HomeMy WebLinkAbout1991-08-27 - AGENDA REPORTS - CA HEALTHY CITIES PROJECT (2)AGENDA REPORT CONSENT CALENDAR DATE: August 27, 1991 SUBJECT: California Healthy Cities DEPARTMENT: Parks and Recreation BACKGROUND City Manager Approval Item to be presented Jeff K Project Renewal Application The City of Santa Clarita has participated as a charter city in the California Healthy Cities Project for the past year. Our efforts to plan, preserve, and enhance the Santa Clara River, its recreation and open spaces, as well as to design an open space system for the entire City were our first year project for the Healthy Cities Program. Our involvement in the program has included the use of the California Healthy Cities logo on our reports and publications for the river project and participation in the project's conference in the Sacramento area during.the last year. Participating cities now have an opportunity to renew their involvement in the California Healthy Cities Project. The attached City Council Resolution recognizes the importance of the Healthy Cities movement and our City's commitment to institutionalizing its goals for the future of our community. Development of an open space acquisition and maintenance strategy for the City, as well as the development of trails and programs which encourage the use of open space systems in the City remain -a high priority. The Santa Clara River Recreation and Water Features Task Force Committee provided valuable input and guidance to staff in formulating the Santa Clara River Study. A variation of this 1 group will be .reformed to continue to provide advice to staff in the development of an open space strategy and acquisition program for the future. Staff has tentatively scheduled a presentation' to the City Council for their October Study Session to provide_ a draft of an open space acquisition and maintenance, strategy for review and discussion by the City Council. The renewal application for the California Cities Project requires the passage of the resolution by the City Council stating their support for continued involvement in the program. The City's second year project will emphasize the development of the South Fork Trail, as well as programs which will encourage the use of the trail for walking programs with targeted efforts to involve senior citizens and .minorities. One of the stated goals of the national healthy people 2000 study.is to increase physical activity and fitness by the year 2000. This . goal is planned to be accomplished by both increasing the percentage of people that incorporate moderate daily physical activity in their lives and reducing those with sedentary life styles. Walking programs are one of the most effective means of exercise of accomplishing both objectives. It is recommended that the City Council approve Resolution NO. 91-134 authorizing a second year of participation in the California Healthy Cities Project. Resolution No. 91-134 PRCOUNC.47 RESOLUTION NO 91-134 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA APPROVING THE APPLICATION FOR PARTICIPATION IN THE SECOND YEAR OF THE CALIFORNIA HEALTHY CITIES PROJECT FOR THE SANTA CLARITA VALLEY OPEN SPACE ACQUISITION AND PLANNING PROJECT WHEREAS, the Western Consortium for Public Health has initiated the California Healthy Cities Project to contribute to the quality of life in cities and ultimately the health status of its residents; and WHEREAS, the City of Santa Clarita has established a high priority for the improvement and preservation of high quality of life for its residents; and WHEREAS, the preservation- of open space. and enhancement and use of open space is a high priority for the City; and WHEREAS, the California Healthy Cities Project offers the City an opportunity to continue its involvement in the international Public Health movement among cities and the distinction of being only one of ten chartered cities in the state of California for official recognition; and WHEREAS, the California Healthy Cities Project provides assistance in identifying external sources of funds and program resources for projects such as the Santa Clarita Open Space Preservation.Project and WHEREAS, the application process for the continued involvement in the California Healthy Cities Project requires that the governing body of the municipality indicates support for the application and involvement of the City. NOW THEREFORE BE IT RESOLVED THAT the City Council hereby: 1. Approves the filing.of an application for continued participation in the California Healthy Cities Project; and 2. Certifies that the agency has and will have sufficient funds to operate and maintain the project funded under this program; and 3. Appoints the City Manager as the agent of the City of Santa Clarita to conduct all negotiations and execute and submit all documents including but not limited to application, agreements, amendments, payment requests, and so on, that may be necessary for the completion of the aforementioned project. r PASSED, APPROVED AND ADOPTED this day of V 6 1991.
