CITY COUNCIL STUDY SESSION SEPTEMBER 11, 1990
The meeting was called to order at 7:35 p.m.
All Councilmembers were present
Item #1
PARKS AND RECREATION COMMISSION INTERVIEWS
Assistant City Manager, Ken Pulskamp presented this item and stated that we
all received a.recruitment schedule of which during the week of August 6 thru
10th Council was to interview the recommended applicants.

SANTA CLARA RIVER WATER AND RECREATION FEATURES STUDY
Director of Parks and Recreation, Jeff Kolin presented this item to Council
with attachments for the River Study Issues and objectives,
The first meeting of the Santa Clara River Study Task Force was held on June
28th and the second meeting is going to be held on August 22, with the third
meeting in September and the fourth meeting in October.

SOLID WASTE STATUS REPORT
Director of Public Works, John Medina discussed the type of recycling
components for example: plastic vs. paper bags, etc.
Council discussed packaging, buying in bulk, composting, etc.
John Medina's report was received.
Recess at 8:54 p.m.
Reconvene at 9:10 p.m.

PROPOSED ELSMERE CANYON LANDFILL
John Medina gave this report - worked with Richard Slade, BKK, addressing the
concerns and wrote a letter to the Water Purveyors and Castaic Lake Water
Agency. U.S. Forest Service has requested an RFP for the EIR and staff is in
the process of reviewing it.
The Scoping Meeting will be held in the near future and the Council will be
invited. They hope to be in progress by September 1990, and the Council draft
of the EIR will be ready next year.
AB2296 piggybacks this bill (Cortese Bill)
Concerned with the Berman Bill which is now on hold the Forestry Service is
opposed to the Berman Bill.
Council directed staff to prepare work to be ready to study the EIR as soon as
the draft is completed.

BRIDGE AND THOROUGHFARE DISTRICT COOPERATIVE AGREEMENTS
Council indicated that all roads should be fully approved and four -lane roads
throughout the City has not established a rate. Within the City we are
working with the Via Princessa District concerned about maintenance costs.
The road will be extended. Extra money to be collected from the builders to
build the medians include Magic Mountain Pkwy. MBI has done a preliminary on
roadways, it was directed we put this into the General Plan. Council received
the report.
COUNCIL COMMENTS
The mayor announced the resignation of Planning Commissioner Connie Worden.
Effective once there is a replacement for her. The reason for her resignation
is that her company will be merging with another company in Santa Clarita and
it would be more conflict of interest.
The meeting adjourned at 10:16 p.m. to July 24th at 6:00 p.m.
