BACKGROUND
On July 23, 1991, the City of Santa Clarita entered into an. agreement with the
U.S. Department of Housing and Urban Development (HUD), to receive $522,000 in
Community Development Block Grant Program revenues- for FY 1991-92. The Fair
Housing Services program was approved by City Council and submitted to HUD as
part of the City's proposed use of CDBG funds. This program satisfies the
City's administrative requirement of the CDBG Program to affirmatively further
fair housing in a manner to further Title VIII.of the Civil Rights Act of 1968.
The City of Santa Clarita will further fair housing in the City of Santa Clarita
through the Fair Housing Council of San Fernando Valley, Fair Housing Services
Program. Through the program, the City will undertake activities which provides
an analysis of impediments to fair housing- choice and those activities making
persons aware of the range of housing opportunities available. to them.- The
program's aspects include an informational, educational andcounseling
components all designed to implement the.programs objectives to:
1) Educate Santa.Clarita home seekers, renters and property owners
of their rights and responsibilities under -fair housing laws.
2) Increase the community awareness of the social, economic, and
legal impact of housing discrimination.
3) Provide victims of housing discrimination complaints with
resolution and counseling services.
4) Provide basic housing search information.
Prior to becoming an entitlement grantee. with HUD, the City, received fair
housing services.as a CDBG program sub -recipient of County of Los Angeles. These
services.were provided by the Fair Housing Council of San Fernando to residents
of the -City on an extension at the current existing level for a total cost of
$5,000. According to HUD, continuance of these services through June 30, 1992
is allowable with Fair Housing Council of San Fernando Valley. Total cost for
the remaining year is an additional $10,000. These funds have been budgeted
under the CDBG.program and activities for FY 1991-92.-

AGREEMENT BETWEEN THE CITY OF SANTA CLARITA
AND
FAIR HOUSING COUNCIL OF SAN FERNANDO
FOR IMPLEMENTATION OF FAIR HOUSING SERVICES
THIS CONTRACT, is made and is retroactive to the 23rd day of
July 1991, by and between the City of Santa Clarita hereinafter called the
"City,' and the Fair Housing Council of the San Fernando Valley,
hereinafter called the "Contractor."

A. WHEREAS, The City of Santa Clarita has entered into a Contract
with the United States of America through its Department of Housing and
Urban Development (HUD) to execute the County's Community Development
Block Grant (CDGB) Program under the Housing and Community Development Act
of '1974, as amended, hereinafter called the "Act", and
B. WHEREAS, provisions of the Act, specifically through section
104 (b) (2) of title 1, make it a duty of the City as an entitlement
grantee in itsadministration of the CDGB program and activities to
affirmatively further fair housing in a manner to further the purposes of
Title VIII.

C. WHEREAS, Title VIII of the Civil Rights Act of 1968, as
amended, prohibits any person from discriminating in the sale or rental of
housing, the financing of housing or provisions of brokerage services
including any person because of race, color, religion, sex or national
origin.
D. WHEREAS, the City of Santa Clarita desires to undertake
activities identified by CDBG regulations as affirmatively furthering fair
housing one of which is the analysis of impediments to fair housing choice
and the activities making persons aware of the range of housing
opportunities available to them.
E. WHEREAS, contractor desires to participate in said program and
is qualified by reason of experience, preparation, organization, staffing
and facilities to provide services.
NOW THEREFORE, the parties agree as follows:
1. AGREEMENT. This agreement consists of this document and
attachments: Exhibit A, Project Description and Budget and Exhibit B,
project progress report.
2. TIME OF PERFORMANCE. Said services of Contractor are for a one
hundred and twenty (120) day period retroactive to July 23,1991, the date
the City enteredinto agreement with HUD for CDBG program for FY
1991-92. These services are to be provided as an extension of services
provided to the City under County of Los Angeles, Community Development
Commission.

