HomeMy WebLinkAbout1990-10-17 - MINUTES - JOINT STUDY SESSION (2)JOINT MEETING CITY COUNCIL AND COMMISSIONERS STUDY SESSION October 17, 1990 Mayor Darcy began the Study Session at 7:00 p.m. on Wednesday, October 17, 1990 in the City Council Chambers, 23920 Valencia Blvd., 1st floor, Santa Clarita, CA All Councilmembers, Planning Commissioners, and Parks and Recreation Commissioners were present. I. INTRODUCTION - MAYOR DARCY Mayor Darcy commended the Commissioners on their hard work and contributions to the City of Santa Clarita. She spoke about the objectives of the session; to reflect upon the Commissions accomplishments, improve communication, reinforce the team effort, improve understanding of direction, enhance working relationships, and have fun. II. BACKGROUND AND OVERVIEW - GEORGE CARAVALHO, CITY MANAGER City Manager, George Caravalho outlined existing policies and procedures, the duties of the commissions, and reviewed the agenda for the evening. City Attorney, Carl Newton spoke and answered questions on political activity and the Political Reform, Act as it pertains to conflict of interest. III. COMMISSIONS' MAJOR EFFORTS AND ACCOMPLISHMENTS City Manager, George Caravalho highlighted the Commission's major efforts and accomplishments. The Planning Commission's accomplishments included the Sand Canyon area projects, Golden Valley project, school fees, Oak Tree Ordinance, Parking Ordinance and Weston Landmark. The Parks and Recreation Commission's accomplishments included the long range plan for parks, the Street Tree Ordinance, the master plan for trails, the long range plan for parks, the general plan, and Weston Landmark IV. WORKING RELATIONSHIPS - GOALS City Manager, George Caravalho spoke about how to improve communication between City Commissions, departments, and staff. He spoke on the inter -group communications process, the appropriate attendance and participation in various City Council and Commission and other public meetings, the adequacy of City Council guidelines and policy directions - and the effective use of staff. He also spoke about the perceived role conflicts - independent thinker vs. team player and on public participation and community involvement in process. At 7:35 p.m. there was a break At 7:45cp.m. the special session reconvened 'After the break the participants broke up into small groups to discuss various issues and to formulate proposals to improve upon them. After reconvening each group presented their proposals to the larger group for discussion and acceptance. The issues discussed were policy direction, maintaining independence, coordination with the City Manager on certain issues, Councilmembers attending Commission Meetings, Commissioners attending Council Meetings, the use of subcommittees, encouragement of independent thought, improving the communication process, informal : meeting of Commissioners and Councilmembers. SUMMARY COMMENTS City Manager, George Caravalho and City Attorney, Carl Newton made some closing summary comments. COUNCIL/COMMISSION COMMENTS The Councilmembers and Commissioners then made some closing comments. PUBLIC COMMENTS The Public had an opportunity to make comments ADJOURNMENT At 9:30 p.m. the Joint Council -Meeting was adjourned.
