PUBLIC HEARING
1. APPEAL OF PLANNING DENIAL WITHOUT PREJUDICE - TENTATIVE
TRACT MAP 41812 & OAR TREE PERMIT 89-016 - The City
received an appeal from a January 2 action of the
Planning Commission . RECOMMENDED ACTION: Uphold the
Planning Commission denial without prejudice.
UNFINISHED BUSINESS
2. UCLA'S INTEGRATED WASTE MANAGEMENT & RECYCLING STUDY -
The UCLA Municipal Solid Waste Management Certificate
Program has completed its findings and recommendations
and will be presenting them. RECOMMENDED ACTION:
Receive report and direct the Citizen Advisory
Committee to review and comment and report back to
Council

3. INTERSTATE 5/MCBEAN PARKWAY CALTRANS/LOS ANGELES COUNTY
JOINT PROJECT - RESOLUTION NO. 90-15 - This item was on
the agenda of January 23rd, approved, then reconsidered
the relinquishment of jurisdiction to the County for
the. improvement of the subject intersection and is on
the agenda for Council's consideration of the original
recommendation. RECOMMENDED ACTION: Adopt Resolution
No. 90-15

CONSENT CALENDAR'
All matters listed under the Consent Calendar will be
enacted by one motion unless a request is made for
discussion in which case, the item(s) will be removed from
the Consent Calendar and will. be considered separately
following this portion of the agenda.

4. ANNEXATION 1988-01, MAKING FINDINGS ON WRITTEN PROTEST
RESOLUTION NO. 90-11 - At the February 13th meeting,
Council directed staff to bring back a resolution
setting an election for the Pinetree/Timberlane
Annexation for June, 1990. RECOMMENDED ACTION:
Proceed to conduct annexation election November, 1990
and inform residents this will take place.

5. PURCHASE OF TEAM UNIFORMS FOR YOUTH BASKETBALL LEAGUE -
Bids for the purchase of uniforms were sought and staff
selected the lowest bid of which the purchase has been
reviewed. RECOMMENDED ACTION: Council ratify the City
Manager's use of emergency purchasing for the
basketball uniforms.

6. COMPENSATION FOR RENTAL OF POLLING PLACES AND' ELECTION
OFFICERS - RESOLUTION NO. 90-36 - This resolution
establishes the rates of pay for election officials and
rent for polling places for the General Municipal
Election on April 10, 1990. RECOMMENDED ACTION: Adopt
Resolution 90-36

7. RESOLUTION NO. 90-35 - Demand Warrant #3. RECOMMENDED,
ACTION: Adopt
NEW BUSINESS
8. TWO VACANCIES FOR THE CITIZEN ADVISORY COMMITTEE ON
INTEGRATED WASTE MANAGEMENT - Two, positions are vacant
on the Advisory Committee of which the Committee is
requesting Council to either advertise the vacancies
and choosing from a new list of candidates; appoint two
candidates from the list of currently on file; or
appoint a qualified resident whom they would agree best
serve the Committee and the City. RECOMMENDED ACTION:
Advertise for applicants with a closing date of March
16th and set interview date.

9. SANTA MONICA MOUNTAINS CONSERVANCY - At the meeting of
January 9th, Council authorized staff to work with the
Conservancy. to analyze a proposed boundary adjustment
which could include portions of the City. RECOMMENDED
ACTION: Review and comment on the draft boundary map
and provide direction to staff

10. CONSIDERATION OF AN AGREEMENT FOR THE PROVISION OF
EMERGENCY AMBULANCE TRANSPORTATION SERVICES - Newhall
Ambulance, Inc. has approached the City regarding
contracting with the City to be the exclusive emergency
ambulance service provider. RECOMMENDED ACTION: Enter
into an agreement with Newhall Ambulance, Inc:

11. PROPOSED ELSMERE CANYON LANDFILL - VATER STUDY -
Council directed staff to contact the Castaic Lake
Water Agency and the water purveyors to request their
cooperation and participating in a water study relative
to the proposed Elsmere Canyon Landfill. RECOMMENDED
ACTION: Receive and file report

12. OAK SPRINGS CANYON ROAD AREA - A letter was presented
to Councilman McKeon signed by several residents in
this area expressing concerns regarding flooding,
secondary access to Sand Canyon Rd. and availability of
domestic water service of which Council requested staff
to investigate. RECOMMENDED ACTION.: Direct staff to
contact the Flood Control District, report to the
Planning Commission the proposal to extend Comet Way to
Oak Springs Canyon, and contact local water purveyor to
determine the feasibility of extending water lines to
serve this area.

13. LOBBYIST REGISTRATION - Councilman Boyer requested
staff to develop a procedure to register lobbyists, of
which the Cities of San Diego, Los Angeles, and San
Francisco have adopted ordinances which govern lobbyist
activities. RECOMMENDED ACTION: Evaluate the pros and
cons draft Ordinance No. 90-5 and allow City staff to
study the impacts.

This time has been set aside for the public to address the
City Council on any item on the agenda except for the
public hearings. The public. may also address the Council
on items not on the agenda but those items will not be
acted upon by Council at this meeting other than to review
and return without action or direct staff.