3. COMPENSATION AND METHOD OF PAYMENT. Upon execution of the
agreement, the City shall pay Contractor an amount not to exceed the sum
of five thousand no/100 dollars ($5000.00) which shall constitute full and
complete compensation hereunder provided for the implementation of the
projects described in Exhibit A, Project Description and Budget to this
contract. Said reimbursement will only be paid out of funds received by
the City from HUD under the Act for allowable costs. The parties
understand and agree that such payment,. if any,. shall be conditioned upon
receipt of said funds by the City from HUD and shall not be a charge on
any other funds of the City.
4. SCOPE OF WORK. The Contractor is to perform all the services
set forth in the Project Description, Exhibit A, to this Contract, a copy
of which is attached hereto and incorporated herein by this reference.
5. PROGRAM PUBLICITY. Contractor shall develop a community
outreach and publicity program designed to inform Santa Clarita residents
of Fair Housing Services.
6. RECORDS AND REPORTING.
(a) Accounting. Contractor must establish and maintain on a
current basis an adequate accounting system in accordance with generally
accepted accounting principles and standards.

(b) Reporting and Audits. Contractor shall submit to the City a
detailed quarterly report as set forth in Exhibit B, a project progress
report. This report will include an activity summary describing persons
served and steps taken to meet specified goals of Exhibit A. This report
will also include a financial statement and shall include any program
income, any joint funding and or any nonexpendable and expendable
property. Contractor shall retain and City shall have access to any
books, documents, papers and records, and contractor shall make available
for inspection and audit to City's representatives, upon request, at any
time during .the duration of this Agreement and during a period of three
(3) years after final payments are issued and other pending matters are
closed, each project or business activity which is funded In whole or in
part with grant monies.
7. COMPLIANCE WITH LAWS. All parties. agree to be bound by
applicable Federal, State and local laws, ordinances,regulations, and
directives as they pertain to the performance of this Agreement. This
Agreement is subject to and incorporates. the terms of the Act; 24 Code of
Federal Regulations, Part 570, including but not limited to uniform
administrative requirements. described in 24 CFR Section 570.502, and
program income requirements set forth in Section 570.504 (c), Chapter .V;
U.S. OMB Circular A-87; A-122, and A-128, as applicable, as they relate to
the acceptance and use of . Federal funds under this part and
Auditor -Controller Contract Accounting and Administration Handbook.

8. INDEPENDENT CONTRACTOR. Contractor will be acting in an
independent capacity- and not as an agent, employee, partner, joint
venturer, or associate of the City. The employees or agents of Contractor
shall not be deemed or construed to be the agent or employees of the City
for any purpose whatsoever.
9. NON -ASSIGNABILITY. The services to be rendered to the public
pursuant to this Agreement by the Association are considered to be unique,
personal services, and Contractor shall not assign, delegate, subcontract,
transfer or otherwise substitute its interest or obligations in this
Agreement without the prior written consent of.City.
10. INDEMNIFICATION AND HOLD HARMLESS. Contractor, agrees to
indemnify, defend, and hold harmless City, its agents, elected and
appointed officers, and employees from and against any and all liability,
expense, including defense costs and legal fees, and claims for damage of
any nature whatsoever, including but not limited to, bodily injury,
death, personal injury, or property damage arising from or connected with
Contractor's operations, or its services hereunder. 0
11. INSURANCE. Without any limitation on the indemnification
provided to the City, Contractor shall acquire and maintain insurance as
follows:
(a) Worker's Compensation. Contractor shall carry adequate
Worker'sCompensation Insurance for its- employees as required by
California law.

