Mayor Darcy called the meeting to order at 7:30 p.m.
All were present except for Councilmember McKeon who was absent.

BUSINESS REGISTRATION PROGRAM
Andrea Daroca made a `slide presentation regarding the business license
requirements. The slide presentation reviewed comparisons of other cities to
what our business licence fee would be. Mrs. Daroca compared the fees that
the businesses are paying now through the county with what the fees would be
with the City. Those would be for the businesses that are currently
licensed. She also stated that car dealers, Valencia Corporation Center,
retail stores, swapmeet, Valencia Industrial Center are not required to be
licensed. Mrs. Daroca further stated that less than 20 percent of the current
businesses in the City of Santa Clarita are licensed by the county. 560
businesses are actually licensed, there are almost 5,000 business within the
City. Some of the benefits derived from a licence registration would be
legitimizing home business, a fair and low cost program, city staff would be
servicing the community seven days a week and would be more responsive to the
community, and the city would have a list of all the business and information
pertaining to these business.
There was discussion on the $110.00 inspection fee.
Public Comment; they do not want the $110.00 registration fee and they want to
continue the unlicensed business.
Council Comment on this: would like to see follow through with strong
enforcement. Stop illegal underground business. We would assist people who
are doing the implementation. A motion was made by Boyer, and seconded by
Heidt to direct staff to come back with concepts of licensing business and a
$40.00 business registration which would be voluntary. They also requested
the input from the two Chambers of Commerce. Recess was at 9:05 p.m.

DRAINAGE/FLOOD CONTROL
This report was given by John Medina who explained the concerns previously
expressed by Council regarding drainage and flooding. The concerns focused on
flooding in areas which are within natural unimproved drainage courses such as
Placerita Canyon, Sand Canyon, etc.
