The study session of October 29, 1990 was called to order by Mayor Jo Anne
Darcy at 4:12 p.m. in, the City Council Chambers, 23920 Valencia Blvd., 1st
Floor, Santa Clarita, Ca.
All councilmembers were present.
The flag salute was led by Councilmember Heidt.
Item No. 1 Civic Center Space Needs -
City Manager, George Caravalho introduced this item. Specific items covered
were: roads, space study, etc.
Assistant City Manager, Ken Pulskamp reported that we hired ,Bill Leshamm,
Hughes Heiss and Pat Sullivan, etc.
Committee helped with citizen input.
Committee met to discuss two sites, Saugus site and 238 acre site

Compared two sites and selected 238 acre City -owned property.
Want to talk about access to the site; John Medina discussed the roads.
Councilmember Boyer requested the naming of Rio Vista be put on a Council
agenda (Santa Clarita Blvd.)
John Medina explained the road accesses from 126, Rio vista, Magic Mountain
Pkwy.
Geological explanation of the site - identifying exact width of earthquake
faults
Hughes Heiss & Associates and Pat Sullivan reported on:
- Site planning
- Goals Santa Clarita should include for future
- personnel positions
services provided
Motion to: adopt report and authorize staff to proceed with geological study

ITEM NO. 2 DRAFT ORDINANCE PERTAINING TO SIGNS/ORDINANCE'NO. 90-35
Director of Community Development, Lynn Harris introduced this item.
Chris Trinkley explained signs are good for business. When too many signs are
posted businesses suffer.
Mike Rubin, explained the fifteen changes proposed to be made in the Sign
Ordinance.
Council suggestions:
Adopting the Ordinance as id and then bringing it back• to Council for review
to see when it needs to be amended.
Public comment
5 year period is too short
Questioned directors review without guidelines
no provision for street numbers on monument signs
If Ordinance is too strict what impact will it have on the economic development
City Manager, George Carav_alho, will check with Carl Newton, the City Attorney
on the time restriction.
Mayor Darcy spoke on the 'Castaic Lake Water Agency said if, we could -approve
the working of the Elsmere Agreement for the trade of the, Saugus site.

As a subsequent need item.

City Manager, George Caravalho, spoke on the Integrated Waste Plan - Attorney
asking for an extension. If they had another hearing, regarding Elsmere, it
be held'in this"valley: �Suggested,date is November 15th.
