In November 1990 voters passed Proposition "C", providing for additional funding
for mass transit systems. These additional funds will enable the Los Angeles
County Transportation Commission (LACTC) to extend their commuter rail service
from outlying suburbs to downtown Los Angeles. LACTC is reviewing applications
from cities interested in being included in their service and seek funding
assistance for rail station development. They are selecting station sites which
can be developed by Fall 1992, using existing rail lines.
On November 7, 1990 staff submitted to Council a brief analysis of potential
rail station sites, recommending Bermite as the primary site. Council
subsequently authorized staff to prepare a site application and resolution
identifying Bermite as the primary site. Prior to the Resolution adoption, the
LACTC rejected Bermite, due to rail development and right-of-way cost
considerations. Staff continued the site investigation process.
On January 3, 1991 staff met with representatives of LACTC for their input
regarding site criteria and project cost analysis.
Briefly, LACTC considers that the most suitable sites for a commuter rail
station should meet the following criteria:
a) Located at population and/or employment centers;
b) Easily developable to accommodate the required parking and bus/auto
circulation requirements;
c) Adequate frontage along straight section of track, tangents, to facilitate
the required platform length; and
d) Sites that can be easily expanded.
With this criteria in mind, staff continued investigating nine sites:

Staff concluded that the Glazer property (see Site Data Summary and Site Concept
Plans attached) is best suited to be the City's first commuter rail station
because: it is supported by the LACTC due to the low cost for rail service

start up; its location at a population center and toward Los Angeles from the
rest of the City will serve the greatest amount of riders; and it requires the
least amount of development due to its vacant, flat terrain and its lack of
environmental constraints. The estimated cost of this project is: land
acquisition $2,270,000, road access $1,130,000, and site development $2,157,500,
fora total of $5,557,500. Note: To date there has been no interview with the
property owner.
A detailed fact sheet of each of the sites investigated and a map showing their
location is attached for the Council's reference.
RECOMMENDATIONS
1. Select the Glazer site for the City's first commuter rail station and the
Bermite site for a future second station site.
2. Approve site application for the Glazer site.
3. Adopt Resolution 91-21.
4. Direct staff to:
a. Finalize site costs and investigate possible funding in preparation for
inclusion in the 1991-92 fiscal year budget;
b. Begin design development of the Glazer site.

The Glazer property is located east of the Southern Pacific Railroad between
13th Street and 16th'Street.
