This is a four-way intersection with no existing controls. It is believed that potential conflict can bereducedif stop signs were installed for north and southbound traffic on Fairport Avenue at Drycliff Street. A copy of the Traffic Engineer's report is attached for your information. RECOMMENDATION Adopt Resolution No. 91-166 authorizing stop controls to be installed on Fairport Avenue at Drycliff Street. Direct staff to have the appropriate sign and pavement legends installed to effect this stop control. ATTACHMENTS Resolution No. 91-166 Engineer's Report Exhibit "A" hds:528 Adopted: 5i , ., ,a item: RESOLUTION NO. 91-166 A RESOLUTION OF THE CITY'COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA ESTABLISHING STOP CONTROL AT THE INTERSECTION OF DRYCLIFF STREET AND FAIRPORT AVENUE WHEREAS, California Vehicle Code Section 21354 allows local authorities to designate any intersection under their exclusive jurisdiction as a stop intersection. WHEREAS, traffic operation at the intersection of Drycliff Street and Fairport Avenue would benefit from such a designation. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: Section 1. That the following intersection is designated as a stop intersection with the following stop control: (1) Traffic on Fairport.Avenue shall be required to stop for traffic on Drycliff Street. Section 2. That the stop designation as provided herein shall apply when appropriate signs and pavement markings giving adequate notice thereof have been place as.described in Section 1. Section 3. Grindey, City Clerk hds:528 CITY OF SANTA CLARITA I N T E R O F F I C E M E M O R A N D U M TO: Lynn Harris, Director of Community Development FROM: Ed Cline, Traffic Engineer DATE: October 1, 1991 SUBJECT: DRYCLIFF STREET AND FAIRPORT AVENUE Reguest Ms. Stephanie Fullerton of 25546 Fairport Avenue has expressed concern for traffic safety at the intersection of Drycliff Street and Fairport Avenue. See file location map Exhibit "A". Recommendations An evaluation of traffic conditions has been conducted. Based upon the results of this evaluation, it is recommended that traffic on Fairport Avenue be required to stop before entering Drycliff Street. See exhibit "B". Conditions Drycliff Street is an east/west residential collector street. The roadway is 40 feet wide with curb and sidewalk on each side. The street is driven as one travel- lane in each direction. On -street -parking is permitted. The prima facie speed limit -is 25 mph. Fairport Avenue is a residential street that forms a four-way intersection with Drycliff Street. The roadway is 36 feet wide with curb and sidewalk on each side. The street is driven as one travel lane in each direction. On -street parking is permitted. The prima facie speed limit is 25 mph. The intersection of Drycliff Street and Fairport Avenue has no existing stop control. Discussion It is believed that the proposed stop control would be beneficial at this intersection for the following reasons: • The location is comprised of a residential collector street and a residential local street. • The proposed stop control will provide a more positive right-of-way control for circulating traffic in this neighborhood.
