PREZONE NO.89-04 LOCATED AT THE EASTERLY TERMINUS OF OAK SPRINGS ROAD - ORDINANCE NO. 90-11 - The applicant, Prime West, Inc., is requesting a prezone to allow the annexation of this site into the city boundaries. RECOMMENDED ACTION: Recommend the Negative Declaration, approve Prezone 89-04, and introduce Ordinance 90-11 and pass to second reading. UNFINISHED BUSINESS 2. PRESENTATION OF FY 1990-91 PROPOSED BUDGET - The Council will receive the budget. at this meeting and will be discussed in depth at the Study Session of May 15, 1990. RECOMMENDED ACTION: Receive budget and continue to Study Session of May 15, refer to the Parks & Recreation and Planning Commissions for review and comment CONSENT CALENDAR All matters listed under the Consent Calendar will be enacted by one motion unless a request is made for discussion in which case, the item(s) will. be removed from the Consent Calendar and will be considered separately following this portion of the agenda. 7. TRACT MAP 46110 -APPROVAL OF THE MAP & ACCEPTANCE OF THE OFFERS OF DEDICATION - The developer is subdividing 3.25 acres into seven single family residential lots of which the conditions of approval have been met, the fees have been paid and the map has been checked to the satisfaction of the City Engineer. RECOMMENDED ACTION: Approve the map, accept the offer of dedication, approve and accept work agreements and improvement securities, and instruct 'City"Clerk to endorse Certi'ficate•on face of map ------------------------------------------------------------ 8. TRANSFER OF STORM DRAIN TO LOS ANGELES COUNTY FLOOD CONTROL DISTRICT - TRACT NOS. 41960 & 43712- -RESOLUTION N0: 90-47 _'The construction'' -of" Private Drain Nos. 1946 & 1947 have been inspected and approved by the County Director of Public Works, who has sent a Notice of Completion to the City. ANNEXATION TO SANITATION DISTRICT NO. 32 ANNEXATION 197 - RESOLUTION NO. 90-73 - Each time a property, which is not within the boundaries of the Sanitation District, is proposed for connection to a sewer, it must annex to the District. RECOMMENDED ACTION: Adopt Resolution 90-73 ------------------------------------------------------------ 10. ANNEXATION TO SANITATION DISTRICT NO. 32*ANNEXATION 196 - RESOLUTION NO. 90-77 - Each time a property, which is not within the boundaries of the Sanitation District, is proposed for connection to a sewer, it must annex to the District. TRANSFER OF STORM DRAIN TO LOS_ ANGELES COUNTY FLOOD CONTROL DISTRICT - TRACT NOS. 38300 - RESOLUTION NO. 90-78 - The construction of Private Drain 1627 has been inspected and approved by the County Director of. Public Works, who has sent a Notice of Completion to the City. RECOMMENDED ACTION: Adopt Resolution 90-78, authorize the Mayor to execute the Quitclaim Deed, and direct the City Clerk to transmit to the County of Los Angeles. ------------------------------------------------------ ------ 12. TRANSFER OF STORM DRAIN TO LOS ANGELES COUNTY FLOOD CONTROL DISTRICT - TRACT NO. 43129 - RESOLUTION NO. 90-80 - The construction of Private Drain 1871, Unit 1 has been inspected and approved by the County Director of Public Works, who has sent a Notice of Completion to the City. RECOMMENDED ACTION: Adopt Resolution 90-80, authorize the Mayor 'to` execute the Quitclaim Deed, and direct the City Clerk to transmit to the County of Los Angeles ------------------------------------------------------------ -14. PURCHASE OF ONE DESKTOP PUBLISHING SYSTEM - Sealed bids were opened by the City Clerk on April 19th for a desktop publishing system of which the City is in need of. RECOMMENDED ACTION: Staff be directed to purchase the system from Computerland, Newhall ------------------------------------------------------------ 17. AMENDMENT TO PARA -TRANSIT AGREEMENT WITH THE COMMITTEE ON AGING - The FY 89-90 Agreement between the City and the Committee on Aging provides that the City fund up to $23,000 toward the purchase of one wheelchair lift equipped van of which a special van costs approx. $53,000. RECOMMENDED ACTION: Approve amendment to the agreement and permit existing funding to be used for matching funds for acquisition of two life equipped vans ------------------------------------------------------------ 18. PURCHASE OF ONE HIGH SPEED COPIER - The City I dvertised and solicited sealed bids for high speed copiers of which the bid was opened by the Asst. City Clerk on April 19, 1990. RECOMMENDED ACTION: Award the bid to Xerox Corporation which provides more productive, more cost effective, more usable features. ------------------------------------------------------------ 19. RESOLUTION NO. 90-82. - Demand Warrant #9 RECOMMENDED ACTION- Adopt NEW BUSINESS 20. GENERAL PLAN - This report has been prepared as an update and status report of the General Plan program and to receive direction from Council. - RECOMMENDED ACTION: Review and adopt the draft General Plan schedule, establish a date for a joint Council/Planning Commission meeting and direct staff to work with MBA in refining processes. ------------------------------------------------------------ 21. BUS SHELTER PROGRAM - On April 17th the City approved the Transit Need Study which was prepared for the L.A. County Transportation Commission by Comsis Corporation of which the plan presented a new bus shelter program. RECOMMENDED ACTION: Approve installation of nine non -advertising bus shelters, direct staff to prepare plans and specifications for the installation and continue the "phase-out" program ------------------------------------------------------------ 22. -LANDSCAPING IMPROVEMENTS` -" TO" : VACATED'"PORTION "OF "ALLEY AT FOURTH ST. & SAN FERNANDO RD. - RESOLUTION NO. 90-41 - At its March 13th meeting, Council directed staff to meet with the adjacent property owners to investigate possible improvements to the subject parcel of land. RECOMMENDED ACTION: Authorize staff .__t0--proceed•-with-:-.thee•-improvements.,at.-this location and adopt Resolution 90-41 -4- City Council Agenda May 8, 1990 0 0 23. COMMUTER BUS FARE INCREASE - At its meeting of April 11th, Council considered staff's recommendation of adding one additional bus to the downtown Los Angeles commuter and increase the monthly commuter fares from $55.00 per month to $75.00. RECOMMENDED ACTION:. Approve the fare structure PUBLIC STATEMENT (10:00 R.m.) This time has been set aside for the public to address the City Council on any item on the agenda except for the public hearings. The public may also address the Council on items not on the agenda but those items will not be acted upon by Council at this meeting other than to review and return without action or direct staff.
