CALL TO ORDER FLAG SALUTE ROLL CALL APPROVAL OF AGENDA APPROVAL OF MINUTES March 27, 1990 PRESENTATION Joe Astleford/Department of Forestry to give a brief presentation on the Elsmere Canyon landfill. PROCLAMATION "WATER AWARENESS MONTH - MAY 1990" PUBLIC HEARING 1. ZONE CHANGE 89-5 FROM A-2-2 (HEAVY AGRICULTURAL) TO R-1-11,000 (SINGLE FAMILY RESIDENTIAL, 11,000 SQ FT MINIMUM LOTS) AND R -2 -(DP) (TWO-FAMILY RESIDENCE WITH A DEVELOPMENT PROGRAM OVERLAY) -ORDINANCE NO. 90-7 - The applicant, Lori Johnson, requests a change of zone from the existing. A-2-2 zoning to R-1-11,000 and R-2 (DP). The proposed project is located on the east side of Bouquet Canyon Rd. at the southern terminus of Urbandale Avenue. RECOMMENDED ACTION: Introduce Ordinance No. 90-7 and pass to second reading. BE r 0 City Council Agenda April 24, 1990 TION 2. ZONE CHANGE AT THE SOUTHERLY TERMINUS OF GILBERT DRIVE - ORDINANCE NO. 90-10 - The applicant, American Beauty Homes, Inc., is requesting a zone change on the subject property from A-2-1 (Heavy Agricultural) to RPD -1-6U for a Residential Planned Development. The two principal agents for American Beauty Homes, Inc. are Jack Shine and Greg P. Medeiros. The applicants have received Planning Commission approval to develop the 47.4 acre site into 14 condominium lots to allow for 187 single family detached condominiums. RECOMMENDED ACTION: Approve Negative Declaration, approve zone change 85-503, introduce Ordinance No. 90-10. ------------------------------------------------------- 3. PREZONE 89-003 AND APPEAL OF VESTING TENTATIVE TRACT MAP 47324, CONDITIONAL USE PERMIT 89-007 AND OAR TREE PERMIT 89-046 - ORDINANCE NO. 90-9 RESOLUTION NO. 90-76- The City Clerk's office has received an appeal from Hal Good of the Planning Commission's decision of February 20, 1990, to approve Vesting Tentative Tract Map 47324, Conditional Use Permit 89-007 and Oak Tree Permit 89-046. This item also includes a Public Hearing on Prezone 89-03. The Planning Commission recommended that the City Council approve the prezone application, while approving the other entitlements, at the meeting on February 20. RECOMMENDED ACTION: Approve negative. declaration, approve pre -zone 89-003, vesting tentative tract map 47324, CUP 89-007, and Oak Tree Permit 89-046, introduce Ordinance No. 90-9 and adopt Resolution No. 90-76 ------------------------------------------------------ 4. PREZONE 89-002 AND APPEAL OF VESTING TENTATIVE TRACT MAPS 46626 AND 47863 WESTON/LANDMARK- ORDINANCE 90-8, RESOLUTION NOS. 90-75 & 90-76 - The above items involve two separate requests: (1) A prezoning is necessary for tentative tract 46626 since its site is entirely within the County of Los Angeles, and adjacent to the City limits. (2) The two tentative maps have been approved by the Planning Commission. A local resident, Glen Reeves, whose property abuts the site of tentative tract 47863, has appealed the Planning Commission's decision on both tract maps. RECOMMENDED ACTION: Approve negative declaration, approve Pre -zone 89-002 and Vesting Tentative Tract Maps 46626 & 47863, adopt Resolution Nos. 90-75 & 76, and introduce Ordinance No. 90-8 -2- City Council Agenda April 24, 1990 CONSENT CALENDAR All matters listed under the Consent Calendar will be enacted by one motion unless a request is made for discussion in which case, the item(s) will be removed from the Consent Calendar and will be considered separately following this portion of the agenda. 5. SIERRA HIGHWAY AT RAINBOW GLEN DRIVE STATE/CITY TRAFFIC SIGNAL AGREEMENT - Several inquiries have been received from the public and Council members regarding the need for a traffic signal at the subject intersection. Caltrans has performed traffic signal warrant studies on the intersection and has determined that warrants exist for the installation of a traffic signal. RECOMMENDED ACTION: City Council approve in concept the draft agreement, direct Public Works Director to send a copy of the agreement to Caltrans, and direct staff to include $61,920.00 for the project in the upcoming 1990-91 fiscal year budget. ------------------------------------------------------- 6. PLACERITOS BOULEVARD AND 12TH STREET/STOP SIGN - RESOLUTION NO. 90-58 - The Traffic Engineering Staff conducted a study of the intersection of Placeritos Boulevard and 12th Street at the request of residents of the area to determine the need for traffic controls at the