A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA
MAKING FINDINGS AND ESTABLISHING THE
SAN FERNANDO ROAD UNDERGROUND UTILITY DISTRICT NO. 1
IN THE CITY OF SANTA CLARITA
WHEREAS, by Resolution No. 90-143, a public hearing was called for
Tuesday, September 25, 1990 at the hour of 6:30 p.m. in the Council Chambers in
the City Hall, 23920 Valencia Boulevard, lat Floor, Santa Clarita, California,
to ascertain whether the public necessity, health, safety, or welfare requires
the removal of poles, overhead wires and associated overhead structures and the
underground installation of wires and facilities for supplying electric,
communication, or similar or associated service on San Fernando Road between
Magic Mountain parkway and Lyons Avenue; and
WHEREAS, notice of such hearing has been given to all affected property
owners as shown on the last equalized assessment roll and utilities concerned in
the manner and for the time required by law; and
WHEREAS, such hearing has been duly and regularly held, and all persons
interested have been given an opportunity to be heard.
.-. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES
RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. The public necessity, health, safety and welfare require
the removal of poles, overhead wires and associated structures, and the
underground installation of wires and facilities for supplying electric
communication, or similar or associated service on San Fernando Road between
Magic Mountain Parkway and Lyons Avenue, and such described area is hereby
established as San Fernando Road Underground Utility District No. 1.
Section 2. That such undergrounding will avoid or eliminate an
unusually heavy concentration of overhead electric facilities;
Section 3. The street or road right-of-way is extensively used by the
general public and carries a heavy volume of pedestrian or vehicular traffic;
Section 4. All overhead utilities serving residential properties and
the mobile home park at 24833 San Fernando Road which are located more than 50
feet from the centerline of San Fernando Road are exempt from this
undergrounding district.
Section J. All 16KV and 66KV transmission crossings and associated
communication wires and cables across San Fernando Road including associated
r� span guys, down guys and hardware and any and all surface mounted switches shall
be exempt from incorporation in this underground utility district.
Section 6. All poles, overhead wires and associated overhead
structures shall be removed and underground installations made in said
underground utility district within the following times:
(a) Underground installation by utility companies and property owners
and reconnections not later than April 1, 1992;
(b) Removal of poles, overhead wires and other associated structures
not later than June 30, 1992;
Section 7. Categorical Exemption. This City Council finds that this
project is categorically exempt from the California Environmental Quality Act of
1970 pursuant to Section 15302, Class 2 (d) of the State Guidelines for
Implementation of said Act.
Section 8. The City Clerk, within ten (10) days after the adoption of
this resolution, shall mail a copy hereof and a copy of Chapter 13.32, Division
2 of the City Municipal Code to affected property owners as such are shown on
the last equalized assessment roll and to the affected utilities.

August 14, 1990
BACKGROUND
The widening of San Fernando Road between Magic Mountain Parkway and
Lyons Avenue is scheduled to begin construction in 1991. It is
appropriate that the existing overhead utilities in that area be
relocated underground through the formation of an underground utility
district.
P.U.C. RULE 20-A
The Southern California Edison Company's Rule No. 20-A provides a funding
mechanism for the undergrounding of overhead utilities.
ENABLING ORDINANCES
The City has established procedures for the creation of underground
utility districts in Chapter 13.32, Division 2 of the City's Municipal
Code. The Code provides that after a public hearing, the City Council
may determine that the project meets the established criteria for an
underground district, and adopt a resolution establishing the district.
At its August 14, 1990 meeting, the City Council set a date for a public
hearing and authorized staff to proceed with the procedures necessary for
the formation of the proposed underground utility district.
DISTRICT LIMITS
The bounds of the district consist of that portion of land lying $0 (50)
feet easterly of and 7$ (50) feet westerly of the center lines of San
Fernando Road and Bouquet Canyon Road as they existed on August 14, 1990,
between a point 1300 feet north of the intersection of the center lines
of San Fernando Road and Drayton Street to the intersection of the center
lines of San Fernando Road and Lyons Avenue, with certain exceptions as
noted on the attached district boundary map.
AFFECTED UTILITIES
The utilities affected by the formation of this district include the
Southern California Edison Company (SCE), the Pacific Telephone Company
(PACTEL), King Video Cable (KVC), Western Union (VU) and private
communications systems belonging to the County of Los Angeles (LACO).

