Medina SUBJECT: ROTUNDA DRIVE ET AL (PROJECT 90-7) - BID AWARD CHERRY STREET &T AL (PROJECT 90-6) - BID AWARD DEPARTMENT: Public Works BACKGROUND On May 14, 1991,.Council authorized the readvertisement of the subject projects, which provide for structural repairs and resurfacing of the streets identified on the attached key maps. To ensure a competitive.bid process, these projects were advertised with two bid alternates. Alternative "A" called , for Asphalt -Rubber Hot Mix (ARHM) and Alternative "B" called for Asphalt Concrete (AC) pavement. Both alternates required the standard 1 year maintenance warranty for materials and workmanship. At the bid opening on June 4, 1991, the following bids were received by the City Clerk for the Rotunda Drive Et Al project: compa ALTERNATE A (ASPHALT -RUBBER HOT MIX) 1. Manhole Adjusting 2. Antler Construction Bid Amount $ 257,676.31 $ 338,839.38 $ 213,666.33 $ 216,736.53 $ 219,424.56 $ 239sO39.96 A total of $365,000 has been budgeted under Account No. 25-96018-227 for design, contract administration, inspection, and construction of this project. At the bid opening -on June 7, 1991, the following bids.were received by the City Clerk for the Cherry Street Et Al project: Agenda Item: Company ALTERNATE A (ASPHALT -RUBBER HOT MIX) 1. Breckly Contracting, Bid Amount $ 161,245.34 $ 2250586.00 $ 114,014.72 $ ll5t951.16 $ 116,488.55 $ 117,331.60 $ 118�409.47 A total of $258,000 has been budgeted under Account No. 25-96052-227 for design, contract administration, inspection, and construction of this project. The low bid for ARHK on the Rotunda Drive project was approximately $44,000 (20 percent) more than the low bid for asphalt concrete; and the low bid for ARHM on the Cherry Street project was approximately $47,000 (40 percent) more than the low bid for asphalt concrete. Although there are indications that life spans of major arterials can be increased by 50 percent or more through the use of ARHM pavements over that of conventional asphalt concrete, there are no indications that this is the case on non -arterial surface streets. The reason for this is that traffic counts and wheel loadings control the relatively short life spans of arterials; and environmental conditions control the relatively longer life spans of surface streets. Staff cannot therefore technically justify the total $91,000 additional ARHM expense for these particular projects, and recommends awarding to the overall low bidder on each project. Blacktop Materials, the low bidder on each project, possesses the necessary State Contractor's license and is a member in good standing. This contractor has done similar work for other agencies, and references indicated that they have performed satisfactory work. Staff recommends that final cost savings realized from the above projects be allocated towards currently unfunded slurry or resurfacing projects within the City. Staff further recommends that investigations into the use of asphalt -rubber hot mix pavements continue for major arterials, where life cycle analyses indicate its use is justified. RECOMMENDATIO I.. Award the Rotunda Drive et el contract to Blacktop Materials Company in the amount of $213,666.33. Award the Cherry Street et al contract to Blacktop Materials Company in the amount of $114,014,72. 1 2. Allocate final cost savings realized from these projects towards currently unfunded slurry or resurfacing projects.
