40 TRANSIT BUS SHELTERS
At the May 14, 1991 meeting, Council directed staff to negotiate an agreement with a bus shelter
company to provide shelters at no cost to the City.
Staff worked with three companies and recommends that the City Council enter- into a long-term
contract for revenue producing bus stop shelters. A summary of the comparisons is listed on
Attachment I.
The firm of Bustop Shelters of California addressed all the City's concerns including:
1. Solar powered lighting
2. Recycled material for the bench seats
3. Prior review of all advertising
4. City retains advance right of refusal on all advertisements
5. Free public service announcements on shelters
6. Free bus benches (where shelters are not appropriate)
7. Trash containers
8. Free shelter maintenance twice weekly
The City's original RFP required 10% of the gross revenue from the advertisements be returned to the
City. Bustop Shelters has agreed to return 18% ofthe gross revenue from the advertisements.
Additionally, Bustop Shelters agreed to a $30,000 signing bonus and free bus benches and shelters
($45,000 value) to the City for a 10 -year contract. Projected revenue to the City for the 10 -year term
for 40 shelters (84 ad pane faces at 70% occupancy) is over $558,000. Once the 40 shelters are in
place and occupancy reaches 70%, annual estimated revenue for the advertisements is estimated to
exceed $50,000. Attachment II lists break down of guaranteed revenue from the advertisements.

Attachment III gives a more detailed list of items Bustop Shelters has agreed to provide the City.
The installation of the 40 Shelters will be phased into two segments. The first phase includes the
installation of 15 shelters to begin construction within five days after execution of the agreement.
Phase two includes the installation of the remaining 25 shelters to be installed within 60 days after the
signing of the agreement. Staff requests this in order to give the new transit routes time to "settle in"
and adjust stops.
Direct staff to prepare a ten-year contract with Bustop Shelters of California, Inc. to install and
maintain a minimum of 40 advertising shelters and 10 benches and direct the City Manager to execute
the contract.

Term of Contract
The contract shall be exclusive and continue for ten years

Bustop shelters of California will provide to the City installation and maintenance of 40 advertising bus
shelters to be placed in the City and on the City's right-of-way. The first phase of installation will
consist of 15 shelters at predetermined locations. The second phase will conclude the installation with
the additional 25 shelters.
Revenue to City
The City of Santa Clarita to receive 18% of the advertising revenues.
Bustop Shelters of California will render to the City of Santa Clarita a signing bonus equal to the
amount of $750.00 per shelter included in the contract; 40 shelters x $75.00 = $30,000.00.
Advertising Bus Shelters
Bustop Shelters of California will provide to the City of Santa Clarita installation and maintenance of
40 advertising bus shelters to be placed in the City and upon the City's public right-of-way. The first
phase of installation will consist of 15 shelters at predetermined locations. The second phase will
provide for the installation of the additional 25 shelters.
Fme Non -Advertising Bus Shelters
Bustop Shelters of California will give to the City of Santa Clarita, four free non -advertising bus
shelters to be installed at locations to be determined by the City.
Free Non -Advertising Benches
Bustop Shelters of California will give the City of Santa Clarita ten non -advertising benches to be
placed at locations to be determined by the City.
City -Owned Bus Shelters
Bustop Shelters of California agrees to assume maintenance, repair, liability and advertising for the 7
existing City -owned bus shelters.
Maintenance and Repair of Shelters
Twice weekly the shelters will be cleaned, trash receptacles will be emptied and the sidewalks swept.
Bustop Shelters of California maintains two maintenance crews on a 24-hour basis and will provide a
maximum 4 hour response time for repairs or replacement of shelters.

Advertising
City's Right of Refusal - The City shall receive advance review of all advertisements to be placed in
shelters.
No Alcohol or Tobacco advertising will be displayed
Public Service Announcements - A minimum of 5% of all advertising space will be solely dedicated to
display public service announcements on a revolving basis in all of the advertising bus shelters in the
City. In addition, the City may request the use of unsold advertising space for any purpose other than
the promotion of political candidates up to the selling of that space.
During the two week period of Christmas and New Year's Day, Bustop Shelters of California will post
in all unsold advertising panels "Don't Drink and Drive" posters.
Shelters to be equipped with Solar Power Lighting
Handicap Accessibility
All shelters to be installed in accordance with the State of California Title 24 Regulations. A minimum
of 48 inches clearance will be provided from the curb face and adequate room will be provided in the -
shelters for a wheelchair.
Recycled Plastic
Each shelter shall be equipped with benches and trash receptacles manufactured from recycled plastic.
Transit Route Information
Transit route information to be provided on all shelters.
