SANTA CLARA RIVER WATER AND RECREATION STUDY PRESENTATION
PUBLIC HEARING (continued from March 27, 1990)
1. NOTICE OF REOPENING OF PUBLIC HEARING & ENVIRONMENTAL
ASSESSMENT - Santa Clarita and G.H. Palmer are
proposed to enter into a development agreement.
Palmer & Assoc. agree to construct numerous and
substantial road system improvements. RECOMMENDED
ACTION: Continue the public hearing to May. 8, 1990.

UNFINISHED BUSINESS
2. ZONE CHANGE 89-02 FROM R-3 (LIMITED MULTIPLE
RESIDENCE) TO C-1 (RESTRICTED BUSINESS) TO ALLOW THE
CONTINUING OPERATION OF A PROFESSIONAL OFFICE
CURRENTLY OPERATING ILLEGALLY IN A RESIDENTIAL ZONE.
ORDINANCE NO. 90-6 - This item is on the agenda for
second reading and adoption of Ordinance No. 90-6
amending the official zoning map. RECOMMENDED ACTION:
Adopt Ordinance No. 90-6
2a. TRACT MAP 46879 - This request for a 5 -lot subdivision
on 10 acres of land was continued to April 17, 1990.
Staff has not had adequate time to conduct all
appropriate research into this issue. RECOMMENDED
ACTION: Council continue this item to May 22, 1990 to
allow for additional research into the best location
for a bridge over Placerita' Creek.
CONSENT CALENDAR
All matters listed under the Consent Calendar will be
enacted by one motion unless a request is made for
discussion in which case, the item(s) will be removed from
the Consent Calendar and will be considered separately
following this portion of the agenda.
3.. SCHEDULE FOR PRESENTATION, REVIEW AND ADOPTION OF
1990-91 CITY BUDGET - This item is on .the agenda to
inform the Council of the anticipated schedule for
presentation, review and adoption of the 1990-91 City
budget. RECOMMENDED ACTION: Council approve the
scheduled dates for presentation, review and adoption
of the budget and direct staff to deliver the budget
to the Planning Commission and Parks & Recreation
Commission and tosolicit their input which is to be
given to the Council for the June 6, 1990

4. APPLE STREET ET AL - PROJECT 89-14 - A study by Public
Works has determined that the streets in the subject
area are in satisfactory structural condition but need
corrective maintenance. RECOMMENDED ACTION: Approve
plans and specifications and authorize the City Clerk
to advertise for bids.

5. MARKET STREET PARKING- TIME 'LIMIT RESTRICTIONS -
RESOLUTION NO. 90-55 - A utility company located on
the south side of Market St. between San Fernando Rd.
and Walnut St. requested that the traffic engineering
staff evaluate the parking supply and demand to
improve on -street parking availability for customers.
.....RECOMMENDED ACTION: -.Adopt. Resolution No. 90-55
authorizing the installation of time limit
restrictions in this area.

6. SOLEDAD CANYON RD. EAST OF SOLAMINT RD. PARKING
PROHIBITION .- RESOLUTION NO. 90-56 - The City has
received a request that parking be. prohibited for
driveway clearance and improved visibility which would
prohibit vehicles from parking too close to a driveway
on the north side of Soledad Canyon Rd. east of
Solamint Rd. RECOMMENDED ACTION: Adopt Resolution
90-56 prohibiting the stopping or standing of vehicles
in this area.

7. CONSENT & .JURISDICTION COUNTY LIGHTING MAINTENANCE
DISTRICT - RESOLUTION NO. 90-57 - This item is for
Council's granting of consent and jurisdiction to the.
County ' Lighting Maintenance District to annex
territory located in the. City to the District.
RECOMMENDED ACTION: Adopt Resolution No. 90-57
granting consent and jurisdiction.

8. APPROVAL OF THE MAP AND ACCEPTANCE OF THE OFFERS OF
DEDICATION TRACT MAP. 48931 The developer is
subdividing 5.63 acres into five single family
residential lots and is located at the northwest
corner of Apple St. and 8th Street. RECOMMENDED
ACTION: Approve. the map, accept the offer of
dedication to public use of all streets, highways, and
other public ways, approve and accept work agreements
and improvement securities and instruct City Clerk to
endorse the Certificate on the face of the map.

