Harrisd CONSENT CALENDAR DATE: August 27, 1991 SUBJECT: Agua Dulce Airport Expansion Report DEPARTMENT: Community Development BACKGROUND In June of 1991, several citizens fron the City requesting assistance in oppo: facility in Baker Canyon, north of Sh: and the citizens' concerns led to th City Council on July 9, opposing a Canyon area. At the Council meeting, also take a position in opposition the Canyon Country community approached ing a proposed general aviation airport dow Pines Blvd. Review of the proposal adoption of Resolution 91-111 by the general aviation airport in the Baker residents requested that the Council to the expansion of the Agua Dulce Airport. Council's direction to staff included a request to recommend whether the City should support or oppose the expansion of the Agua Dulce airport. ANALYSIS Staff has reviewed the Draft Environmental Impact Report/Environmental Impact Statement (DEIR/DEIS) prepared in 1989 (and revised in 1990) by the Aviation Division of the Los Angeles County Department of Public Works which evaluates the expansion of the Agua Dulce Airport. (The airstrip at Indian Dunes (Castaic Junction) was also considered in the DEIR/DEIS.) Neither alternative was shown by the study to generate significant environmental impacts. Additionally, although both locations were analyzed, only the Agua Dulce Airport is considered by County staff to be a viable option for acquisition and/or expansion at this time. However, there are a number of disadvantages to expanding operations at Agua Dulce. The airport is surrounded by residences. Noise levels were found to cause noticeable discomfort within a one -mile radius of the site. The 60-CNEL contour estimated for the expanded operations could impact up to 24 acres of residential area. The airport is relatively remote (30 miles) from the nearest Sheriff station, and is not directly served by major highways. Finally, although there appeared to be no opposition to maintaining current operations at the Agua Dulce Airport by .area residents, substantial opposition to any physical expansion of the Agua Dulce Airport was expressed. RECOMMENDATION Since-Agua Dulce is not within the City's Planning -Area, and because there are no apparent direct impacts to the City from expanded operations, staff recommends that the City Council take a neutral position on this matter.