EXEMPTIONS
The following overhead utility facilities will be exempted from the
undergrounding requirements of this district:
1. SCE, Saugus -Lockheed -Thatcher Glass (71381), and Saugus- Newhall
No. 3 (71461), 16KV and 66KV crossings and SCE pole 7871336;
2. SCE, 16KV crossing of San Fernando Road at 15th Street;
3. SCE, 16KV crossings of San Fernando Road at 12th Street;
4. SCE, 16KV crossing of San Fernando Road at Circle J Ranch Road;
and

(5). The privately owned poles and overhead wires at the trailer park
located at 24833 San Fernando Road.
All structures associated with these crossings, including span guys, down
guys and related hardware as well as any and all surface mounted switches
shall also be exempted from the district.
AFFECTED PROPERTY OWNERS
The properties affected by the undergrounding district are all commercial
or industrial developments. The district boundaries have been
established to exclude adjoining residential properties, and to minimize
the impact to the trailer court located at 24833 San Fernando Road. The
list of affected property owners, and their lots as defined in the most
recent Assessor's Books are attached to this report.
It is anticipated that the cost to each of the property owners would be
in the range of $800 to $3,000 depending upon the age of their existing
electrical switch gear, and the presence of on-site private power poles.
There are approximately 35 properties that will require modifications to
their electrical systems. The total cost of these modifications would
range from $30,000 to $100,000 with an expected total cost of $70,000.

There are many ways to pay for the costs to private property owners. The
entire cost can be borne by the property owner, or the City can subsidize
all or part of the costs. In some jurisdictions where the project
boundaries contained many economically disadvantaged owners, the agency
has funded the costs using C.D.B.G. funds. In other areas, the cost has
been shared between the property owner and the agency. This sharing of
costs can be justified on the basis that the general public receives an
aesthetic benefit from the removal of the overhead facilities.
The actual construction of these modifications can be done individually
^ by the property owners, or under an umbrella contract administered by the
City. Long delays are often experienced when the construction is left to
the property owners. Since time is of the essence in this project, it is
recommended that the City award a contract with a single contractor for
the work, unless a property owner specifically requests the right to
obtain his own contractor.
Recognizing the benefits to be received by the general public, and the
fact that the properties are generally not in an economically
disadvantaged area, it is recommended that a policy be established
whereby the City would pay for 502 of the cost, and the property owner
would pay the remaining 502 over a period not to exceed three years. The
policy should also include terms to allow the filing of a lien against
those properties whose costs have not been repaid to the City by the end
of three years.
CONSTRUCTION COSTS
The City receives a Rule 20-A allocation from the Southern California
Edison Company of approximately $230,000 per year. Santa Clarita's
current Rule 20-A fund balance is over $400,000. The proposed district
would cost approximately $1,200,000, however, the Southern California
Edison Company is willing to consider the advancement of the City's
future year allocations to fund the project at this time.
^ It should be noted that establishing this district will encumber the
City's current balance of Rule 20-A funds as well as its entitlement for
the next four years.
TIME OF COMPLETION
The undergrounding of all overhead facilities belonging to utility
companies shall be accomplished within 18 months from the date of Notice
to Remove Overhead Facilities.
Private utility connections shall be made to the underground facilities,
and all overhead private facilities removed within 30 days from the date
of Notice to Remove Overhead Facilities for portions of the district as
he sees fit and in the best interest of the City to facilitate the
completion of the entire undergrounding project in a timely fashion.
