CITY COUNCIL
5:30 p.m.
May 15, 1990
CALL TO ORDER The adjourned regular meeting of the City Council of
the City of Santa Clarita was called to order by Mayor
Jo Anne Darcy at 5:30 p.m. at the City Council
Chambers, 23920 Valencia Boulevard, First Floor,
Santa Clarita, California.
ITEM 3
PUBLIC HEARING
CONTINUED PUBLIC City Manager Caravalho presented the report to Council
HEARING ON THE stating that Council spent a lot of time
PALMER DEVELOPMENT discussing the Santa Catarina issue and provided
AGREEMENT specific direction to staff to come up with an
agreement. In communicating with Mr. Palmer, he
further indicated that Council ought to proceed with
the balance of the items on the agenda, primarily the
Colony and the low and moderate income transfer for
the Westcreek project prior to having any meetings.
.., Community Development Director Harris addressed the
Council stating that the staff report represents the
project descriptions for both Colony and Westcreek.
The Colony project is an application for subdivision,
prezoning and annexation to the approximately 46 acre
site adjacent to the Antelope Valley Freeway, Santa
Clara River and the Southern Pacific Railroad. The
request includes the approval for the vested right to
construct 800 units in 100 eight-plex buildings with
associated parking landscaping and recreational
facilities.
The Westcreek project is an already approved project
of which the applicant has halted construction in
anticipation of the possible realignment of
Rio Vista. The exchange for allowing the realignment
is for the City to allow them to transfer an
affordable housing obligation that was enacted by the
County and to transfer the obligation to another
project that is already built and occupied.

Mayor Darcy opened the public hearing. Assistant City
Clerk, Grindey reported that this item was published
and posted in accordance with the law, therefore, the
public hearing was in order.

Joseph Solomon, 26856 Oak Branch Circle, Newhall.
Those opponents addressing the Council were:
Dean Paradise, 20314 Highpoint Place, Canyon Country;
Linda Calvert, 27515 Glasser Street, Canyon Country;
Pat Campbell, 27501 Label Avenue, Santa Clarita;
John O'Dwyer, 19762 Merryhill Street, Santa Clarita;
Leon Furman, 19703 Ermine Street, Santa Clarita;
William C1oyd, 15656 Iron Canyon Road, Canyon Country;
Susan Marin, 20320 Highpoint Place, Canyon Country;
Kevin LaSota, 28058 Florence Lane, Canyon Country;
Bob Lathrop, 25105 Highspring, Newhall.
Those persons addressing the Council for rebuttal
were: Dan Palmer, 11740 San Vicente, Suite 208,
Los Angeles.
Following discussion by Council regarding the Palmer
Project, Sand Canyon and 200 acre industrial site,
donation of land for temple, delaying acquisition of
right-of-way for Rio Vista, issues of litigation, EIR
report, economic impact of annexation, affordable
housing, and cost of right-of-way, it was moved by
McKeon and second by Boyer to approve the project and
that Council send it back to staff to review and
satisfactorily answer several questions that have been
proposed, emergency evacuation plan, and economic
impact, safety measures, and that the Council require
that Golden Valley Road be built from Soledad Canyon
Road to Sierra Highway. On roll call vote:
Ayes: Boyer, Heidt, Klajic, McKeon, Mayor Darcy
Noes: None
Motion Carried
At 10:08 p.m., the Mayor called a recess.
At 10:27 p.m., the Mayor reconvened the meeting.

This portion of the Item No. 3 deals with the
affordable housing requirement (226) units) for the
applicant's Westcreek Project to be transferred to a
nearby, existing multi -family residential project
which is also owned by the applicant.
Those opponents addressing Council were: Bob Lathrop,
25105 Highspring, Newhall.
Those persons addressing the Council for rebuttal
were: Dan Palmer, 11740 San Vicente, Suite 208,
Los Angeles.
It was moved by McKeon and second by Boyer that staff
authorize the negotiation for a waiver of the moderate
housing element in return for approval for the package
that we have approved so far by a 5-0 vote. On roll
call vote:
Ayes: Boyer, Klajic, McKeon, Mayor Darcy
Noes: Heidt
Motion Carried
City Manager Caravalho addressed the Council regarding
the Palmer project and recommended that the issue be
continued to June 12 at which time staff will come to
give a status report on the negotiations with
Mr. Palmer.
Mayor Pro Tem Boyer addressed fellow councilmembers
regarding the possibility of getting another recycling
center in the shopping center by old Alpha Beta
Market, to consider a ban on truck parking or at least
get some information from staff on what the present
truck parking ban is, whether or not Council is going
to put the Pinetree election on the agenda and the
question of allocating City funds for drought tolerant
plants.
Councilman McKeon addressed fellow councilmembers
regarding having prayer at Council meetings.
ADJOURNMENT Mayor Darcy adjourned the meeting a 10:30 p.m.
