Medina �� DATE: February 12, 1991 SUBJECT: ALLOCATION AND PAYMENT OF COUNTY AID TO CITY'S FUND Resolution Number: 91-25 DEPARTMENT: Public Works BACKGROUND Each year, the County of Los Angeles sets aside a portion of its Gas Tax Funds to assist cities in funding roadway projects which would also improve overall County traffic circulation. The program is purely discretionary and is called Aid to Cities. Funds are limited for use for signalization, right-of-way acquisition, congestion management projects, and road construction projects which are of general County interest and regional significance. Projects 1, 2, and 3 listed on Attachment "A" are currently budgeted with City funds. The use of the Aid to City's Funds requested will allow the City to reallocate currently budgeted funds to the widening of the south side of Valencia Boulevard at Bouquet Canyon Road, to facilitate through traffic and right turns on the west approach. Adopt Resolution No. 91-25 requesting an allocation and payment of County aid to City's fund. ATTACHMENTS Attachment "A" Resolution No. 91-25 /ka Adopted:. i Agenda Item: RESOLUTION NO. 91-25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA REQUESTING AN ALLOCATION AND PAYMENT OF COUNTY AID TO CITIES FUND WHEREAS, the County of Los Angeles has appropriated certain monies to the City of Santa Clarita as County Aid to Cities; and WHEREAS, the Los Angeles County Board of Supervisors has adopted policies limiting the use .of said monies to regional traffic signal synchronization projects, transportation system management (TSM), and- congestion management (CM) projects that improve regional traffic mobility; or the design, acquisition of right of way, and construction of City streets on the County's highway plan which are of general County interest and regional significance; and WHEREAS, the City Council desires to expend the amount of $163,012 of said funds accrued to the City for projects in accordance with said policies; and NOW, THEREFORE, the City Council of the City of Santa Clarita resolves that: Section 1. The County of Los Angeles is hereby requested to allocate $163,012 of the Aid to Cities Funds apportioned to the City for the projects listed on Attachment "A" which will improve regional traffic mobility in accordance with the Los Angeles County Board of Supervisors policy regarding the use of said Aid to Cities Funds. Section 2. After the allocation is approved by the Board of Supervisors and funds are available, the County is requested to send such allocated amount to the City when claimed. The City will begin using the funds for said projects listed an Attachment "A" according to the terms of the allocation. Section 3. The City Clerk is directed to forward a certified copy of this Resolution to the Los Angeles County Director of Public Works for processing. Section 4. The Mayor shall sign this Resolution, and the City Clerk shall attest and certify to the passage'and adoption thereof. Traffic signal interconnect, Lyons Avenue. This project includes the installation of conduit and hardwire traffic signal interconnect on Lyons Avenue between Orchard Village Road and I-5. Signals at Apple Street, Avenida Rotella, Everett Drive, Wiley Canyon Road, and I-5 ramp will be linked to the existing interconnect along Orchard Village Road. Project Cost: $88,000 2. Traffic Signal interconnect, Valencia Boulevard. Conduit and hardwire interconnect will be extended along the north side of Valencia Boulevard between Creekside Drive and. Bouquet Canyon Road. This project will connect traffic signals at Creekside Drive, Cinema Drive, and Bouquet Canyon Road. Project Cost: $40,000 3. Traffic signal improvement, Soledad-Canyon Road at Homyr/Luther. This project will revise the existing traffic signal operation to reduce congestion caused by left turning traffic. The signal system will be revised to add separate left turning phases and improved turn lanes on Soledad Canyon Road at this intersection. Project Cost: $60,000