M General Liability. Contractor shall carry Comprehensive
General Liability Insurance, amount of not less than $1,000,000 (one
million dollars) per occurrence, combined single limit.
(c) Additional Insured, Contractor shall provide the City
with a.certificate or certificates of.such insurance naming the City as an
additional insured.
12., FAILURE TO PROCURE INSURANCE. Failure on the part' of
Contractor to procure or maintain required insurance shall constitute a
material breach of Agreement under which City may immediately terminate
this Agreement or, at its discretion, procure or renew such insurance and
pay any and all monies so paid by City shall be repaid by Contractor to
City upon demand or City may offset the cost of the premiums against any
monies due to Contractor from City.
13. AFFIRMATIVE ACTION. The Contractor shall make every effort to
ensure that all projects funded wholly or in part by HUD CDBG funds shall
provide equal employment and career advancement opportunities for
minorities and women. In addition, the Contractor shall make every effort
to employ residents of ,the area and shall keep a record of the positions
that have been created directly or as a result of this program.
14. DISCRIMINATION. No person shall, on the grounds of age,.race,
sex, creed, color, religion, or national origin, be excluded from
participating in,or be refused the benefits of, or otherwise be subjected
to discrimination in any activities, programs, or employment supported by
this Agreement.

15. USE OF FUNDS FOR ENTERTAINMENT, MEALS OR GIFTS. Contractor
certifies and agrees that it will not use funds provided through this
agreement to pay for entertainment, meals or gifts.
16. CONFLICT OF INTEREST. Contractor, its agents and employees
shall comply with all applicable federal provisions and state laws
prohibiting conflict of interest activities in accordance with Section
570.611 of Community Development Block Grant regulations. Contractor
shall make available to its agents and employees copies of these' laws
governing conflict of interest.
17. RELIGIOUS AND POLITICAL ACTIVITIES. Contractor agrees that
funds under this, agreement will be used exclusively for performance of the
work required under this agreement and shall not be used to promote
religious or political activities in connection with the performance of
this agreement.
18. REVISION OF ASSETS. Upon expiration of this agreemtent,
contractor shall transfer to the City any CDBG funds on hand at the time
of expiration and any accounts receivable attributable to the cuse of CDBG
funds.
19. AUDIT EXCEPTIONS BY STATE AND FEDERAL AGENCIES. Contractor
agrees that in the event the program established hereunder is subject to
audit exceptions by appropriate State and Federal audit agencies, it shall
be responsible for complying with such exceptions and paying HUD the full
amount of-C�ty's liability to the funding agency resulting from such audit
exceptions.

20. ASSURANCES. Contractor hereby assures and certifies that it
has complied with the Act, applicable regulations, policies, guidelines
and requirements, and that it will comply with all applicable Federal,
State and City laws and regulations as they relate to acceptance and use
of Federal funds for this Federally assisted programs.
21. NOTICES. All notices between the City and Contractor shall be
made in writing and shall be made by mailing by registered or certified
mail, postage prepaid, return.receipt requested, to the following:

22. EXTENSION OF AGREEMENT. The City may grant an extension of
services provided by Contractor beyond 120 days for the continuance of
Fair Housing Services program for the remaining period for fiscal year
ending June 30, 1992, if approval is received from HUD. In such a case,
the terms and conditions of this agreement would continue in effect. Any
modifications to the agreement would be agreed upon by both parties -and
would .be require an amendment to this agreement.

23. TERMINATION AND TERMINATION COSTS. This Agreement may be
terminated at any time by either party upon giving thirty (30) days
written notice. City may immediately terminate this Agreement by written
notice upon .the termination, suspension, discontinuation or substantial
reduction in CDBG funding for the Agreement activity, if for any reason
contractor materially fails to comply with any term of this agreement, or
the timely completion of this, work under this Agreement is rendered
improbable, infeasible or impossible. In such event, Contractor shall be
compensated for all services rendered and all necessarily incurred costs
performed in good faith in accordance with the terms of this Agreement
that have not been previously reimbursed, to the date of said termination
to the extent CDBG funds are available. In addition, the contract may be
terminated for convenience in accordance with Section 24 CFR Section 85.44.
24. ENTIRE AGREEMENT. This writing constitutes the entire
agreement between City and Contractor. There are no oral agreements or
amendments between parties.
This Agreement shall not be amended, except in writing, executed by both
parties to this Agreement:

