INTRODUCTION OF NEV EMPLOYEES
New employees were introduced by their department chairperson.

LIBRARIES
City Manager, George Caravalho introduced this item. Director of Finance,
Andrea Daroca gave a report on the library system and made a slide
presentation on the three local libraries. She also stated there is a
proposed park site which the library can be built upon. The county will
continue to maintain and run the three local libraries Valencia, Newhall, and
Canyon Country. There is a possibility of throwing the current Canyon Country
Library and reinvesting such funds back into a new facility. Councilwoman
Heidt suggested we talk to the county about relocating the Canyon Country
Library and putting it into trailers until we can get a building. Mayor Darcy
commented we need the county to operate the libraries due to funding issues.
She did direct staff to get the cost of trailers. Councilwoman Klajic
requires more information. George Caravalho suggested:
1. Getting the land, preparing the land, and building a pad using a portion
of the $700,000
2. Finance estimates as to what the building will cost, and see if we can
reach 1.5 million dollars through grants, major donors, etc. and proceed
with the project.
3. For the City to put up the other financing and have the county pay the
City after we sell the Canyon Country Library.
SUGGESTIONS:
1. City sees the Canyon Country Library as a priority and we should act in
conjunction with the property.
2. Proceed with the Development Impact Study to look for future facilities.
3. Continue to work on the redevelopment process and see if they could give
us some assistance for future sites.

COMMENTS
Councilmember McKeon wants to stay with the county for at least 5 to 10
years. We do not have the funding to do anything at this point.
Councilmember Heidt stated she felt there were people interested enough in the
libraries to make donations in order to build a fund for the libraries.
George Caravalho stated that staff will come back to Council with a plan that
would include these suggestions. For example: availability of grants,
appraisal of Canyon Country Library, other finances, and proceeding toward
this goal. Get a 5 year plan for Canyon Country Library and then go into the
long term plan. Look at Newhall Library for available land for expansion.
Staff to prepare a report on these items.

SPACE STUDY -NEEDS ANALYSIS
George Caravalho explained that people were hired to-do the space study. Ken
Pulskamp commented that Council gave direction to proceed with the development
of a civic center. Final space study is scheduled for completion on September
21, 1990. At the Council Meeting on September 25th, Council will be selecting
a design consultant. Hughes Heiss & Associates teamed up with Pat Sullivan to
explain the findings and get additional direction from Council. The
consultants stated that we would be using 24,000 square feet with 89 employees
and with 300 employees we will need 100,000 square feet. The civic center
would consist of a community center building with a conference center and EOC
in the basement, kitchen facilities, senior activity room, etc. Possibly some
restaurants, newstands, snack bar, etc.

Council's direction was to bring back more information on the roads discussed
at this meeting.
