PUBLIC HEARING
1. ADOPTION OF MSI COST -TO -PROVIDE -SERVICE - ORDINANCE
NO.' 90-17 and RESOLUTION NO. 90-130 - It is
Adopted appropriate to consider adoption of Resolution 90-130
establishing a schedule of individual fees and
charges for Community Development as well as adoption
of Ordinance No. 90-17. RECOMMENDED ACTION: Adopt
Ordinance No. 90-17, conduct public hearing and
approve Resolution No. 90-130 and authorize City
Manager to prepare the executive order

2. ORDINANCE NO. 90-16 - AMENDING TITLE NOS. 18, 19, 20,
21, and 22 OF THE SANTA CLARITA MUNICIPAL- CODE
RELATING TO THE BUILDING, ELECTRICAL, PLUMBING,
MECHANICAL & FIRE CODES - This item is on the agenda
to conduct a public hearing on Ordinance No. 90-16
Adopted which adopts by reference both the primary and
secondary codes which have also been adopted by the
County of Los Angeles. RECOMMENDED ACTION: Conduct
public hearing and adopt Ordinance No. 90-16
UNFINISHED BUSINESS
3. STREET TREE ORDINANCE - ORDINANCE NO. 90-15 - After
reviewing section 13.76.07(A-11) which dealt with the
removal and replacement of street trees by private
Adopted property owners, Council accepted staff's revisions
of Version 1 of this Ordinance at their meeting of
June 26th. RECOMMENDED ACTION: Waive further
reading and adopt Ordinance No. 90-15

CONSENT CALENDAR
All matters listed under the Consent Calendar will be
enacted by one motion unless a request is made for
discussion in which case, the item(s) will be removed from
the Consent Calendar and will be considered separately
following this portion of the agenda.
4. SOLEDAD CANYON RD. WEST OF OAK SPRINGS CANYON ROAD -
PROJECT 89-15 AWARD OF BID - On July 5th bids were
received for this project, which constructs a widened
Approved roadway to provide a striped left -turn pocket for
safer turning movement into Prairie Lane without
disrupting eastbound traffic on Soledad Canyon Rd.
RECOMMENDED ACTION: Award the contract to the low
bidder Padilla & Sons and authorize the Mayor to
execute the contract

8. TRANSFER OF STORM DRAIN TO LOS ANGELES COUNTY FLOOD
CONTROL DISTRICT - TRACT NO. 34251 - RESOLUTION NO.
90-129 - The construction of Private .Drain. No. 1786
has been inspected and approved by the County
Adopted Director of Public Works, who has sent a Notice of
Completion to the City. RECOMMENDED ACTION: Adopt
Resolution No. 90-129, authorize the Mayor to execute
the Quitclaim Deed and direct the City Clerk to
transmit three copies of the original to the County
of Los Angeles.

5. DECORO DRIVE - PROJECT NO. 89-9 (PHASE I) VISTA
DELGADO DRIVE TO SECO CANYON RD. AWARD OF BID - On
July 5th bids were received for this project to
construct a widened roadway to join the existing

four -lane roadway improvements west of Vista Delgado
Drive completed by the Valencia Co. RECOMMENDED
ACTION: Award the contract to Excel Paving and
authorize the Mayor to execute the contract.

6. TRANSFER OF STORM DRAIN TO LOS ANGELES COUNTY FLOOD
CONTROL DISTRICT - TRACT NO. 43523 - RESOLUTION NO.
90-78 - The construction of Private Drain 1952, Unit
I has been inspected and approved by the County

Director of Public Works, who has sent a Notice of
Completion to the City. RECOMMENDED ACTION: Adopt
Resolution No. 90-78, authorize the Mayor to execute
the Quitclaim Deed for the easement and direct the
City Clerk to transmit three copies of the original
to the County of Los Angeles

7. COUNTY LIGHTING MAINTENANCE DISTRICT - RESOLUTION NO.
90-128 - This item is for the Council to consider
granting consent and jurisdiction to the County
Adopted
Lighting Maintenance District to annex territory
located in the City. RECOMMENDED ACTION: Adopt
Resolution No. 90-128

9. CAMP PLENTY ROAD TO CALLA WAY INSTALL STOP CONTROLS -
RESOLUTION NO. 90-131 - In response to citizen
concerns, the traffic engineering staff has conducted
a study of traffic and pedestrian safety along Camp

Plenty Road in the vicinity of Sierra Vista Jr. High
School. RECOMMENDED ACTION: Adopt Resolution No.
90-131 and direct staff to have the appropriate signs
and pavement markings installed.

10. REQUEST FOR WRITTEN NOTIFICATION FROM CITY OF SANTA

CLARITA TO COUNTY OF IAS ANGELES, COMMUNITY
DEVELOPMENT COMMISSION & DEPT. OF HOUSING & URBAN
DEVELOPMENT REGARDING CITY'S GRANTEE STATUS - Based
on 1988 population data from the U.S. Department of
Approved
Housing and Urban Development, the City may qualify
as a Metropolitan City and can attain entitlement
status effective July 1, 1991. RECOMMENDED ACTION:
Direct City staff to send written notification to
County & U.S. Department of Urban Development
indicating the City's wishes to be excluded from the
CDBG program and its desire to apply as an
entitlement City.

11. GENERAL PLAN EXTENSION - On June 18th the State of
California Office of Planning and Research granted

the City's request for an extension of time for
preparation of the General Plan. RECOMMENDED
ACTION: Instruct staff to comply with the conditions
of approval imposed by the State and proceed as
expeditiously as possible with the formulation of the
General Plan.

12. AGREEMENT FOR HOUSING ASSISTANCE BETWEEN CITY AND
PUBLIC WORKS DIRECTOR - On June 26, Council

authorized the City Manager to approve the Housing

Director is requesting a loan of $50,000 which is
consistent with the policy.

13. RESOLUTION NO. 90-138 -Demand Register No.13

14. ANIMAL CARE AND CONTROL REPORT - The City contracts
for animal care and control from the Los Angeles
County Department of Animal Care and Control who

15. VALENCIA MALL FINANCING/ANNEXATION - On May 16th,
Newhall Land & Farm presented a proposal to City
staff requesting aid of approximately $16MIL to

staff to continue negotiations with Newhall Land &
Farming for a reduced level of subsidy and for
annexation of the areas mentioned.

16. ORDINANCE NO. 90-18 - AMENDING THE SANTA CLARITA
MUNICIPAL CODE TO ADD TITLE 15 RELATING TO UTILITIES -
The code is very similar to that currently in effect
with the County of Los Angeles with some minor

make the code more complete and appropriate for the
City of Santa Clarita. RECOMMENDED ACTION: Introduce
Ordinance No. 90-18, waive further reading, and pass
to second reading.

17. AWARD FOR PROFESSIONAL ENGINEERING SERVICES FOR THE
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM - The City
advertised and requested proposals for professional
engineering services for this program which allowed

reasonable prices. RECOMMENDED ACTION: Direct staff
to enter into a master agreement with Willdan Assoc.
FY 1990-91 on a task order basis and negotiate task
