SUBJECT: Congestion Management Program Resolution Number: 91-109 DEPARTMENT: Community Development BACKGROUND The Congestion Management Program is a new program enacted by the State Legislature with the passage of Assembly Bill 471 (July 10, 1989), as amended by Assembly Bill 1791 (February 11, 1990). In passing the Congestion. Management Program, the Legislature noted increasing concern that urban congestion was impacting the. economic vitality of the State and diminishing the quality of life in many communities. The Legislature also noted that the current planning process is not well suited to addressing congestion relief in a coordinated manner. As a new approach to addressing congestion concerns, the Congestion Management Program was created for the,following purposes - 0 To make the most effective use.of all transportation methods in managing congestion through the Congestion Management Program process. o To require local jurisdictions to examine the impact of land use decisions on the regional transportation system and be responsible for mitigating these impacts. o To develop transportation solutions that also work toward improving air quality. The proposed resolution shows Santa Clarita's support of the program designed to alleviate air quality and traffic congestions problems throughout Los Angeles County. A copy of the most recent draft of the Congestion Management Program is available in the Community Development Department. To adopt Resolution 91-109 and send a letter of support to the Los Angeles County Transportation Commission. Attachment: Proposed Congestion Management Program System Resolution No. 91-109 Adopted:- c, , Agenda Item:, ? 0 RESOLUTION NO. 91-109 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA SUPPORTING THE PASSAGE OF THE CONGESTION MANAGEMENT PROGRAM A PLAN TO ADDRESS THE PROBLEMS OF CONGESTION BY LINKING AIR QUALITY REQUIREMENTS TO LOCAL LAND USE DECISIONS WHEREAS, The Congestion Management Program is a program enacted by the State legislature to develop means to deal with the problems of air quality and traffic congestion; and, WHEREAS, The Congestion Management Program is the first legislative effort to link transportation, land use, and air quality decisions; and, WHEREAS, The Los Angeles County Transportation Commission was designated the Congestion Management Agency by 78 of 89 cities and the County of Los Angeles; charged with developing and implementing congestion management programs for one of the largest and most complex urban areas in the country; and, WHEREAS, Urban congestion is impacting the economic vitality of the State and diminishing the quality of life of citizens in many communities, and the Congestion Management Program is a significant and complex new program to address these issues. NOW THEREFORE, BE IT HEREBY RESOLVED THAT the Santa Clarita City Council endorses and supports the adoption of Los Angeles County's Congestion Management Program.
