CALL TO ORDER FLAG SALUTE -Boy Scout Troop 58 ROLL CALL APPROVAL OF AGENDA APPROVAL OF MINUTES January 23, 1990 PROCLAMATION Recognition of Designated Driver Program -Bob Lathrop PUBLIC HEARING 1. ANNEXATION NO. 1988-01, MAKING FINDINGS ON WRITTEN PROTEST -Resolution No. 90-11. This is a public hearing regarding the proposal for a resolution to be adopted by the City Council to approve and order Annexation No. 1988-01, Pinetree/Timberlane/Le House neighborhood RECOMMENDED ACTION: Adopt Resolution No. .90-11 making findings regarding protests. UNFINISHED BUSINESS 2. WHITES CANYON ROAD AND DELIGHT TRAFFIC SIGNAL AND CROSSWALK - At the meeting of January 23, 1990, Council agreed to reconsider the matter of removing an existing crosswalk markings and a traffic signal at Whites Canyon Road & Delight Street. RECOMMENDED ACTION: Council reaffirmed its approval of the original recommendation to retain the existing level of traffic controls and remove the crosswalk markings across Whites Canyon Road at the intersection'. -1- City Council Agenda • February 13, 1990 COUNCIL ACTION 3. ELSMERE CANYON LANDFILL GROUNDWATER REPORT - On January 9, Council directed staff to review the Slade Report, which has investigated the Santa Clarita Valley's groundwater basin. RECOMMENDED ACTION: Direct staff to prepare a scope of work for a study and report to the Council the range of costs and time for preparation of the study. ----------------------------------------------------- 4. INTERSTATE 5/MCBEAN PARKWAY/CALTRANS/LOS ANGELES COUNTY JOINT PROJECT - This item was on the agenda of January 23, 1990, approved, then reconsidered the relinquishment of jurisdiction to the County for the improvement of the subject intersection. RECOMMENDED ACTION: Receive the information and continue to February 27, 1990. ----------------------------------------------------- 5. ORDINANCE NO. 90-4 - ORDINANCE ESTABLISHING LOCAL CAMPAIGN DISCLOSURE AND CAMPAIGN CONTRIBUTION LIMITATIONS - At the regular meeting on January 23, 1990, Ordinance No. 90-4 was introduced. This item has been revised per Council's direction and is now ready for second reading. RECOMMENDED ACTION: Adopt Ordinance No. 90-4. CONSENT CALENDAR All matters listed under the Consent Calendar will be enacted by 'one motion unless a request is made for discussion in which case, the. item(s) will be removed from the Consent Calendar and will be considered separately following this portion of the agenda. ----------------------------------------------------- 6. SOLID WASTE COMMITTEE'S JANUARY 31, 1990 REPORT TO THE CITY COUNCIL - The Integrated Waste Committee is submitting their January 31, 1990 interim report to Council for review and comment. ACCEPTANCE OF PROJECT 89-7 BOUQUET CANYON ROAD AT URBANDALE AVENUE - This project was for the installation of traffic signals at Bouquet Canyon Road at Urbandale Avenue and has now. been completed. RECOMMENDED ACTION: City Council accept the work performed by Paxin Electric, Inc., and authorize City Clerk to file.notice with the Registrar Recorder. -2- City Council Agenda February 13,.1990 COUNCIL ACTION 0 8. JOINT RESOLUTION OF NEGOTIATED PROPERTY. TAX TRANSFER FOR ANNEXATION NO. 1988-0.1 ("PINETREE/TIMBERLANE") - Annexation 1988-01 is a City -initiated proposal to annex Pinetree/Timberlane/Le House. neighborhood. RECOMMENDED ACTION: Adopt Resolution No. 90-20, direct staff to submit Resolution to LAFCO. ----------------------------------------------------- 9. RESOLUTION NO. 90-21, A JOINT RESOLUTION OF NEGOTIATED PROPERTY TAX TRANSFER FOR ANNEXATION NO. 1988-02 - Annexation No. 88-02 is a City -initiated proposal to annex uninhabited territory located in the Sand. Canyon area. RECOMMENDED ACTION: Adopt Resolution No. 90-21, direct staff to submit Resolution to LAFCO. ----------------------------------------------------- 10. RESOLUTION NO. 90-22, A JOINT RESOLUTION OF NEGOTIATED PROPERTY TAX TRANSFER FOR ANNEXATION NO. 1989-02 - Annexation No. 89-02 is a City -initiated proposal to annex uninhabited territory located at the northerly terminus of Foxdale Drive. RECOMMENDED ACTION: Adopt Resolution No. 90-22 and direct staff to submit Resolution to LAFCO. ----------------------------------------------------- 11. RESOLUTION NO. 90-23, A JOINT RESOLUTION OF NEGOTIATED PROPERTY TAX TRANSFER FOR ANNEXATION. NO. 1989-04 - Annexation No. 89-04 is a City -initiated proposal to annex uninhabited territory located in Sand Canyon area. RECOMMENDED ACTION: Adopt Resolution No. 90-23 and direct staff to submit Resolution to