Consequently, this comes at a time when an influx of new programs and personnel reductions has stretched the amount of time staff can devote toward highly visible programs. Based upon these factors, the creation of a Administrative Analyst is highly warranted. Presently, there is an immediate need to implement a City transportation management plan for City employees consistent with the AQMD's Regulation Xv. requirements. Additionally, Council has previously indicated their desire to see the City assume the coordination of Pride Week activities and graffiti abatement within the City. An Administrative Analyst would offer the City an effective method to implement these programs by consolidating part-time budgeted positions and funds to provide into one full-time position. The scope of the proposal provides a position to be available as needed for Pride Week/graffiti programs rather than only when on board in their part-time capacity, and also provides systems analyses and monitoring the City's ongoing Transit program. The Public Works Department presently has budgeted a part-time intern position and also funds for a part-time intern position to assist in administrating the graffiti abatement program and Pride Week activities. Funds have also been allocated for Pride Week activities, for field support activities performed previously by the Los Angeles County Public Works Department. It is intended that City Public Works staff and equipment can now perform these activities, no longer requiring the rental of equipment and at a lower personnel cost which will also make available .funds for this position. The position of Administrative Analyst would greatly benefit these City programs, while requiring no additional General Fund allocations. The attached sheet provides additional information on position duties, need and funding. APPROVED Agenda Item Administrative Analyst Page 2 Staff has estimated the nine-month total cost for this position to be $35,646, including benefits, which would be offset through the above stated action. Currently, both internship positions have been budgeted within the Public Works salary, account #01-6600-101, therefore do not require a budget transfer. However, at this time it would be appropriate to transfer $4,000 to the Public Works Solid Waste Salary Account, and $2,000 into Public Works Weed Abatement Account, from Parks and Recreation Parks Maintenance Contractual Services. Approve an Administrative Analyst position for the Public Works Department in -lieu of part-time intem positions, (for which funding has already been allocated), and authorize transfer of $4,000 from Account #01-9200-227 to Account #01-6600-101, and $2,000 to Account #02-6507-227. ATTACHMENT Administrative Analyst Job Duties JEM:kmt PWAGENDA ADMINISTRATIVE ANALYST IN PUBLIC WORKS DESCRIPTION OF DUTIES: Add the position of Public Works Analyst to the Public Works Administration to coordinate the City's Regulation XV ,"Pride Week, Graffiti Abatement, and Transit Monitoring Programs. Presently, the Santa Clarita has reached 100 employees on site within City Hall. Consequently, the City must develop a commute management program in compliance with the South Coast Air Quality Management District's (SCAQMD) Regulation XV requirements. Implementation of this program is the responsibility of the Employee Transportation Coordinator (ETCf. It is proposed that the position of Administrative Analyst would serve as the City's ETC and be required to become AQMD certified. The City has assumed the coordination of Pride Week activities with regard to City graffiti abatement. It is proposed that the implementation of a City graffiti program would be under the direction of the Administrative Analyst. Specifically, this position would be responsible for establishing procedures for identifying clean-up sites, logging in requests from residents, obtaining permission to remove graffiti from private property and allocating resources toward the removal of graffiti. In addition, this position will provide the City with the staff resource for Pride Committee. To supplement the City's expanding Transit program, this position will be utilized to assist the Transit Manager. These duties would include assisting in the collection of data concerning.the transit programs, recommending and assisting in the budgetary requirements of the programs, preparation of resolutions and grants and handling public inquiries, complaints and the information program for the programs. STATEMENT OF NEED FOR POSITION: The City has experienced tremendous growth over the last year, as evidenced through the reorganization and relocation of the Public Works Department to the Corporation Yard, thus increasing the level of service demands placed upon the City. As this demand expands, so does . the need to ensure prompt response from Public Works Department. The reorganization of the Public Works Department was not anticipated and was not considered in the Public Works Budget. The influx of new programs and the personnel reduction in the Public Works Department warrants the need for a Public Works Analyst. Under the current budget, no provisions have been made to include a position to implement Regulation XV and to coordinate Pride Week activities. Additionally, an immediate need to address the overflow of day to day needs within the City's transit program exists. It is reasonable to assume that these and other yet unforeseen programs will expand and cycle through peak and low periods at a rate which.will require staffing flexibility. This position would provide Public Works the ability to supplement staffing for specific programs during their peak levels. It is envisioned that the Administrative Analyst will serve as a "catch-all' position for Public Works. Thus allowing the Department the leverage to assign special projects in areas relating to Administration, Street Maintenance, General Services or Solid Waste as deemed appropriate by the Public Works Director.
