CALL TO ORDER FLAG SALUTE APPROVAL OF AGENDA APPROVAL OF MINUTES February 27, 1990 PUBLIC HEARING 1.' NOTICE OF PUBLIC HEARING AND ENVIRONMENTAL ASSESSMENT - Santa Clarita and G.H. Palmer are proposed to enter into a development agreement and under the terms of the proposed agreement, Palmer & Assoc. agree to construct numerous and substantial road system improvements. ** RECOMMENDED ACTION: Open public hearing and continue to March 27th. ---------------------------------------------------- 2. APPEAL FROM PLANNING COMMISSION DENIAL WITHOUT PREJUDICE -TENTATIVE TRACT MAP 46879 - An appeal letter was received by Mr. Chatterly which outlines his reasons for appeal. RECOMMENDED ACTION: Deny the appeal thereby upholding the Planning Commission denial without prejudice and authorize re -filing by the applicant for further Planning Commission review. CONSENT CALENDAR All matters listed under the Consent Calendar will be enacted by one motion unless a request is made for discussion in which case, the item(s) will be removed from the Consent Calendar. and will be considered separately following this portion of. the agenda. **The March 13th meeting with Palmer & Assoc. is only an introductory session. APPEAL FROM PLANNING COMMISSION DENIAL WITHOUT PREJUDICE -TENTATIVE TRACT MAP 41812 AND OAK TREE PERMIT 89-016 - RESOLUTION 90-43 - This item was on the agenda of February 27, 1990, as a public hearing to appeal a denial without prejudice by the Planning Commission. City Council voted to approve the project with several modifications. RECOMMENDED ACTION: Approve Negative Declaration, Tract Map 41812 and the revised conditions of Approval. -------------------------------------------- m DECLARATION OF INTENTION TO VACATE A PORTION OF THE ALLEY AT 4TH STREET AND SAN FERNANDO ROAD - RESOLUTION NO. 90-41 - This item is on the. agenda to declare intention to vacate a portion of the alley at 4th Street and San Fernando Rd. and schedule a public hearing on April 24th. RECOMMENDED ACTION: Adopt Resolution 90-41 ----------------------------------------------------- 5. TRANSFER OF STORM DRAIN TO LOS ANGELES COUNTY FLOOD CONTROL DISTRICT - TRACT NO. 43774, PRIVATE DRAIN 2012 - RESOLUTION NO. 90-38 - The construction of Private Drain 2012 has been inspected and approved by the County Director of Public Works. Notice of Completion has been sent to the City. RECOMMENDED ACTION: Adopt Resolution No. 90-38 and direct City Clerk to transmit two certified .copies and a copy of this report to the County of Los Angeles. ----------------------------------------------------- 6. SUBSTITUTION OF BONDS - PARCEL MAP NOS. 17649 and 17876 - The developer was required to install subdivision improvements. Securities were submitted by the developer guaranteeing the installation of the improvements. Portions of the improvements have been completed. RECOMMENDED. ACTION: Approve the substitution of the bonds. Authorize the City Engineer to approve and accept the new bonds for the remaining amounts and exonerate the original bonds. ----------------------------------------------------- 7. 1990 FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM - RESOLUTION NO. 90-40 - On February 21, 1990, the City's 1990 Five -Year Capital Improvement Program was presented for Council consideration. The annual budget process will determine the actual funds available for projects each year. RECOMMENDED ACTION: Adopt Resolution No. 90-40, adopting the 1990 Five -Year Capital Improvement Program including the noted changes. -2- City Council Agenda • J March 13, 1990 C 8. RESOLUTION NO. 90-39 - Demand Warrant #3. RECOMMENDED ACTION: Adopt ----------------------------------------------------- 9. SANTA MONICA MOUNTAINS CONSERVANCY - RIM OF THE VALLEY TRAIL CORRIDOR - RESOLUTION NO. 90-42 - Senator Davis has introduced Senate Bill 1885 which, if enacted, would give the City of Santa Clarita an appointee to the Advisory Committee for the Santa Monica Mountains Conservancy. RECOMMENDED ACTION: City Council adopt Resolution No. 90-42. ----------------------------------------------------- 10. WATT AMERICA/CIRCLE J -AGREEMENT MODIFICATION - Watt America has completed the emergency access road from Via Princessa to 13th Street and is operational for emergency purposes. Since this satisfies the emergency access concern by the City and residents of Circle J the 82 units should be released for occupancy. RECOMMENDED ACTION: City Council approve the counter proposal from Watt America, and direct the City Attorney to draft an amendment to the Emergency Access and Improvement Agreement. ----------------------------------------------------- 11. REQUEST FOR WAIVER OF APPEAL FEES - A letter received on March 5, 1990, from Mr. Glenn Reeves requests that the City Council waive the normal appeal fees for the Weston Development and American Landmark project tentative tract maps. RECOMMENDED ACTION: Staff recommends that the request for waiver of appeal fees (Tentative Maps 46626 and 47863) be denied. Also recommended is the appellants be allowed to appeal both projects for a single appeal fee ($335). -3- City Council Agenda March 13, 1990 ACTT 12. VALENCIA BRIDGE & MAJOR THOROUGHFARE DISTRICT COOPERATIVE AGREEMENT - On October 30, 1989, the City Council authorized staff to develop with the County, an agreement for the joint administration of a proposed Valencia Bridge and Major Thoroughfare District. RECOMMENDED ACTION: City Council authorize the execution of the Valencia Bridge and Major Thoroughfare Cooperative Agreement which included the establishment of a priority list of projects to be constructed within the District. PUBLIC STATEMENT (10:00 P.M.) This- time has been set aside for the public to address the City Council on any item on the agenda except for the public hearings. The public may also address the Council on items not on the agenda but those items will not be acted upon by Council at this meeting other than to review and return without action or direct staff.
