PUBLIC HEARING
DATE: July 9, 1991
SUBJECT: A Resolution of the City Council of the City of Santa Clarita
Establishing a schedule of fees and charges- for Parks and
Recreation Services.
Resolution
/Number: 91-103
DEPARTMENT: Finance
BACKGROUND
On June 26, 1990 the City Council adopted Ordinance No. 90-17 establishing a fee
and service charge revenue/cost recovery comparison system. This cost recovery
fee system was a result of a study performed by the Management Services
Institute (MSI) on behalf of the City.
Using the methodology set forth by Ordinance 90-17 and the MSI cost recovery
system, staff has examined the cost of the various services provided by Parks
and Recreation and has determined the full cost reasonably borne by the City for
such services.
At the May 13, 1991 Parks and Recreation Commission meeting, the Commission
reviewed staff's recommended recovery percentages. The Commission's
recommendations on the recovery percentages have been incorporated into
Resolution 91-103. At this time staff request that Council consider the
schedule of subsidy levels proposed in Resolution 91-103 for Parks and
Recreation Services.
Funding for Parks and Recreation services are in direct competition for general
tax dollars with so called "essential services" of public safety, streets, and
parks maintenance. For this reason, Council must determine the appropriate tax
subsidies for the various Parks and Recreation services. Subsidies of certain
programs are not only necessary but also appropriate for social and marketable
reasons. Leisure, park, recreation and cultural services are very conducive to
market forces, being financed primarily by discretionary income by the general
public. If rates are set too high, attendance and consequently revenues, will
drop, thus possibly threatening the existence of the program. Council must
develop a policy determining which programs should be subsidized and how much
should be subsidized by general tax dollars for social reasons and for the
benefits it offers to the general public.
Adapted: *7 — 9
Agenda Item.
Upon Council approval of the various program subsidy levels, the City Manager
will prepare an Executive Orderstipulating that all provisions of Section 3.32
of the City's Municipal Code have been complied with, and no written appeal has
been filed. The approved subsidy levels by Council will provide direction for
staff as to the maximum fee the City may charge for Parks and Recreation
services.
Notice of public hearing for adoption of the Resolution establishing the fee
schedule for coat -to -provide -services has been duly published by law for the
time prescribed. At this public hearing, any and all persons interested in or
objecting to the fee may appear before the City Council to be heard.
That Council conduct public hearing and approve Resolution 91-103, and authorize
staff to prepare the Executive Order . to be signed by the City Manager to be
effective on or after July 19, 1991.
