HomeMy WebLinkAbout1990-08-14 - RESOLUTIONS - SANTA FE SPECIFIC PLAN EIR (2)RESOLUTION NO. 90-156 A RESOLUTION OF THE CITY COUNCIL ^, OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE CITY TO ENTER INTO A CONTRACT AGREEMENT FOR THE PREPARATION OF AN ENVIRONMENTAL IMPACT REPORT FOR THE SANTA FE SPECIFIC PLAN WHEREAS, applications for a Specific Plan, prezone, annexation, oak tree permit have been filed with the City of Santa Clarita and were deemed complete in July, 1990; and WHEREAS, determination was made by Community Development staff that the proposed project could have a significant effect on the environment and that an Environmental Impact Report was necessary to provide analysis of impacts; and WHEREAS, Section 15084(a) of the Guidelines to the California Environmental Quality Act permits the Draft EIR to be prepared under contract to the Lead Agency; and WHEREAS, a Request for Proposal was sent to 20 qualified environmental planning consultants, seven proposals were received and reviewed by Community Development staff, who have selected a consultant; and WHEREAS, the applicant Santa Fe Mortgage Co. will be responsible for all contract and administrative coats; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa Clarita does hereby consent to enter into a contractual agreement with the Envicom Corporation, for the preparation of an Environmental Impact Report for the Santa Fe Specific Plan and associated entitilement applications. PASSED, APPROVED AND ADOPTED this 14 day of Augus 1990. Mayor ATTEST City erk I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Santa Clarita at a regular meeting thereof, held on the 14 day of August, 1990, by the following vote of the Council: AYES: COUNCILMEMBERS: Heidt, Klajic, McKeon, Darcy NOES: COUNCILMEMBERS: None ABSENT: COUNCILMEMBERS: Boyer SANTA FE SPECIFIC PLAN EIR The following is a summary of the proposed contract agreement between the City of Santa Clarita and the environmental consulting firm of Envicom Corporation. This contract is a "third -party" agreement for environmental services to be performed by Envicom under the direction and supervision of Community Development staff. Services would be paid for by the project applicant, Santa Fe Mortgage Company, from funds deposited with the City for that purpose. Contract management and funds disbursement would also be performed by Community Development. PROJECT: Annexation of 1294 acres to the City for purposes of development (1890 sfr 6 mfr, 100 acres commercial, two school sites, a golf course, a park site and other public amenities.) Applications include PZ 89-006 ANNX 1989-06, and a Specific Plan. APPLICANT: Santa Fe Mortgage Company ENVIRONMENTAL CONSULTANT: Envicom Corporation PROJECT DIRECTOR: Joseph Gibson, Envicom CONTRACT MANAGER: Don Williams, Community Development CONTRACT COST: Not to exceed price of $125,000.00 CONTRACT SCOPE: Independent assessment of the following identified possible environmental issues; Land Use/Zoning, Air Quality, Noise, Growth Inducement, Traffic, Geology and Soils, Hydrology, Biology (Flora and Fauna), , Cultural Resources, Energy, Aesthetics/Light and Glare, Public Utilities and Services, Jobs/Housing, Fiscal Analysis, and Natural Resources. EIR SCHEDULE: Approximately 8 months to completion of Final EIR CONTRACT: The contract agreement provides for and explains the scope of work to be performed, amount and manner of compensation, changes, indemnity and insurance, a liquidated damages clause (performance incentive), and has been approved to form by the City Attorney. A complete copy of the contract and exhibits is available for review in the City Clerk's Office. INSURANCE: The Consultant has filed a Certicate of Insurance with the City Clerk in the amount of $1,000,000.00; said insurance shall be maintained by the Consultant for the entire duration of this contract.
