SUBJECT: Resolution to the Local Agency Formation Commission (LAFCO)
Requesting a Minor Amendment to the City Sphere of Influence

BACKGROUND
The Sunset Pointe Alliance has contacted City staff concerning the possiblity
of annexing approximately 580 acres in the Sunset Pointe area west of
Interstate 5 to the City of Santa Clarita. The project area is generally
bounded by Annexation 1989-01 to the south, the Dale Poe Development projects
to the west, McBean Parkway on the north, and the existing City limit to the
east. Resolution 91-30 is a request to LAFCO to amend the current City Sphere
of Influence and represents the first step in the annexation process. The
Department has already initiated work on the prezone and annexation for.this
territory.
Section 56848.5 of the Cortese -Knox Local Government Reorganization Act states
that no proceedings for an inhabited annexation may be initiated, by a City of
over 100,000 residents in a County of over 4,000;000 people, unless the
proposal is consistent with the approved sphere of influence. Resolution
91-30 constitutes a formal request to the Local Agency Formation Commission to
amend.the City sphere of influence, and sets forth applicable Government Code
Sections, reasons for the amendment, exhibits identifying the area, and other
pertinent information. It is anticipated that LAFCO will act upon this
request within the next 6 to 8 weeks.
RECOMMENDATION
Adopt Resolution 91-30, direct staff to transmit a copy of the resolution with
other supporting information, as necessary, totheExecutive Officer of the
LAFCO.

RESOLUTION NO. 91-30
A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA,
REQUESTING THAT THE LOCAL AGENCY FORMATION COMMISSION
OF LOS ANGELES COUNTY AMEND THE.EXISTING SPHERE OF INFLUENCE
FOR THE CITY OF SANTA CLARITA, AS PROPOSED BY THE CITY OF SANTA CLARITA
WHEREAS, the City of Santa Clarita has received requests to annex an
area adjacent to the existing City boundary and the existing Sphere of
Influence boundary; and.
WHEREAS, the City Council of the City of Santa Clarita desires to
initiate annexation proceedings pursuant to the Cortese -Knox Local Government
Reorganization Act (Revised -1990), Division 3, commencing with Section 56000
of the California Government Code; and
WHEREAS, Section 56848.5 of the Cortese -Knox Local Government
Reorganization Act states that no proceedings for an inhabited annexation may
be initiated, by a City of over 100,000 residents in a County of over
4,000,000 people, unless the proposal'is consistent with the sphere of
influence of the affected city; and
WHEREAS, the Local Agency Formation Commission of the County of Los
Angeles adopted a Sphere of Influence for the City of Santa Clarita on
November 15, 1989; and
WHEREAS, the territory within this proposed amendment contains
development of an urban nature that is.physically adjacent to, and
economically and socially integrated, with the City of Santa Clarita; and
WHEREAS, the territory within this proposed amendment to the.Sphere
of Influence is described in Exhibit A and mapped in Exhibit B, which are
attached and incorporated herein by reference; and
WHEREAS, this proposed amendment.will enable the orderly growth and
development in an areas adjacent to the City of Santa Clarita; and
WHEREAS, this proposed amendment will coordinate property development
standards and encourage timely provision of'adequate and essential services
such as streets, sever, water, police and fire -protection, parks and
recreation, flood control and solid waste disposal services; and
WHEREAS, this proposed amendment will promote, assist and enhance
property owners' ability to plan comprehensively, and with reasonable
assurance, for the ultimate use and development of their lands; and
WHEREAS, the City is now considering a comprehensive General Plan for
the City and the surrounding territory that addresses the provision of a full
range of urban services in areas containing development of an urban nature; and

WHEREAS, the territory within this proposed amendment to the Sphere
of Influence is.entirely contained within the Planning Area of the General
Plan for the City of Santa Clarita; and
WHEREAS, the territory within this proposed amendment consists of
existing and proposed developmentof an urban nature; and
WHEREAS, this proposed amendment will enable the City of Santa
Clarita to provide the needed urban services; and
WHEREAS, this proposed amendment will enable appropriate local
government oversight, the expansion and squaring up of the City's boundaries,
the exercise of sound planning and land use practices, and respond to requests
of local residents for annexation of the affected territory to the City of
Santa Clarita; and
WHEREAS, the City Council of the City of Santa Clarita has considered
all evidence, oral and documentary, and is advised of the foregoing.
NOV, THEREFORE, BE IT RESOLVED, that the City -Council of the City of
Santa Clarita, California, does hereby determine and find as follows:
SECTION 1. This Resolution is hereby adopted by the City Council,
and the Local Agency Formation Commission of the County of Los Angeles is
hereby requested to take proceedings for the amendment of the Sphere of
Influence for the City of Santa Clarita as described in Exhibit A, mapped in
Exhibit B and hereby incorporated reference, according to the terms and
conditions stated.above, and in the manner provided by the Cortese -Knox Local
Government Reorganization Act of 1985 (Revised 1990).
SECTION 2. The City Council hereby directs and authorizes the City
Clerk of the City of Santa Clarita to forward a certified copy of this
resolution with applicable fees, if any, as required by Section 56383 of the
Government Code to the Executive,Officer of the Local Agency Formation
Commission of Los Angeles County.
SECTION 3. The City Clerk shall certify to the adoption of this
resolution and certify this record to be a full, true, correct copy of the
action taken.

Dear Council,
The Sunset Pointe Homeowners Alliance, an alliance of over two hundred and
fifty members, would like to request annexation of our community into the City
of Santa Clarita.
We live on the west side of the freeway, outside of your city.
However, our children attend the same schools. We shop in the same stores.
We drive on the same roads, use the same parks, and attend the same events. All
within your city.
We have all of this impact on your services, and yet you continue to give us
encouragement and support.
We appreciate . the concern you have shown for the children of this valley,
including ours, through your drug and gang awareness programs. We appreciate
the assistance you gave us, on several occasions, in dealing with the.County of
Los Angeles.
We admire your encouragement of citizen participation in your government. We
love the helpful and cooperative attitudes of your staff.
We have spoken with the Sunset Pointe merchants and homeowners, and we have
found tremendous support for being annexed into your city. Therefore, we
would like to request that you annex our community, so that we may also come
home to Santa Clarita.

I understand that some residents from Sunset Pointe are asking the
City of Santa Clarita to annex their community and perhaps other
areas into the city. This letter is to let you know that there is
no consensus of opinion among residents west of the I-5 regarding
annexation. Certainly, the residents of Stevenson Ranch have many
concerns regarding annexation which will have to, at .some point,
be addressed by members of the City Council.
We are not aware of any petition from Sunset Pointe residents
asking for annexation. The leader or leaders of this move for
annexation have not obtained approval from merchants on Pico Canyon
and the Old Road regarding this matter, and it is incorrect, absent
a petition, for the pro -city group to lead you all to believe there
is a clear consensus of opinion supporting annexation.
The Stevenson Ranch Community.has established.a Citizens Planning
Committee comprised of 30 people deeply interested in working on
the relationship with the City of Santa Clarita. We would like to
invite you and or other members of the City Council or one of your
representatives to our next meeting scheduled on Wednesday, May
1st, to discuss our relationship with the City.
For the record, we would also appreciate it if you could read this
letter at tonight's City Council Meeting if the Sunset Pointe
matter is raised.