9. TRANSFER OF STORM DRAIN TO LOS ANGELES COUNTY FLOOD
CONTROL DISTRICT TRACT NUMBER 43516, PRIVATE DRAIN
2056 - RESOLUTION NO. 90-61 - The construction of
Private Drain 2056 has been inspected and .approved by
the County Director of Public Works and is now ready
for the transfer and conveyance of the storm drain
improvements. RECOMMENDED ACTION: Adopt Resolution
90-61, authorize the Mayor to execute Quitclaim. Deeds
for the easement and direct City Clerk to transmit a
copy of report and three certified copies of the
Resolution to the County of Los Angeles.

10. ANNEXATION TO SANITATION DISTRICT NO. 26, ANNEXATION
NO. 256 - RESOLUTION NO. 90-62 Each time a property,
which is not within the boundaries of the Sanitation
District, is proposed for connection to a sewer, it
must. annex to the District, therefore, in order for
the District to provide treatment services, it must
share in the increase in tax revenue from the'
property. RECOMMENDED ACTION: Adopt Resolution No.
90-62.

11. RESOLUTION NO. 90-63 - Demand Register No. 7.

12. TRANSIT PROGRAM - At the April 4th study session,
Council received the final report on the Santa Clarita
Valley Transit .Needs Study from City staff and
representatives from the Los Angeles County
Transportation Commission 'and the County Public Works
Dept. RECOMMENDED ACTION: Adopt the short-range
program, direct City staff to proceed with issuance of
RFP's for acquisition of buses, and defer adoption of
long-range program until an analysis of. the success of
the short-range program can be provided.

13. AMATEUR ATHLETIC FOUNDATION GRANT AGREEMENT FOR SUMMER
SWIM '90' PROGRAM - The City of Santa Clarita has
participated in the AAF summer swim competitive
program with the County for the past two summer
swimming seasons. The AAF has agreed to continue the
summer swim program directly with the City.
RECOMMENDED ACTION: Accept the AAF Grant in the amount
of $7,109 and authorize the City Manager .to execute
the agreement.
NEW BUSINESS
14. NOTIFICATION OF PRESENTATION OF COST -TO -PROVIDE
SERVICE STUDY - City staff has been working with
Management Services Institute to prepare the
cost -to -provide -service study which is an in-depth
analysis of the various services provided by the City
and a determination of an appropriate corresponding
operational fee structure. RECOMMENDED ACTION: Change
the regularly scheduled study session meeting from May
2nd to May 3rd in_order to make the presentation -of
this study.

COUNCIL ACTION
15. ADULT COED VOLLEYBALL LEAGUE - A structured adult
Wednesday volleyball program has been requested by
several volleyball players who reside in the City of
which the total cost of a twelve week league would be
$171. RECOMMENDED ACTION: Council ,review and approve
the new volleyball league.
16. WIDENING HIGHWAY 14 FROM LOST CANYON RD. TO SAND
CANYON RD. - Caltrans recently opened bids for the
widening of the northbound Antelope Valley Freeway
between this area of which the Cities of Santa Clarita
and Palmdale, Caltrans 'and the County are cooperating
jointly in the construction. RECOMMENDED ACTION:
Approve in concept the draft agreement and direct the
Director of Public Works to send a copy of the
agreement to Caltrans for. further processing.

17. ASSEMBLY BILL 3002 (BADER) - This bill would allow
additional options for updating the City's population
base by requesting a State Controller's update to the
City population via a special census or by utilizing
the most recent Department of Finance estimates.
RECOMMENDED ACTION: Direct staff to prepare a letter
for the Mayor's signature supporting AB 3002.

This time has been set aside for the public to address the
City Council on any item on the agenda except for the
public hearings. The public may also address the Council
on items not on the agenda but those items will not be
acted upon by Council at this meeting other than to review
and return without action or direct staff.