Fair Housing Services Program
Project Description
A. PROGRAM PURPOSE AND
The purpose of the Fair Housing Services Program is to affirmatively
further fair housing in the City of Santa Clarita through a program which
ensures residents equal housing opportunities. Program aspects include
informational, educational and counseling services which are designed to
promote fair housing.
Services will be provided by the Fair Housing Council of San Fernando
Valley to persons who are residents of the City of Santa.Clarita. Persons
served shall primarily be of low and moderate income (for the purpose of
this agreement, •primarily" is defined as meaning a minimum of 51Z served).
The program's proposed target group population will include Santa Clarita
home seekers who are City residents, any member of a "protected class'
r.e., a person who might be a victim of illegal housing discrimination
based on race, color, national origin, religion, handicap or familial
status and any home seeker, tenant, landlord, manager, property manager,
real estate agent, or any other person involved in a housing transaction
in Santa Clarita.
B.. PROGRAM OBJECTIVES
1. To educate Santa Clarita home seekers, renters, and property
owners of their rights and responsibilities under fair housing
laws.
2. To increase the community's awareness of the social, economic,
and legal impact of housing discrimination.
3. To provide victims of housing discrimination complaints with
resolution and counseling services.
4. To provide basic housing search information.
C. PROGRAM ACTIVITIES
1. Client Services
a. Counseling, resolution, and documentation of all complaints
alleging housing discrimination for residents within the
City of Santa Clarita. Counseling sessions will include the
explanation of all federal, state, and local laws relating
to housing discrimination and options available to clients.
b. The Fair Housing Council shall offer the City of Santa
Clarita residents a 1-800 telephone number direct to
Council office.
c. Provide information and referral to related social service
agencies when client needs exceed the scope of services
offered by the proposed program.
2. HOUSING EDUCATION AND COMMUNITY INFORMATION AND OUTREACH EFFORTS
a. Materials relating to housing discrimination. shall be
distributed to the general public, educational institutions
libraries, governmental and community agencies within the
City of Santa Clarita.
b. The Fair Housing Council shall foster fair housing law
compliance among landlords and/or property management
companies through the dissemination of local, state, and
federal fair housing law information.
c. The Council will inform the general public about pertinent
fair housing issues. The Council will provide at minimum
two speaking engagements. The Council will publicize their
availability for public presentation in the community.
d. The Fair Housing Council will contact. the print .and
electronic media to request a minimum of one interview and
the airing of� at least one public service announcement.
The Fair Housing Council shall issue a press release in the
first quarter, regarding the Santa Clarita fair housing
program.
e. To ensure current accurate services, the Fair Housing
Council will maintain a resource file/library filled with
pertinent fair housing literature including reports, books,
articles, other fair .housing directory listings and housing
related agency listings.
f. The Council will provide out reach to Hispanic residents as
well as other minorities.
g. The Fair Housing Council will, when requested, instruct
clients on appropriate home seeking methods (e.g., locating
rental unit vacancies, looking at an apartment; etc:,
h. All complaints,, discrimination inquiries, and actions taken
shall be thoroughly documented and reported to the City of
Santa Clarita. It is expected that a minimum of ten (10)
discrimination inquiries will be processed for the year..
3. CONSULTATION TO CITY STAFF
a. The Fair Housing Council staff shall provide unrestricted
phone advice and assistance to Santa Clarita staff. The
Council's bilingual housing counselor shall also be
available for phone consultation and/or translation for
Spanish-speaking housing clients.
b. The Fair Housing Council staff will undertake form, letter,
and brochure translations when requested to do so.

including any person because of race, color, religion, sex or national
origin.
D. WHEREAS, the City of Santa Clarita desires to undertake
activities identified by CDBG regulations as affirmatively furthering fair
housing one of which is the analysis of impediments to fair housing choice
and the activities making persons aware of - the range of housing
opportunities.available to them.
E. WHEREAS, contractor desires to participate in said program and
is qualified by reason of experience, preparation, organization, staffing
and facilities to provide services.
NOW THEREFORE, the parties agree .as follows:
1. AGREEMENT. This agreement consists of this document and
attachments: Exhibit A, Project Description and Budget and Exhibit B,
project progress report.
2. TIME OF PERFORMANCE. Said services of Contractor are for a one
hundred and twenty (120) day period retroactive to July 23,1991, the date
the City entered into agreement with HUD for CDBG program for FY
1991-92. These services are to be provided as an extension of services
provided to the City under County of Los Angeles, Community Development
Commission.

