Klaiic/J. Heidt The City Council in the Study Session of May 1, 1991, heard a presentation by the City's consultant, EcoSource, on the Draft Source Reduction and Recycling Elements Report. The Council appointed a Council Committee of Jill Klajic and Jan Heidt to review with staff the proposed alternatives to be incorporated in the final draft report to be filed with the State. The Council Committee has reviewed the consultant's and staff's recommended activities to achieve the mandated 252 reduction by 1995 and 502 by the year 2000 and concurs with staff recommendation. The Committee, however, felt the following additional items should also be addressed, either in the plan or as other activities which could be purused by the City: 1. School financing plan for Solid Waste Coordinator positions. 2. Purchase van similar to the Parkmobile for Solid Waste Management Education. 3. Develop a community garden/composting in Canyon Country. 4. Develop program for re -use of furniture frames, possibly for sale in Mexico. 5. Restrict size of lawns in business parks. 6. Meet with Sheriff's Department to determine potential' cooperative effort with Wayside Honor Rancho.. 7. Use incarcerated persons as labor force for fire mulch program. 8. Publish recycling prices being paid in newspapers weekly. 9. Seek establishment of recycling classes at College of the Canyon. 10. Have community trading site/day where items may be traded by our residents. 11. Ask people for ideas to develop programs for waste reduction/offer prizes/money. 12. Research and report on possible future organic bio -conversion for City. 13. Implement new Waste Management Committee - job description and new members. The comprehensive review of the alternatives with the consultant and staff provided a better insight into the magnitude of activities which must be implemented in order to achieve the mandated goals. It is.essential that the City move as quickly as possible, providing the necessary staff to commence, work on these programs. It is understood that positions .will be included in the City Manager's budget to perform these activities and it is this Committee's feeling that we should begin advertising for these positions immediately, with hiring contingent upon final Council action on the budget. WHOM Agenda Item: May 14, 1991 Agenda Page 2 The major element of the City's plan is education of the public to assist in the acceptance, participation and to solicit ideas from the residents .on this very far-reaching and significant effort of waste management. The Committee feels that the Council should consider in the budget process, the purchase of a van, similar to the Park Mobile, which would be equipped with displays, samples, brochures and any other materials or items which will help reduce our waste stream to landfills. It is understood that the filing date will be extended to December 31, 1991. Therefore, it is the Committee's feeling that the report should be filed in September rather than rush to meet the July 1 deadline. The additional time would permit time for staff to have additional outreach opportunities with residents to seek a better understanding of the State mandate. 1. Adopt the recommendation submitted by the consultant and staff as those items to be identified to be in this City's AB 939 plan which will be implemented. Other alternatives presented may be reconsidered in the future as well as any other suggestions that the Council may propose. 2. Submit the final draft report to the State in September of 1991 and staff conduct an out -reach program with the community to provide a better understanding of the magnitude and impacts of the City's AB 939 plan. 3. Direct staff to proceed with the advertisement of the solid waste coordinator positions immediately. Appointments contingent upon authorization of the positions during the budget process. 4. Council consider purchase of a solid waste management resource van during 1991-92 budget for deliberations. JEM:rd:942
