HomeMy WebLinkAbout1991-11-26 - AGENDA REPORTS - CITY TRIP REDUCTION PLAN (2)AGENDA REPORT City Manager Approval Item to be presented CONSENT CALENDAR Ken Pulskamo DATE: November 26, 1991 SUBJECT: 9/80 Work Plan Incentive for the City's Regulation XV Trip Reduction Plan DEPARTMENT: City Manager's Office BACKGROUND The City of Santa Clarita, along with all other corporations in the South Coast Basin have a responsibility to meet air quality goals by reducing employee's work trips. organizations must find a way to reduce the number of days employees drive alone to the workplace. This is mandated by the Air Quality Management District's Regulation XV and is vital to the accomplishment of clean air goals in the South Coast Basin. The alternative work schedule of a 9/80 work plan has been proven throughout southern California as a highly successful means to accomplish these goals. Increasingly, alternative work schedules have had a beneficial effect on dealing with the problems of low morale, abuse of leave, tardiness, insufficient staff, recruitment and scarce skill personnel. The 9/80 plan is a bi-weekly compressed work week program. Full-time employees work nine days each bi-weekly pay period - five days one week and four days the following week: The basic requirement is to work a total of 80 hours in the two week (bi-weekly) period. To ensure sufficient coverage, employees would be divided into two groups with off -setting days off. The proposed day -off is Friday. This will not effect the hours of operation for City Hall and other City services. Much consideration has been put into assessing,the effects of this 9/80 program on employees and public service. A pilot 9/80 program was conducted during three months this summer. The participating groups; Street Maintenance, Parks & Recreation and Recreation administrative support staff, were chosen because of their high degree of public contact, especially during the summer months. This pilot program was a great success as demonstrated by the attached survey results. Employee trips to the workplace were reduced, morale was high and public service either remained constant or was improved. RECOMMENDATION It is recommended that the City of Santa Clarita implement a 9/80 work plan for all employees in conjunction with the implementation of our S.C.A.Q.M.D. Regulation XV Trip Reduction Plan. PILOT 9/80 6 FLEX TIME SURVEY RESULTS 51Z of all regular employees participated in the survey. - 37Z of the survey participants were also participants in. the Pilot 9/80 and Flex Time Programs. - Of the survey respondents who were participants in the Pilot Program, 10OS stated that service delivery to.the public and internally remained constant or improved somewhat. - Of the survey respondents who were not participants in the Pilot Program, 82Z stated that service delivery to the' public and internally remained constant or improved somewhat. - Overall, 60% of the respondents stated that the Pilot Program was extremely successful and the City should implement such a program on a year round basis.
