PUBLIC HEARINGS
1. CONTINUATION OF APPEAL FROM PLANNING COMMISSION DENIAL
WITHOUT PREJUDICE -TENTATIVE TRACT MAP 46879 - This
appeal, made by Jim Chatterly , has been continued
from the March 13th meeting of the Council. Staff has
met with the applicants and their engineer and has
attended a meeting with both the applicant and
residents of- ' the neighboring community. RECOMMENDED
ACTION: SeleOption 4, to approve the project with
conditions and/or modifications to the initial
conditions of approval.

2. PREZONE 89-002 & APPEAL OF VESTING TENTATIVE TRACT
MAPS 46626 & 47863 (BESTON/AMERICAN LANDMARK) -
RESOLUTION NOS. 90-74 & 90-75, ORDINANCE NO. 90-8 -
The above involves two separate requests: a prezoning
and a subdivision for 201 and 80 lots, respectively,
all for single family residences. The proposal
includes the dedication of a park site, a library
site, and double the bridge and thoroughfare fees.
RECOMMENDED ACTION: Approve the negative declaration,
approve Prezone .No. 89-002 and uphold the Planning
Commission's approval of Vesting Tentative Tract Maps
46626 & 47864, adopt Resolution Nos. 90-74, 90-75, and
introduce Ordinance.No. 90-8.

3. ANNEXATION NO. 1988-01 - MAKING FINDINGS ON WRITTEN
PROTESTS, CALLING FOR ELECTION & APPROVING ANNEXATION
1988-01 SUBJECT TO VOTER CONFIRMATION - RESOLUTION NO.
90-88 - This site is located northerly of Soledad
Canyon Rd. and east of the northerly extension of Oak
Spring Canyon Rd., in an area known as the
Pinetree/Timberlane/LeHouse neighborhood of which
annexation is requested by the property owners, who
cite a desire for City services, local control and
local government permit processing. RECOMMENDED
ACTION: Adopt Resolution 90-88, direct staff to
transmit Resolution and other required to the County
of Los Angeles and to LAFCO

4.. PREZONE 89-04 LOCATED AT THE EASTERLY TERMINUS OF OAK
SPRINGS ROAD (PRIME WEST, INC.) - ORDINANCE NO. 90-11
This item was on the agenda of May 8th as a public
hearing to allow a prezone of the site to officially
recognize the existing L.A. County A-1-1 zoning as the
official zoning of the City of Santa Clarita.
RECOMMENDED ACTION: Adopt Ordinance 90-11.

5. NEWHALL AMBULANCE CONTRACT.- At the Council meeting of
February 27th, Council directed staff to finalize a
service agreement with Newhall Ambulance, Inc., and
later direct it back to the Council for consideration
and final .approval. RECOMMENDED ACTION: Approve the
agreement

enacted by one motion unless a request is made for
discussion in which case, the item(s) will be removed from
the Consent Calendar and will be considered separately
following this portion of the agenda.
6. APPOINTMENT TO COUNTY SANITATION DISTRICT AS AN
ALTERNATE - This item is on the agenda to appoint.
Councilmember Jill Klajic as an alternate to the
County Sanitation District. RECOMMENDED ACTION: City
Council appoint Councilmember Jill Klajic as an
alternate to the County Sanitation District.

7. ANNEXATION TO SANITATION DISTRICT 26 - ANNEXATION 257 -
RESOLUTION NO. 90-85 - Each. time a property, which is
not within the boundaries of the Sanitation District,
is proposed for connection to a sewer, it must annex
to the District. RECOMMENDED ACTION: Adopt Resolution
No. 90-85

8. ANNEXATION TO SANITATION DISTRICT 32 - ANNEXATION 129
- RESOLUTION NO. 90-86 - Each time a property, which
is not within the boundaries of the Sanitation
District, is proposed for connection to a sewer, it
must annex to the District. RECOMMENDED ACTION: Adopt
Resolution 90-86

RESOLUTION OF SUPPORT FOR LOS ANGELES COUNTY BEACHES,
WILDLIFE AND PARR LAND CONSERVATION ACT OF 1990 -
RESOLUTION NO. 90-87 - The proposed bond act will
provide much needed funding for parks and recreation
improvements within Los Angeles County and for the
acquisition and development of new parks and open
space areas. RECOMMENDED ACTION: Adopt Resolution No.
90-87 supporting the Conservation Act of 1990

10. APPLE STREET ET AL - PROJECT 89-14 - AWARD OF BID - On
May 10, 1990, bids were received by the City for this
particular project of which the low bid was submitted
by Pavement Coatings Co. RECOMMENDED ACTION: Award to
...low. ..bidder. Pavement Coatings Co. and authorize the.
Mayor to execute the contract

11. SPACE PLANNING SERVICES - On November 14, 1989,
Council authorized staff to negotiate an agreement
with Hughes Heiss and Assoc. to perform a space study
analysis/needs assessment for the proposed Santa
Clarita Civic Center. RECOMMENDED ACTION: Review and
authorize staff to execute contract with Hughes Heiss
and Assoc. for space planning services

12. DAY CAMP COUNSELOR CLASSIFICATION - RESOLUTION NO.
90-91 - The creation of a Camp Counselor
classification will allow the Parks & Recreation
Department to hire quality young adults to work in our
City day camps. RECOMMENDED ACTION: Adopt Resolution
No. 90-91

NEW BUSINESS
14. EMERGENCY* PREPAREDNESS - The -City, in December, 1989,
hired a full-time Emergency Preparedness Coordinator
and has had several meetings with the community to
assure full -coordinated preparedness. RECOMMENDED
ACTION: Receive the list of accomplishments to date
and those scheduled for the remainder of the year.