LAFCO. ---------------------------- -------------------------- 12. . RESOLUTION NO. 90-24, A JOINT RESOLUTION OF, NEGOTIATED PROPERTY TAX TRANSFER FOR ANNEXATION NO. 1989-06 - Annexation No. 89-06 is a City -initiated- proposal to annex uninhabited territory located adjacent to and southwest of State Route 14 and north of Placerita Canyon. RECOMMENDED ACTION: Adopt Resolution No. 90-24 and direct staff to submit Resolution to LAFCO. ----------------------------------------------------- 13. ANNEXATION TO SANITATION DISTRICT NO. 26, ANNEXATION NO. 254, RESOLUTION NO. 90-25 - This resolution approves and accepts the negotiated exchange of property tax revenues resulting from Annexation to County Sanitation District No. 26 - Annexation No. 254. RECOMMENDED ACTION: Adopt Resolution No. 90-25. -3- City Council Agenda i February 13, 1990 COUNCIL ACTION 14. RESOLUTION NO. 90-26 - CANVASS OF GENERAL MUNICIPAL ELECTION OF APRIL 10, 1990 - Resolution No. 90=26 authorizes the City Clerk to canvass the general municipal election prior to April 17, 1990. RECOMMENDED ACTION: Adopt Resolution No. 90-26. ----------------------------------------------------- 15. RESOLUTION .NO. 90-27 - SPECIAL RUNOFF ELECTION FOR ELECTIVE OFFICES - Resolution No. 90-27 provides for the conduct of a special runoff election for elective offices in the event of a tie vote at the municipal election. RECOMMENDED ACTION: Adopt Resolution No. 90-27. ----------------------------------------------------- 16. TOWSLEY CANYON PARR SIGNS - The Santa Monica Mountains Conservancy has requested assistance directing park patrons into the newly established Towsley Canyon Park by installing three signs at the park. RECOMMENDED ACTION: City Council allocate $1,000 from the contingency fund for the purchase and installation of signs. -------------- m BOYS & GIRLS CLUB CONCEPTUAL DESIGN PROGRESS REPORT - A conceptual design has been approved of which a model depicting the revised design and exterior architectural treatment of the Boys and Girls Club facility at Newhall Park will be on display. RECOMMENDED ACTION: View the model and forward comments to staff. ----------------------------------------------------- 18. REVISED FIRE ZONE MAP - In September, City Council passed Ordinance No. 89-21 restricting the use of certain roofing materials in some fire zones. The.Ordinance adopted is based on the existing County adopted Fire Zone Map. RECOMMENDED ACTION: Adopt the revised Fire Zone Map. ------------------------- 7--------------------------- 19. RESOLUTION NO. 90-30 - Demand Register No. 3. RECOMMENDED ACTION: Adopt. NEW BUSINESS 20. RESOLUTION NO. 90-32, A RESOLUTION CONSENTING TO THE REQUESTING INCLUSION OF THE CITY WITHIN "SANTA CLARITA ANNEXATION" TO SOUTHEAST MOSQUITO ABATEMENT DISTRICT - Section 2331 of the California Health and Safety Code requires consent, by resolution, of any affected cities prior to annexation to the "Santa Clarita Annexation" Southeast Mosquito Abatement .District. RECOMMENDED ACTION: Adopt Resolution No. 90-32, direct staff to submit Resolution No. 90-32 to the Executive Officer of LAFCO. -4- City Council -Agenda February 13, 1990 COUNCIL ACTION 21. ELSMERE FORUM - At a recent forum Mr. Rob Zapple made a presentation based upon his experience with Lopez Canyon landfill. RECOMMENDED ACTION: City Council direct staff to meet with Mr. Zapple and learn as much as possible from his experience and report back to the City Council. ----------------------------------------------------- 22. ASSEMBLY BILL 2540 (WRIGHT) - This bill,. introduced by Congresswoman Cathie Wright, requires a general plan for the physical development of a county or city to include a. school facilities element which would identify demographic projections and potential school sites consistent with the land use planning element. RECOMMENDED ACTION: City Council support AB 2540 and authorize the Mayor to sign letters of support. ----------------------------------------------------- 23. RESOLUTION NO. 90-28 - RYE CANYON ROAD AT AVENUE SCOTT PARKING PROHIBITION - Based upon the results of a study of traffic conditions at Ave. Scott and Rye Canyon Road, to install this right -turn -only lane, it will be necessary to prohibit the stopping or standing of vehicles along the south side of Rye Canyon Road from Ave. Scott to 335 feet west of Ave. Scott. RECOMMENDED ACTION: Adopt Resolution No. 90-28, and direct staff to implement appropriate measures to effect the regulations. ----------------------------------------------------- 24. LYONS AVENUE/APPLE STREET MINI -MALL DRIVEWAY ACCESS RESOLUTION N0. 