(See Attachment "A.") Staff was directed to draft language to address the items relating to the recycling, composting and 15 -year disposal capacity indicating the City commitment to pursue strong agreements with other jurisdictions to provide for a regional approach to manage solid waste. The Council indicated consideration of a MRF with the City/Valley as part of the commitment. Language to be included is as follows: The City will initiate and pursue joint jurisdictional strategies to address 15 -year solid waste disposal capacity and AB939 diversion goals. This may include the siting of regional Transfer Stations, MRF's and composting facilities mithin the boundaries of the Santa Clarity Valley. Furthermore, the City may pursue export agreements with individual solid waste receiving jurisdictions utilizing rail haul as a mode of transportation. Direct staff to include the above language in the City's AB939 Plan. CALIFORNIA 91802 Mr. George Caravalho, City Manager City of Santa Clarita 23920 Valencia Boulevard, Suite 300 Santa Clarita, CA 91355 Dear Mr. Caravalho: WM-2 FINAL SOURCE REDUCTION AND RECYCLING ELEMENT REVIEW The Los Angeles County Solid Waste Management Committee/Integrated Waste Management Task Force has reviewed your City's final draft Source Reduction and Recycling Element in its meeting of August 12, 1991. The Element was reviewed in concert with the Task Force's letter of June 11, 1991, regarding the draft Element. The following:concerns remain to be addressed. 1. Solid Waste Generation Analysis Solid waste diversion and disposal quantities, as well as solid waste generation for each year of the 15 -year planning period for the existing and proposed conditions, must be identified by waste "category" and "type". 2. Recycling Component An expanded discussion on the proposed regional materials recovery facilities is needed. Details on owners/operators and other jurisdictional commitments/agreements are to be provided to facilitate the review process. 3. Composting Component The proposed mixed waste compost facilities linked with the regional material recovery facilities need an expanded analysis to provide a level of commitment with other potential jurisdictional proponents, as well as a comprehensive market development and/or strategy for the composting end -product. 4. Disposal Capacity Component The component failed to identify 15 -year planning strategies for solid waste disposal needs. Furthermore, the component indicates that the City does not have waste export agreements with individual receiving jurisdic- tions. As required by the State, the City should pursue acquisition of export agreements with individual receiving jurisdictions to ensure an ade- quate capacity for its disposal needs, as well as to facilitate regional planning measures. CITY OF SANTA CLARITA Please note the following changes to September 10, 1991 City Council Agenda, Item No. 20. Paragraph No. 3 should read: The City will initiate and pursue joint jurisdictional strategies to address 15 -year solid waste disposal capacity and AB939 diversion goals. This may include the siting of regional Transfer Stations, MRF's and composting facilities within the boundaries of the Santa Clarita Valley'if necessary: Furthermore, the City may will pursue export agreements with individual solid waste receiving jurisdictions utilizing rail haul as a mode of transportation.
