SUBJECT: Resolution of Application for Annexation 1990-11

BACKGROUND
The proposal .is for a "Resolution of Application" to be adopted by the City
Council for Annexation No. 1990-11. The resolution constitutes a formal
request to the Local Agency Formation Commission (LAFCO) that it. initiate
annexation proceedings, and sets forth applicable Government Code Sections,
reasons for the annexation, exhibits identifying the site and other required
information.
Annexation No. 1990-11 is a proposal to annex approximately 18.9 acres of
inhabited land to the City of Santa Clarita. The area consists of the Anden
Group's Vista Del Canon condominium project and is located in the Canyon
Country area, east and north of the existing city limits, south of Sierra
Highway, Vista Del Canon, and Via Princessa, and west of proposed Annexation
1990-10. The annexation is being requested by the City to prevent the
creation of an unincorporated "County island" within the City's corporate
limits if proposed Annexation No. 1990-10 (the Price Club) is approved.
The project, at buildout, will have 362 attached dwelling units and an
estimated population of approximately 1,122 persons. As of December 1,* 1990,
125 units have been completed .and 40 units have been occupied. The current
population of the project is estimated to be 80 persons.
There is expected to be an incremental increase in the demand for City
services as a result of.this annexation. Typically, the cost of such services
over the long-term are not offset by the property tax revenues received by the
City for the annexed residential property. Estimates of the fiscal impact of
this annexation indicate that municipal services to this area provided by the
City will result in an annual net cost to the City of approximately $25,700 at
project build -out. This estimate is based upon the average cost of City
services per residential unit ($71 per unit per year) times the number of
approved residential units (362). In this situation, costs will likely be
offset by the expected financial benefits from the Price Club annexation,
which this proposed annexation will accomodate.
Agenda Item—It.'
On December 18, 1990, the Planning Commission approved Resolution No. P90-58,
recommending that the Council approve the. Negative Declaration and proposed
ordinance for Prezone No. 90-011. Prezone 90-011 is tentatively scheduled for
a public hearing before the city Council on February 26, 1991.
RECOMMENDATION
Adopt Resolution of Application for Annexation No. 1990-11, direct staff to
transmit the application, and the appropriate fees to the Executive Officer of
the LAFCO.

A RESOLUTION OF APPLICATION BY THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA,
REQUESTING THAT THE LOCAL AGENCY FORMATION COMMISSION
OF LOS ANGELES COUNTY TAKE PROCEEDINGS FOR
THE PROPOSED ANNEXATION OF CERTAIN INHABITED TERRITORY
DESIGNATED AS "ANNEXATION NO. 1990-11"
TO THE CITY OF SANTA CLARITA
WHEREAS, the City of Santa Clarita desires to. initiate proceedings
pursuant to the Cortese -Knox Local Government Reorganization Act (Revised
1987), Division 3, commencing with Section 56000 of the California Government
Code, for annexation; and
WHEREAS, the territory proposed to be annexed is inhabited, and a
description of the boundaries is set forth in Exhibit A and a map of the
boundaries is set forth in Exhibit B, attached and by this reference
incorporated; and
WHEREAS, the short form designation of the proposal is Annexation
No. 1990-11; and
WHEREAS, this proposal is inconsistent with the City of Santa
Clarita's Sphere of Influence as designated by the Local Agency Formation
Commission on November 15, 1989, and would require amending thereof by the
LAFCO pursuant to this proposal; and
WHEREAS, it is desired to provide that the proposed annexation be
subject to the following terms and conditions:
No terms or conditions are requested by the City or the property
owner at this time; and
WHEREAS, the reasons for this proposed annexation in this area are to
respond to the need for City servicesand local government oversight, to
expand and square up the City's boundaries, to promote sound planning and land
use practices in the affected territory and to avoid the potential creation of
a County island within the City; and
WHEREAS, the City Council of the City of Santa Clarita has considered
all evidence, oral and documentary, and is advised of the foregoing.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Santa Clarita, California, does hereby determine and find as follows:
SECTION 1. This Resolution of Application is hereby adopted by .the
City Council, and the Local Agency Formation Commission. of the County of
Los.Angeles is hereby requested to take proceedings for the annexation of that
territory described in Exhibit A and mapped in Exhibit B, which Exhibits are
incorporated by this reference, according to the terms and conditions stated
above, and in the manner provided by the Cortese -Knox Local Government
Reorganization Act of 1985 (Revised 1987).

SECTION 2. The City Council hereby directs and authorizes the City
Clerk of the City, of Santa Clarita to forward a certified copy of this
resolution with applicable fees as required by Section 56383 of the Government
Code to the Executive Officer of the Local Agency Formation Commission of
Los Angeles County.
SECTION 3. The City Clerk shall certify to the adoption of this
resolution and certify this record to be a full, true, correct copy of the
action taken.
