEWAY - RESOLUTION NO. 90-15 - This item is to declare a portion of McBean Parkway as a County Street in order to allow the County along with CalTrans to widen the existing bridge over I-5 and construct new northbound and southbound diamond on -ramps on McBean Parkway at the I-5 interchange. RECOMMENDED ACTION:Adopt Resolution No. 90-15 ---------------------------------------------------------- 16. MARKET INCENTIVES IN THE FEDERAL CLEAN AIR ACT - The City has received a request by the Southern California Association of Governments (SCAG) seeking support for an amendment to the Federal Clean Air Act which would provide for market incentives and disincentives. RECOMMENDED ACTION: Staff be directed to prepare a letter of support for the inclusion of market incentives into the Federal Clean Air Act to Senators Cranston and Wilson for the Mayor's signature. ------------------------------------------------------------- 17. NOMINATIONS FOR 1989 YOUNG AMERICAN MEDAL PROGRAM - Mayor Darcy requested this item be placed on the agenda. The Young Americans Medals Program was. established by Congress in 1950 to honor young persons (18 or older). RECOMMENDED ACTION: Discuss. ------------------------------- POLICY FOR INFRASTRUCTURE FINANCING - This policy would provide the City with a guideline in financing public facilities and services and is imperative that a City have structured guidelines. RECOMMENDED ACTION: Adopt the.Policy for.Infrastructure Financing ------------------------------------------------------------- 19. DECORO DRIVE OPENING - RESOLUTION NO. 90-16 - The results of traffic studies indicate that a traffic signal together with a crossing guard service is appropriate at the intersection of Vista Delgado Dr. and Decoro Dr. RECOMMENDED ACTION: Authorize construction of a traffic signal and a crossing guard and adopt Resolution No. 90-16. ------------------------------------------------ 7------------- 20. ORDINANCE NO. 90-4 ESTABLISHING LOCAL CAMPAIGN 'DISCLOSURE AND CAMPAIGN CONTRIBUTION LIMITS - The City Council has directed the City Attorney to prepare an ordinance to establish local campaign disclosure and campaign contribution limitations. RECOMMENDED ACTION: Discuss this item and provide first reading if it is representative of the Council's wishes. PUBLIC STATEMENT (Audience) 10:00 P.M.