3. COMPENSATION AND METHOD OF PAYMENT. Upon execution of the
agreement, the City shall pay Contractor an amount not to exceed the sum
of ,five thousand no/100 dollars ($5000.00) which shall constitute full and
complete compensation hereunder provided for the implementation of the
projects described in Exhibit A, Project Description and Budget to this
contract. Said reimbursement will only be paid out of funds received by
the City from HUD under the Act for allowable costs. The parties
understand and agree that such payment, if any, shall be conditioned upon
receipt of said funds- by the City from HUD and shall not be a charge on
any other funds of the City.
4. SCOPE OF AORK. The Contractor is to perform all the services
set forth in the Project Description, Exhibit A, to this Contract, a copy
of which is attached hereto and incorporated herein by this reference.
5. PROGRAM PUBLICITY. Contractor shall develop 'a community
outreach and publicity program designed to inform Santa Clarita residents
of Fair Housing.Services.
6. RECORDS AND REPORTING.
(a) Accounting. Contractor must establish and maintain on a
current basis an adequate accounting system in accordance with generally
accepted accounting principles and standards.

(b) Reporting and Audita Contractor shall submit to the City a
detailed quarterly report as set forth in Exhibit B. a project progress
report. This report will include an activity summary describing persons
served and steps taken to meet specified goals of Exhibit A. This report
will also include a financial statement and shall include any program
income, any joint funding and or any nonexpendable and expendable
property. Contractor shall retain and City shall have access to any
books, documents, papers and records, and contractor shall make available
for inspection and audit to City's representatives, upon request, at any
time during the duration of this Agreement and during a -period of three
(3) years after final payments are issued and other pending matters are
closed, each project or business activity which is funded in whole or in
part with grant monies.
7. COMPLIANCE WITH LAWS. All parties agree to be bound by
applicable Federal, State and local laws, ordinances, regulations, and
directives as they pertain to the performance of this Agreement. This
Agreement is subject to and incorporates. the terms of the Act; 24 Code of
Federal Regulations, Part 570,- including but not limitedto uniform
administrative requirements described in 24 CFR Section 570.502, and
program income requirements set forth in Section 570.504 (c), Chapter V;
U.S. OMB Circular A-87; A-122,. and A-128, as applicable, as they relate to
the acceptance and use of Federal funds under this part and
Auditor -Controller Contract Accounting, and Administration Handbook.

8. INDEPENDENT CONTRACTOR. Contractor will be acting in an
independent capacity and not- as an agent, employee, partner, joint
venturer, or associate of the City. The employees or agents of Contractor
shall not be deemed or construed to be the agent or employees of the City
foranypurpose whatsoever.
9. NON -ASSIGNABILITY. The .services to be rendered to the public
• pursuant to this Agreement by the Association are considered to be unique,
personal services, and Contractor shall not assign, delegate, subcontract,
transfer or otherwise substitute its interest or obligations in this
Agreement without the prior written consent of City.
10. INDEMNIFICATION AND HOLD HARMLESS. Contractor, agrees to
indemnify, defend, and hold harmless City, its agents, elected and
appointed officers, and employees from and. against any and all liability,
expense, including defense costs and legal fees, and claims for damage of
any nature whatsoever, including but not limited to, bodily injury,
death, personal injury, or property damage arising .from or connected with
Contractor's operations, or its services hereunder.
11. INSURANCE. Without any limitation on the indemnification
provided to the City, Contractor shall acquire and maintain insurance as
follows:
(a) Worker's Compensation. Contractor shall carry adequate
Worker's Compensation Insurance for its employees as required by
California law.

