HomeMy WebLinkAbout1991-07-09 - AGENDA REPORTS - AWARD BID IMPROV SOLEDAD (2)AGENDA REPORT City Manager Approva I— Item to be presented bj- 4 CONSENT CALENDAR Jeff Kolin DATE: July 9, 1991 SUBJECT: Award of Bid for the improvements of the Soledad Medidn and Sid ianel Phase II project DEPARTMENT: Parks and Recreat ion BACKGROUND The Parks and Recreation Department has completed the construction documents and bidding process for two Capital Improvement Projects: (1) landscaping adjacent to the railroad right-of-way on Soledad Canyon Road and (2) median improvements on Soledad Canyon Road, a map identifying the sidepanel tree planting area and median improvements is attached. The first project improvements include planting drought tolerant' trees on the south side of Soledad Canyon Road from the Bermite entrance to the bridge just west of Camp Plenty Road. This area is approximately two miles in length and will include a water conservation irrigation system. The second project includes a continuation of median improvements from the east end of Phase I, approximately in front of the First Care Medical Center on Soledad Canyon Road, eastward to the main entrance of the Saugus Speedway. Colored stamped concrete, drought tolerant trees, ground cover and a drip irrigation system will be installed. For ease of administration ' and cost savings, the City has combined the two projects into one bid document. Four proposals were submitted to the City and publicly opened at 11:00 a.m. on Tuesday, June 25th, 1991. The following bids were received: Karleskint-Crum, Inc. $416,244.00 Premier Engineers, Inc. $403,428.12 Marina Contractors, Inc. $387,654.00 Terra -Cal Construction, Inc. $327,771.80 Terra -Cal Construction, Inc. was the lowest bidder, but was disqualified by not fully adhering to the project specifications. Marina Contractors, Inc. was the lowest bidder who complied with all the project requirements. Reference checks have been positive and their expertise and understanding of this project's scope of work qualifies Marina Construction, Inc. for this project. The completion date for the construction of this project is early to mid September of 1991. The contractor will maintain the improvements for 90 days from,the date of written approval of installation. Agenda 1fern:t,,, FISCAL IMPACT Through continued appropriations from the fiscal year '90-'91 budget, funds are available in accounts 25-99003-227 and 25-99005-227 to complete this project. RECOMMENDATION It is recommended that the contract for Soledad Median and Sidepanel Improvement Phase Il be awarded to Marina Construction, Inc. in the amount of $387,654 and that an additional $40,000 be encumbered for any change orders that may become necessary once the construction commences.
