SUBJECT: BEGONIAS LANE PARK DESIGN CONTRACT
DEPARTMENT: PARKS AND RECREATION
BACKGROUND
Staff has completed a process of pre -qualifying and ranking three professional
de s ign consultants for services associated with Parks and Recreation
projects. Pre -qualifying allows staff to negotiate for professional services
without sending Request For Proposals out for every project. This approach is
in compliance with Government Code Chapter 10, sections 4526.5 through 4528,
which allows agencies to select professional services based on demonstrated
competence and qualifications. Contract price is -then negotiated with the
best qualified firm for the specific project. If the agency is unable to
negotiate a satisfactory contract with this firm, then negotiations would *be
formally -terminated and the agency would then begin negotiations with the
second most qualified firm.
Pre -qualifying professional design consultants was a three step process.
Statements of Qualifications were received, interviews were conducted and
references were checked. Approximately 25 statements :of qualifications from
different.firms were initially reviewed and scored based on an ' established set
of criteria. The results of these scores created a short list of eight
firms. These top eight firms were �then invited to be interviewed by a panel
of Parks and Recreation staff. A set of criteria was again used to score the
firms during the interviews. References were then checked on all eight
firms. The results from the statements of qualifications. interviews, and
references were used to rank the eight finalists.
The top ranked firm, HRP LanDesign, has provided the City a proposal to assist
in the master planning, preparing complete construction drawings and assisting
in construction observation for the new park in Canyon Country on Begonias
Lane. Staff has reviewed the scope of services and finds it to meet the needs
of the project.
A complete master plan and development program will be provided by HRP
LanDesign. Citizen input will be received during three scheduled community
meetings. The Parks and Recreation Commission and City Council will also
review the plans, and thereby provide an additional opportunity for public
input.
The total cost for the design services is $59,910 which is approximately 12
percent of the total project cost which is estimated at $500,000. These costs
are consistent with industry standards for professional services. Vhile only
$450,000 is budgeted for this project, a number of bid alternates will be
considered and implemented if additional Quimby funds are available at the
time of construction.

Ground breaking for the park on Begonias Lane is scheduled for March of 1992.
Construction of the park will last approximately six months, followed- by a
90 -day post construction maintenance period. The park will be open for public
use in December 1992.
FISCAL IMPACT
Funds were allocated in the '91-'92 budget under account number 25-99017227 to
construct this project.
It is recommended that HRP LanDesign be awarded the design service contract
for the Park site on Begonia Lane in the amount of $59,910 and that an
additional -$6,000 be encumbered for say additional services which may become
necessary. The execution of this agreement is conditioned upon contractual
approval by the City Attorney's office.