(b) General Liability. Contractor shall carry Comprehensive
General Liability _Insurance, amount of not less than $1,000,000 (one
million dollars) per occurrence, combined single limit.
(c) Additional Insured. Contractor shall provide .the City
with a certificate or certificates of such insurance naming the City as an
additional insured.
12. FAILURE TO PROCURE INSURANCE. Failure on the part of
Contractor to procure or maintain required insurance shall constitute a
material breach of Agreement under which City may immediately terminate
this Agreement .or, at its discretion, procure or renew such insurance and
pay any. and all monies so paid by City shall be repaid by Contractor to
City upon demand or City may offset the cost of the premiums against any
monies due to Contractor from City.
13. AFFIRMATIVE ACTION. The Contractor shall make every effort to
ensure that all projects funded wholly or in part by HUD CDBG funds shall
provide equal employment and career. advancement opportunities for
minorities and women. In addition, the Contractor shall make every effort
to employ residents of -the area and shall keep a record of the positions
that have been created directly or as a result of this program..
14. DISCRIMINATION. No person shall, on the grounds of age, race,
sex, creed, color, religion, or national origin, be excluded from
participating in,or be refused the benefits of, or otherwise be subjected
to discrimination in any activities, programs, or employment supported by
this Agreement.

15._ USE OF FUNDS FOR ENTERTAINMENT. MEALS OR GIFTS. Contractor
certifies and agrees that it will not use funds provided through this
agreement to pay for entertainment, meals or gifts.
16. CONFLICT OF INTEREST. Contractor, its agents and employees
shall comply with all applicable federal provisions and state laws
prohibiting conflict of interest activities in accordance with Section
570.611 of Community Development Block Grant regulations. Contractor
shall make available to its agents and employees copies of these laws
governing conflict of interest.
17. RELIGIOUS AND POLITICAL ACTIVITIES. Contractor agrees that
funds under this agreement will be used exclusively for performance of the
work required 'under this agreement and shall not be used to promote
religious or political activities in connection with the performance of
this agreement.
18. REVISION OF ASSETS. Upon expiration of this agreement,
contractor shall transfer to the City any CDBG funds on hand at the time
of expiration and any accounts receivable attributable to the cuse of CDBG
funds.
19. AUDIT EXCEPTIONS BY STATE AND FEDERAL AGENCIES. Contractor
agrees that in the event the program established hereunder is subject to
audit exceptions by appropriate State and Federal audit agencies, it shall
be responsible for complying with such exceptions and paying HUD the full
amount of C'ty's liability to the funding agency resulting from such audit
exceptions.

20. ASSURANCES. Contractor hereby assures and certifies that it
has complied with the Act, applicable regulations, policies, guidelines
and requirements, and that it will comply with all applicable Federal,
State and City laws and regulations as they relate to acceptance and use
of Federal funds for this Federally assisted programs.
21. NOTICES. All notices between the City and Contractor shall be
made in writing and shall be made by mailing by registered or certified
mail, postage prepaid, return receipt requested, to the following:

22. EXTENSION OF AGREEMENT. The City may grant an extension of
services provided by Contractor beyond 120 days for the continuance of
Fair Housing Services 'program for the remaining period for fiscal year
ending lune 30, 1992, if approval is received from HUD. In such a case,
the terms and conditions of this agreement would continue in effect. Any
modifications to the agreement would be agreed upon by both parties and
would be require an amendment to this agreement.

23. TERMINATION AND TERMINATION COSTS. This Agreement may. be
terminated at any time by either party upon giving thirty (30) days
written notice. City may immediately terminate this. Agreement by written
notice upon the termination, suspension, discontinuation or substantial
reduction in CDBG funding for the Agreement activity, if for any .reason
contractor materially fails to comply with any term of this agreement, or
the timely completion of this work under this Agreement is rendered
improbable, infeasible or.impossible. In such event, Contractor shall be
compensated for all services rendered and all necessarily incurred costs
performed in good faith in accordance with the terms of. this Agreement
that have not been previously reimbursed, to the date of said termination
to the extent CDBG funds are available. In addition, the contract may be
terminated for convenience.in accordance with Section 24 CFR Section 85.44.
24. ENTIRE AGREEMENT. This writing constitutes' the entire
agreement between City and Contractor. There are no oral agreements or
amendments between parties.

