The Integrated Waste Management Act of 1989 (AB 939) requires every City and
County in the State of California prepare a Plan to divert 25% of all solid
waste from landfills, by the year 1995 and 50% by the year 2000. AB 939 also
requires that each City prepare a Source Reduction and Recycling Element (SRRE)
and Household Hazardous Waste Element (HHWE) for submittal to the County by
July 1, 1991.
The City has retained Ecosource International to prepare our plan which must
include the following components:
• Waste Characterization
• Source Reduction
• Recycling
• Composting
• Solid Waste Facility Capacity (15 -year plan)
• Education and Public Information
• Funding
• Special Waste
• Household Hazardous Waste
• Integration
The CEQA process must also be followed on the plan, requiring a 45 -day public
review period. In order to meet the July 1 deadline, Staff proposes that a
Preliminary Draft of the Elements be submitted to the County Local Task Force
and other relevant agencies on March 22, 1991 to comply with the emergency
regulations adopted by the California Integrated Waste Management Board as part
of Title .14 California Code of Regulations. A Public Hearing must be held by
the City Council prior to submittal of the Final Draft to the County Local Task
Force. The Final Draft will be submitted to the County Local Task Force on
June 28, 1991. A copy of the Preliminary Draft will be available for public
review at the City Clerk's office after 3:00 p.m. on March 22, 1991 and during
regular business hours thereafter.
Direct staff to submit the Final Draft SRRE and HHWE Element to the County on
March 22, 1991, and set June 11, 1991 as the date for a Public Hearing date for
the adoption of the Elements.
