HomeMy WebLinkAbout1990-05-02 - MINUTES - ADJOURNED REGULAR MTG (2)MINUTES OF THE ADJOURNED REGULAR MEETING CITY OF SANTA CLARITA CITY COUNCIL 6:30 p.m. May 2, 1990 CALL TO ORDER The adjourned regular meeting of the City Council of the City of Santa Clarita was called to order by Mayor Jo Anne Darcy at 6:33 p.m. at the City Council Chambers, 23920 Valencia Boulevard, First Floor, Santa Clarita, California. FLAG SALUTE Councilwoman Jill Klajic led the Pledge of Allegiance to the Flag. ROLL CALL All Councilmembers were present. Also present were: City Manager, George Caravalho; Assistant City Manager, Ken Pulskamp; City Attorney, Carl Newton; Finance Director, Andrea Daroca; Parks & Recreation Director, Jeff Kolin; Community Development Director, Lynn Harris; Public Works Director, John Medina; Clerk Typist, Geri Davis. ITEM 1 UNFINISHED BUSINESS Mayor Darcy opened the public hearing. Clerk Typist PALMER DEVELOPMENT Geri Davis reported that this item was published AGREEMENT and posted in accordance with the law, therefore, the public hearing was in order. City Manager Caravalho presented the report to Council stating that the City Council in its meeting of April 17, 1990 appointed Councilpersons Heidt and McKeon to meet with representatives of the homeowners impacted by the Santa Catarina project, representatives from G. H. Palmer and Associates and staff to explore alternatives which would be satisfactory to the property owners. That meeting was held on April 23, 1990 and after a lengthy exchange of concepts, no conclusion was reached. He further stated that meetings were held with G. H. Palmers and Associates and a very comprehensive list of potential alternatives were developed, many of which were determined to be unacceptable from the City's perspective relative to the negative impact on the community or not economically feasible from the perspective of the Developer. -1- CITY COUNCIL MINUTES MAY 2, 1990 RECESS RECONVENE Those proponents addressing the Council were: Dan Palmer, 11740 San Vicente, Suite 208, Los Angeles; Glo Donnelly, Post Office Box 55307, Valencia; Richard Howe, 35100 Anthony Road, Agua Dulce; Jami Kennedy, 18910 Galton Drive, Saugus; Steven Schafhausen, 21911 Placerita Canyon, Newhall. At 9:09 p.m., the Mayor reconvened the meeting. -2- IF I CITY COUNCIL MINUTES MAY 2, 1990 Following discussion by Council regarding the Palmer Project, the differences between the alternatives, restripping Soledad Canyon Road to Sierra Highway, building bike paths, local traffic, traffic on the 14 Freeway, Southern Pacific Railroad, the circulation element of the General Plan, land use, excessive grading, riverbed encroachment, school impacts, visual appearance, hillside development, requirements of EIR, riparian woodlands, compromise of some of the alternatives, full analysis on prices of alternatives, and height of structures, it was moved by Heidt and second by Boyer to have a range of 600 to 800, mixed use, two lane to Golden Valley, save the riparian, save the McCoy/Stanford, look into Golden Valley to Whites Canyon. On roll call vote: Ayes: Boyer, Heidt, Klajic, Mayor Darcy Noes: McKeon Motion Carried It was moved to continue the entire hearing including the Development Agreement and Colony as well as the Santa Catarina item to May 15, 1990 at 7:30 p.m. ITEM 2 TEAM BUILDING A decision could not be made as far as a date for the Team Building session in June therefore, it was decided that George would come up with some alternative dates. ITEM 3 STUDY SESSION It was the decision of Council that the Study Session be held May 15, 1990 at 5:30.
