Medina DATE: January 9, 1990 SUBJECT: ROADWAY FINANCING/CONSTRUCTION STATUS DEPARTMENT: Public Works BACKGROUND The Council has committed time, energy, and resources to focus on solutions to its citizens number one concern -- traffic congestion. A great deal of the Council's efforts have been toward the construction on new streets and roads. Proposition P had the ability to add a significant stimulus to financing a number of major streets and roads in our community. Because it did not pass, councilmembers have expressed to staff the need to take another look at the potential ways to implement these improvements. The following is our comments of the current status and potential financing mechanisms of various projects. The City has adopted two bridge and thoroughfare districts and is in the process of completing two additional district which would result in the entire City being in a bridge and thoroughfare district. New developments will pay fees which will be used to fund the improvements. We are also well on our way to presenting to the Council a proposal to increase these fees to add to and accelerate the construction of our roadway needs. It should be noted, however, that the Bridge and Thoroughfare District will provide funding for onlv two lanes of roadwa We are negotiating with the State Department of Transportation for their commitment to provide the additional required funding for San Fernando Road from 15th Street to Bouquet Canyon Road. This potential funding would supplement the funding of $6,000,000 already budgeted by the City and permit completion of the four lane roadway. Previous discussions with Valencia Company has resulted in an accelerated schedule for Newhall Ranch Road between Bouquet Canyon Road and McBean Parkway, McBean Parkway between Newhall Ranch Road and Decoro Drive, and Decoro Drive between McBean Parkway and Seco Canyon Road. Our most significant opportunities and major steps forward have been in negotiating an accelerated construction schedule and financing of roadway improvements with new developments. We are in serious negotiations with developers for the construction of the following: 1. Golden Valley Road from Soledad Canyon Road to the Antelope Valley Freeway 2. Rio Vista and Santa Clara River Bridge 3. Route 126 easterly of Bouquet Canyon Road Agenda Item:_ Roadway Financing/Construction Status January 9, 1990 Page 2 The Public Works and Planning Departments have taken the approach that new developments should not only construct the streets within and adjacent to their development but provide resources to lessen existing traffic congestion. On one recent project, the developer agreed to pay double his required bridge and thoroughfare fees to help accelerate the construction of Whites Canyon Road to the Antelope Valley Freeway. The approach of seeking accelerated or increased funding from developers will be used where available and realistic with the legal constraints in existence. At your meeting, staff will make a presentation on the status and financing of these roadway improvements and will be available to answer questions on the program. RECOMMENDATION The Council receive staff's presentation and provide comments and direction on roadway financing and construction after Proposition P.
