HomeMy WebLinkAbout1991-10-22 - AGENDA REPORTS - AGMT BTN SC HVHOA (2)Um ZRIMUNIINN City Manager Approval Item to be presented by: Dennis Luppens �E-�, CONSENT CALENDAR DATE: October 22, 1991 SUBJECT: AGREEMENT BETWEEN THE CITY OF SANTA CLARITA AND THE HIDDEN VALLEY HOMEOWNERS ASSOCIATION DEPARTMENT: Public Works The original transit plan approved by Council called for two routes to operate in the south Newhall area. These routes were designed to operate on Calgrove Boulevard and Valley Street and provide 30 minute bus service to that area of the City which also includes service to Hart High and Placerita Jr. High schools. In order to accomplish this routing, the bus would be required to operate on private property and through gates owned by the Hidden Valley Homeowners' Association. This property physically separates Calgrove Boulevard from Valley Street and there is no other access in this area. Not being able to go through the gates impacts traffic circulation. Staff has contacted the Hidden Valley Homeowners' Association (HVHOA) to gain access. In initial conversations, the HVHOA would allow access in return for guarantees that the City will not initiate condemnation proceedings for a 30 year period. The City will share maintenance costs of the gates based on usage, the City also agrees to repair any damage that can be shown to have been caused by the buses. Staff believes to guarantee this condition from a circulation prospective is bad public policy. The Calgrove.Boulevard/Valley Street interface is listed in the General Plan's Master Plan of Arterial Highways as a continuous highway. Long-term failure to have access through these gates impacts not only transit but traffic circulation in the Calgrove area in the following ways: Impedes overall vehicular circulation. Impedes service to Hart High School and Placerita Jr. High School. Causes traffic circulation to flow over to Lyons Avenue and I-5 which is already impacted.