intersection. RECOMMENDED ACTION: Adopt Resolution No. 90-58 ------------------------------------------------------- 7. LAS MANANITAS DRIVE AT VISTA DELGADO DRIVE/STOP SIGN - RESOLUTION NO. 90-59 - A traffic engineering survey was conducted to determine the need for stop controls at Las Mananitas Drive and Vista Delgado Drive. Traffic safety can be improved if a stop sign were installed for northbound traffic on Las Mananitas Drive at Vista Delgado Drive. RECOMMENDED ACTION: Adopt Resolution No. 90-59 -3- City Council Agenda April 24, 1990 8. WILEY CANYON ROAD/MODIFY STREET STRIPING/PARKING PROHIBITION - RESOLUTION NO. 90-54 - A traffic engineering study has been conducted on Wiley Canyon Road, between Lyons Ave. and Powell Drive. It is believed that traffic flow and safety can be improved by installing left -turn channelization. RECOMMENDED ACTION: Adopt Resolution No. 90-54 and direct staff to implement appropriate measures to effect the - regulations. ------------------ ANNEXATION NO. 1990-91, RESOLUTION OF APPLICATION RESOLUTION NO. 90-52 - The proposal is for a "Resolution of Application" to be adopted by the City Council for Annexation No. 1990-91. RECOMMENDED ACTION: Adopt Resolution No. 90-52 ------------------------------------------------------- 10. RESOLUTION NO. 90-68 - Demand Warrant No. 8 - RECOMMENDED ACTION: Adopt. ------------------------------------------------------ 11. AUTHORIZATION FOR THE CITY TO ENTER INTO A CONTRACT AGREEMENT FOR PREPARATION OF A WATER FEATURES STUDY ON THE SANTA CLARA RIVER AND ITS TRIBUTARIES - City Council received a presentation on the Santa Clara River Water and Recreation Study at the April 17, 1990 meeting. Staff has finalized the terms of the contract with B.S.I. Consultants, Inc., and has had the agreement reviewed by the City Attorney. RECOMMENDED ACTION: City Council approve the attached contract agreement and award the contract to B.S.I., Consultants, Inc., in the amount of $74,130. ------------------------------------------------------ 12. ND -90-001 - NEGATIVE DECLARATION FOR CITY ACQUISITION OF SAUGUS REHABILITATION SITE - A negative declaration has been prepared for the potential acquisition of the Saugus Rehabilitation site for municipal uses. The public review period for this item was a 21 -day period. No written comments were received during the review period. RECOMMENDED ACTION: Review and consider negative declaration, approve the declaration. -4- City Council Agenda April 24, 1990 13. DISABLED PERSONS PARKING ZONE - 23008 HILSE LANE - RESOLUTION NO. 90-66 - The City received a request from Mr. Larry Gump for a designated Disabled Persons Parking Zone in front of his home. Mr. Gump is confined to a wheelchair. A church is located in this residential area, and therefore, parking is limited, and particularly for Mr. Gump. RECOMMENDED ACTION: Adopt Resolution No. 90-66 NEW BUSINESS 14. AWARD OF COMPREHENSIVE STREET TREE PEST CONTROL CONTRACT - In July of 1989, bids were opened for the Comprehensive Street Tree Maintenance Contract. The contract included several sections. Only the tree trimming and emergency service portions of the contract were awarded to Golden Bear Arborist, Inc. At that time, Council directed staff to re -advertise for pest control services. RECOMMENDED ACTION: That City Council award the pest control contract to Chem -Lawn Commercial Services for the amount of $43, 774.10. ------------------------------------------------------ 15. PRESENTATION OF MSI COST -TO -PROVIDE SERVICE STUDY- This item is on the agenda for presentation by Mr. Doug Ayres, President of Management Service Institute. This study is an in-depth analysis of 142 services provided by the City. RECOMMENDED ACTION: Receive study and direct to Study Session for further discussion. ------------------------------------------------------ 16. ADDITIONAL RIGHT TURN LANE SOLEDAD CANYON RD/SIERRA HIGHWAY - RESOLUTION NOS. 90-70 & 90-71- The results of a traffic engineering study have indicated that traffic flow can be improved if eastbound traffic in the number two through lane on Soledad Canyon has the option to turn right onto Sierra Highway. RECOMMENDED ACTION: Adopt Resolution Nos. 90-70 & 90-71 - -5- City Council Agenda April 24, 1990 I* PUBLIC STATEMENT (Audience - 10:00 p.m ) This time has been set aside for the public to address the City Council on any item on the agenda except for the public hearings.