Fair Housing Services Program
Project Description
A. PROGRAM PURPOSE AND
The purpose of the Fair ,Housing Services Program is to affirmatively
further fair housing in the City of Santa Clarita through a program which
ensures residents equal housing opportunities. Program aspects include
informational, educational and counseling services which are designed to
promote fair housing.
Services will be provided by the Fair the
Council- of San Fernando
Valley to persons who are residents of the City of Santa Clarita. Persons
served shall.primarily be of low and moderate income -(for the purpose of
this agreement, "primarily" is defined as meaning a minimum of 51Z served).
The.program's proposed target group population will include Santa Clarita
home seekers who are City residents, any member of a °protected class`
r.e., a person who might be a victim of illegal housing discrimination
based on race, color, national origin, religion, handicap or familial
status and.any home seeker, tenant, landlord, manager, property manager,
real estate agent, or any other person involved in a housing transaction
in Santa Clarita.
B. PROGRAM OBJECTIVES
1. To educate Santa Clarita home seekers, renters, and property
owners of their rights and responsibilities under fair housing
laws.
2. To increase the -community's awareness of the social, economic,
and legal.impact of housing discrimination.
3. To provide victims of housing discrimination complaints. with
resolution and counseling services.
4. To provide basic housing search information.
C. PROGRAM ACTIVITIES
1. Client Services
a. Counseling, resolution, and documentation of all complaints
alleging housing discrimination for residents within the
City of Santa Clarita. Counseling sessions will include the
explanation of all federal, state, and local laws relating
to housing discrimination and options available to clients.
b. The Fair Housing Council shall offer the. City of Santa
Clarita residents a 1-800 telephone number direct' to
Council office.
c. Provide information and referral to related social service
agencies when client needs exceed the scope of services
offered by the proposed program.
2. HOUSING EDUCATION AND COMMUNITY INFORMATION AND OUTREACH EFFORTS
a. Materials relating to housing discrimination shall be
distributed to'the general public, educational institutions
libraries, governmental and community agencies within the
City of Santa Clarita.
b. The Fair Housing Council shall fosterfair housing law
compliance among landlords and/or property management
companies through the dissemination of local, state, and
federal fair housing law information.
c. The.Council will inform the general public about pertinent
fair housing issues. The Council will provide at minimum
two speaking engagements. The Council will publicize their
availability for public presentation in the community.
d. The Fair Housing Council will contact the print and
electronic media to request a minimum of one interview and
the airing of at least one public service announcement.
The Fair Housing Council shall issue a press release in the
first quarter, regarding the Santa Clarita fair housing
program.
e. To ensure current accurate services, the Fair Housing
Council will maintain a resource file/library filled with
pertinent fair housing literature including reports, books,
articles, other fair housing directory listings and housing
related agency listings.
f. The Council will provide out reach to Hispanic residents as
well as other minorities.
g. The Fair Housing Council will, when requested, instruct
clients on appropriate home seeking methods (e.g., locating
rental unit vacancies, looking at an apartment, etc..
h. All complaints, discrimination inquiries, and actions taken
shall be thoroughly documented and reported to the City of
Santa Clarita. It is expected that a minimum of ten (10)
discrimination inquiries will be processed for the year..

3. CONSULTATION TO CITY STAFF
a. The Fair Housing Council staff shall provide unrestricted
phone advice and assistance to Santa Clarita staff. The _
Council's bilingual housing counselor shall also be
available for phone consultation and/or translation for
Spanish-speaking housing clients.
b. The Fair Housing Council staff will undertake form, letter,
and brochure translations when requested to do -so.