90-31 A request was made to review the operation of traffic at the intersection of Lyons Avenue and Apple Street. RECOMMENDED.ACTION: Adopt Resolution No. 90-31. ----------------------------------------------------- 25. PARK SITE DEDICATION REVIEW PROCESS - This item is on the agenda to provide an opportunity for the City Council to give staff direction on the park site dedication review process. RECOMMENDED ACTION: Adopt the proposed park site review process and guidelines for Park Dedication. ----------------------------------------------------- 26. SPHERE OF INFLUENCE REPORT - A letter has been drafted documenting the process to prepare a report to obtain a sphere of influence as is provided for in State law which will be presented to Council. RECOMMENDED ACTION: Authorize the Mayor to sign and send the letter. -5- City Council Agenda February 13, 1990 COUNCIL ACTION 27. BEAUTIFICATION PLAN - This item is on the agenda for Council's consideration of a Beautification Plan which will be designed for the City of Santa Clarita to help develop the community's image and aesthetics. RECOMMENDED ACTION: Council to review, comment, and approve a specific landscape treatment to be used on Soledad Canyon medians. ------------------------------------ DRUG, ALCOHOL, PREVENTION AND EDUCATION COMMITTEE (D.A.P.E.C.) CONTINUED FUNDING - D.A.P:E.C. is a grant funded program, currently funded through a start-up. grant by the Stuart Foundation. Funding is needed to continue at current operating level. RECOMMENDED ACTION: Direct staff to allocate $10,000 per year grant as the City's annual contribution. ---------------------------------------- ------------ 29. FISCAL YEAR 1989-90 MID -YEAR BUDGET AMENDMENT At the December 6, 1989 Council Study Session, Council approved, in concept, the organization structure of the Public Works, Parks and Recreation, and Finance Departments of which detailed budgetary cost amendments are necessary. RECOMMENDED ACTION: Adopt Resolution No. 90-33, and in addition, Council adopt Resolution No. 90-8 providing for the addition and compensation of the positions approved in the budget amendments. ----------------------------------------------------- 30. SOLEDAD CANYON ROAD AT GOLDEN OAR ROAD - RESOLUTION NO. 90-34 - A request was made to - extend the left turn lane for westbound Soledad Canyon Road at Golden Oak Road. RECOMMENDED ACTION: Revise striping on Soledad Canyon Road, adopt Resolution No. 90-34, direct Public Works Director to place red curb markings near Golden Oak Drive and Golden Triangle and negotiate a permanent reconstruction of the raised median on Soledad Canyon Road. ----------------------- ----------------- =------------ 31. PROPOSED LEGISLATION TO AMEND THE PUBLIC RESOURCES CODE FOR SOLID BASTE Councilman Boyer has requested this item be placed on the agenda regarding submitting legislation to amend the Public Resourses Code for Solid Waste. RECOMMENDED ACTION: Discuss City Council Agenda February 13, 1990 COUNCIL ACTION 32. LANDFILL PLACEMENT RELATIVE TO GROUNDWATER BASINS - RESOLUTION NO. 90-29 - Councilman Boyer has requested this item be placed on the agenda regarding the issue of potential groundwater contamination pertaining to the Elsmere Landfill issue. RECOMMENDED ACTION: Adopt Resolution 90-29 and forward a copy to the U.S. Forest Service and local representatives. ----------------------------------------------------- 33. SANTA CLARITA OAR CONSERVANCY CONTRIBUTION - Councilwoman Heidt requested this item be placed on the agenda. regarding a request from the Santa Clarita Oak Conservancy for financial support. RECOMMENDED ACTION: Defer consideration to the 1990-91 budget discussions in June. ----------------------------------------------------- .34. LEONA VALLEY IMPROVEMENT ASSOCIATION LETTER - A letter was received from a resident of Leona Valley expressing concern over the proposed Ritter Ranch development and the possible impacts on Leona Valley, Agua Dulce, Acton and Santa Clarita. RECOMMENDED ACTION: City participate in the formal environmental review process for this project. ----------------------------------------- ---------=-- 35. PUBLIC AWARENESS RADAR EDUCATION TRAILER (PARET) - Mayor Darcy requested this item be placed on the agenda regarding a program called (PARET) Public Awareness Radar Education Trailer (PARET) which is intended to reduce speeding. RECOMMENDED ACTION: Direct staff to seek the loan of a PARET unit currently in use by another agency on a trail basis. PUBLIC STATEMENT (Audience) 10:00 P.M.
