DECEMBER 5, 1990
Meeting was called to order at 7:30 p.m.
City Manager, George Caravalho, explained the procedure of a Study
Session to the audience and also explained about public
participation.
Item # 1 - Introduction of new employees by Lynn Harris and John
Medina.
Item 1 2 - Declaring the results of the
Annexation 1988-01 - Resolution No. 90-199.
and seconded by Boyer to adopt Resolution No.

Item # 3 - Discussion of Growth Management. Lynn Harris,
Rubin, and Laura Stotler gave the report, along with
presentation.

Jill Klajic made her statement: Growth Management is one of the
most critical issues facing the City. Community demands responsive
answers to complex policy questions. Time for a comprehensive
plan. 78Z of the people want to be protected in their quality of
life. Need a realistic practical plan to address our growth
related problems. Staff should begin a growth management control
program which should include alternative choices 3 thru 8. We owe
the effort to the people who elected us to this position.
Jan Heidt made her statement: She gave a brief history of growth
management in this Valley, from where it all started. Remarked on
the responsible citizens who did go to the County asking for
school, roads,. etc. but basically met a brick wall. People are
feeling the effects of Mello -Roos. We have an Oak Tree Ordinance,
Parking Ordinance, Hillside Ordinance. Design standards. Low
income housing. Mobilehome Ordinance. Concern that 20Z of
builders will do 902 of building, acing out the "little guy". Need
creativity and financing. Educate the community. Additional
survey. Get and give information from the community.
Carl Boyer made his statement: Reminded people of the new bridge
at the Santa Clara River. Good record in getting local input.
Remarked about the "awful" building on Lyons Ave. New legislation
starting Jan. 1, 1991 - no restrictions on development of less than
25 units. Must -talk to developers re: cutting down on projects.
We should annex outlying areas. The initiative process is a very
closed process. Quoted Klajics remarks. Thinks it would be a good
beginning. Cap on development. Would finally have the quality of
life that we all deserve. Quality or Controlled growth. Moving in
right direction.
Jo Anne Darcy made her statement: Need a through study. This is
not an easy subject. Complemented the groups such as Carring, for
their efforts. Survey needed.

Reconvened at 9:10 p.m.
(1) Prepare document describing ramifications of not completing
General Plari by June 1991.
(2) Refer to staff to review options 3 through 8. Come back with
recommendations.
(3) Jan Heidt added options 1 through 7.
(4) Develop strategy for working with the County.
(5) Have staff work on this. Send to Planning Commission for
hearing, then bring back to Council.
(6) Look at reducing population projection for Santa Clarita.
(7) Jan Heidt would like a presentation with slides regarding
options for growth management.
(8) Do additional survey work.

The above items one through eight were approved.
Look at LACTC funds - Pasadena/South Pasadena - Put on agenda in
January. Who will we support?