15. ADOPTION OF RESOLUTION NO. 90-94 SUPPORTING TAX-EXEMPT
PUBLIC FINANCING - The exemption from federal income
of interest on municipal bonds acts as an incentive to
invest in public services and allows state and local
governments to borrow at rates that are 25 to 30
percent less than what they would pay if the interest
were taxable, thereby keeping the cost to taxpayers as
low as possible. RECOMMENDED ACTION: City Council
review and adopt Resolution No. 90-94 supporting
tax-exempt public financing..

16. VALENCIA BOULEVARD INTERCHANGE I-5 - The Newhall Land
and Farming Co. is requesting the City's support for
an improvement project consisting of widening' of the
Valencia Blvd. overcrossing of I-5 and construction of .
two diamond on -ramps. RECOMMENDED ACTION: Council
support the Valencia Co. project and consider credit
for this project under the Valencia Bridge & Major
Thoroughfare District when the district report is
reviewed.

17. PUBLIC WORKS MUTUAL AID AGREEMENT - The City presently
does not have existing mutual aid agreements essential
to receive public works assistance in a disaster and
is absolutely vital that the impacted public works
agencies are able to obtain assistance from other
public works agencies.• RECOMMENDED ACTION: Approve
and execute the Public Works Mutual Aid Agreement

18. LANDSCAPING IMPROVEMENTS TO VACATED PORTION OF ALLEY
AT FOURTH ST. & SAN FERNANDO RD. - RESOLUTION NO.
90-41 - At its March. 13th meeting, Council directed
staff to meet with the adjacent property owners to
investigate possible improvements to the subject
parcel of land. RECOMMENDED ACTION: Adopt Resolution
90-41 declaring its intention to order the vacation of
that portion of the alley and setting a public' hearing
date of June 12, 1990

19. JOINT POWERS AGREEMENT FOR COMMUNITY RECREATION
FACILITIES WITH WM. S. HART UNION HIGH SCHOOL
DISTRICT - The School District. and the City have
recently drafted a written agreement which calls for
the provision of facilities for community recreation
activities by each agency at no cost to the other.
•RECOMMENDED- ACTION: ,,Approve --the... Joint •Powers. Agreement
and authorize the Mayor to execute the agreement

COUNCIL ACTION
20. SIGN AMORTIZATION - Section 5497(j) of the California
Business & Professions Code provides that if a new
city adopts an ordinance regulating on -premise signs
within three years of incorporation, it may be exempt
from the requirement to pay compensation for requiring
the removal of non -conforming on -premise signs.
RECOMMENDED ACTION: Direct staff to being to work on a
sign amortization schedule as an amendment to the
zoning code and develop standards and criteria for
replacement signs with the Planning Commission

21. HOUSE NUMBERING SYSTEM - Councilman Boyer, at the May
8th meeting, felt it may be 'advantageous to initiate a
program for revising the City's house numbering
system. RECOMMENDED ACTION: Discuss the relative
merits of revising the existing house numbering system.

22. SANTA CLARITA VALLEY ARTS COUNCIL REQUEST FOR INSERT.
IN CITY QUARTERLY REPORT - The Santa Clarita Valley
Arts Council has requested that the City consider the
funding of an insert for the Arts Council in each
edition of its Quarterly Municipal Report and
Recreation Program which would promote membership
activities and upcoming arts events. RECOMMENDED
ACTION: Approve the Arts Council's request and
appropriate $4800 from the Council Contingency Fund

23. PROPOSAL "QUICK -FIX II" ITEMS FOR ON-GOING CONGESTION
RELIEF PROGRAM - Council requested that- the staff
develop additional "Quick -Fix" solutions to the. City's
traffic congestion of which staff has reviewed a
number of locations. RECOMMENDED ACTION: Consider
these potential congestion relief strategies and
direct staff to proceed

24. PROPOSITION 117 - This item is on the agenda to
register the City's support for The California
Wildlife Protection Initiative, Proposition 117.
RECOMMENDED ACTION: Authorize staff to draft letters
of support for the Mayor's signature

25. PROPOSITION 111 - RESOLUTION NO. 90-92 - The Traffic
Congestion Relief and -Spending Limitations Act of
1990, Prop 111, contains two elements which are to
provide the necessary resources to address traffic
congestion and modify the existing government spending
limit. RECOMMENDED. ACTION: Adopt Resolution 90-92 in
support of Proposition 111 and authorize the Mayor to
sign letters of support.

COUNCIL ACTION
26. PROPOSITION 108 - RESOLUTION NO. 90-93 - This item is
on the agenda to register the City of Santa Clarita's
support for the Passenger Rail and Clean Air Bond
Act. RECOMMENDED ACTION: City Council adopt
Resolution No. 90-93 in support of Proposition 108 and
in conjunction authorize Mayor to sign letters of
support.

27. SALARY ADJUSTMENT -CITY COUNCIL - ORDINANCE NO. 90-13 -
In February, of 1988, the City Council adopted
Ordinance No. 88-8 establishing a salary for members
of the City Council, which provides for Councilmember
salaries to be increased by 5q for each calendar year
from the date of the last salary adjustment.
RECOMMENDED ACTION: Conduct first reading and
introduction of Ordinance No. 90-13.

28. PARKS & OTHER PUBLIC PLACES ORDINANCE NO. 90-12 - The
provisions of this section of the Municipal Code have
been written to address many concerns commonly
encountered in Parks & Public Places throughout the
community. RECOMMENDED' ACTION: Conduct first reading
of Ordinance No. 90-12 and pass to second reading

This time has been set aside for the public to address the
City Council on any item on the agenda except for the
public hearings. The public may also address the Council
on items not on the agenda but those items will not be
acted upon by Council at .this meeting other than to review
