The City Council, at its regular meeting of September 24, 1991, reaffirmed by
consensus its desire to link City Councilmembers to specific Commission members
for purposes of appointment and terms of office. The Council further created
direct linkages between members of the City Council and members of the Parks and
Recreation Commission and Planning Commission. Terms of office for one Parks
and Recreation Commissioner and three Planning -Commissioners were highlighted
for adjustment to conform with the terms of the City Councilmembers to'whom they
were linked for nomination and appointment purposes.
Conceptual agreement was reached by the City Council on the appointment policy.
This policy is articulated in the following manner outlining the steps for
application, nomination and appointment:
* Within twenty (20) days of creation of a vacancy on a
Commission, the City Clerk shall cause to be advertised a
notice of the vacancy and solicitation of applications.
* The application period shall not be less than two weeks.
* Completed applications shall be submitted.to the City
Clerk.
* The City Clerk shall submit copies of the applications to
the nominating authority and the other Members of the City
Council.
* The nominating authority shall submit a nomination for
ratification by the City Council. Ratification shall
consist of not less than three affirmative votes for the
nominee.
* The final appointment shall not be made less than ten days
after publication of the notice in conformance with
Government Code 54974.
* The.appointee of the City Council shall be seated on the
Commission at the next regular meeting of the Commission.
* Reappointments to Commissions are not automatic.

The first step for implementation of the Council's desire for modification of
the terms and procedures for Commission appointments is the adoption of
Ordinance Number 91-49. This ordinance amends the municipal code to permit the
Council, subsequent to adoption of the ordinance, to adopt through resolution
the procedures and terms for appointment of Commission members.
RECOMMENDATION•
Introduce Ordinance 91-49, waive further reading and pass to second reading.

ORDINANCE NO. 91-49
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA,
AMENDING THE SANTA CLARITA MUNICIPAL CODE
AT SECTIONS 2.26.020'AND 2.28.020
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,,
CALIFORNIA, DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 3. The Santa Clarita Municipal Code is
hereby amended at Section 2.26.020 to read as follows:
112.26.020. Members. The Planning Commission
shall consist of five (5) members, each of
whom shall be a resident of the City of Santa
Clarita and shall be appointed by, and serve
at the pleasure of, the City -Council, pursuant
to'the procedure and terms set forth by
resolution of the City Council."
SECTION 2. The Santa Clarita Municipal Code is
amended at Section 2.28.020 to read as follows:
112.28.020. Members. The Parks and Recreation
Commission shall consist of five (5) members,
each of whom shall be a resident of the City
of Santa Clarita and shall be appointed by,
and serve at the pleasure of, the City
Council, pursuant to.the procedure and terms
set forth by resolution of the City Council."
SECTION 3. The City Clerk shall certify to the
adoption of this ordinance and shall cause the same to -be
published as required by law.
