City Manager Approval:
Item to be presented by:
Lynn M. Harris
PUBLIC HEARING
DATE: February 12, 1991
SUBJECT: Annexation No. 1988-02, Resolution Making Findings On
Written Protest and Approving & Ordering Annexation 1988-02
DEPARTMENT: Community Development
BACKGROUND
Annexation No. 1988-02 is a proposal to annex approximately 202.3 acres
of uninhabited land to the City of Santa Clarita for the proposed
development of 299 single-family residential units. The site is located
in the Sand Canyon area, generally south of the Santa Clarita River and
east of Oak Springs Canyon Road. The property abuts the City to the east
and south.
Annexation is requested by the property owner (American Beauty Homes,
Inc.), who cites a desire for City services and local government permit
processing. The City's cost to provide municipal services to this area
would be offset for the forseeable future due to revenues from increased
property valuation, building permit fees, and other development fees.
There are no known persons, agencies or organizations opposed to this
proposal.
The proposal is for a resolution be adopted by the City Council to
approve and order Annexation No. 1988-02. The resolution states the
direction given to Council by the LAFCO to proceed with a duly noticed
public hearing, and sets forth the reasons for the annexation, terms and
conditions established for the annexation by the LAFCO, exhibits
identifying the site, and other required recitals. The resolution
represents the final action to be taken by the City Council to complete
Annexation No. 1988-02; upon adoption, the resolution will be forwarded
to the LAFCO for review and certification, and the annexation will be
recorded with the State Board of Equalization within 15-25 days. The
date of recordation typically serves as the effective date of completion
of annexation proceedings.
Because Annexation No. 1988-02 is presently defined as "uninhabited,"
only property owners may protest. If owners of property who own less
than 50 percent of the total assessed value of land in the affected area
oppose Annexation No. 1988-02, the annexation can be approved by the City.
Council. If the percentage of opposition protest is above 50%, the City
Council must deny the annexation.
Adopted: .-2 -,a - ct i
Agenda Item:
Previous actions taken by the City Council on Annexation No:,1988-02
include adoption of Resolution 89-145, initiating proceedings with the
LAFCO, and Resolution 90-21, a joint resolution with the County of Los
Angeles regarding property tax transfer.
1. Adopt Resolution No. 91-24 making findings regarding written
protest.
2. If the hearing results in insufficient written protest and the
annexation is approved, then direct staff to transmit Resolution No.
91-24 and and appropriate fees to the Local Agency Formation
Commission for final review and certification.

SUBJECT: Protest Hearing for Annexation No. 1988-02
Dear Property Owner:
You are invited to attend a public hearing of the City Council on
Tuesday, February 12, 1990, regarding the proposed annexation of the
property shown on the attached map. Legally referred to as a
protest hearing, the meeting is the final step in the annexation
process which began in October, 1989. The hearing begins at 6:30
p.m. in the City Council Chambers, First Floor, 23920 Valencia
Boulevard, Santa Clarita, California.
Because Annexation No. 1988-02 is defined as "uninhabited," only
property owners may protest. If you are in favor of the annexation,
your attendance at the hearing would be appreciatedand welcomed,
but is not necessary. If you are opposed to the annexation and wish
to protest, State law requires that your protest be submitted in
writing prior to, or at the time of, the public hearing.
Correspondence should be addressed to the City Clerk, City of Santa
Clarita, 23920 Valencia Boulevard, Santa Clarita, CA, 91355. For
more information on how to file written protest, see the attached
Notice of Public Hearing, or contact the Department of Community
Development at the number below.
If the annexation is approved at the conclusion of the public
hearing, a resolution will be sent to the Local Agency Formation.
Commission, and the annexation should be completed within three
weeks.
If you_have any additional questions or concerns regarding this
matter, please call Don Williams of the Department of Community
Development at (805) 255-4330.
Sincerely,
LYNN M. HARRIS
