The existing "No Stopping 7 a.m. to 5 p.m. School Days Only - Buses Excepted" Regulation was adopted by the County of Los Angeles, Board of Supervisors on December 20, 1983 per school district for drop-offs and pick-ups. Recently the school district has moved the bus drop-offs and pick-ups operation on the school site and no longer needs the existing "No Stopping" zone. RECOMMENDATION Adopt Resolution No. 91-138 rescinding "No Stopping 7 a.m. to 5 p.m. School Days - Buses Excepted" regulation along the west side of Caballeta Drive between Paraguay Drive and Espuella Drive. Direct staff to remove the existing signs that affect this Resolution. Rahmani, Associate Traffic Engineer N, DATE: August 27, 1991 SUBJECT: EMBLEM ELEMENTARY SCHOOL - REMOVAL OF EXISTING NO STOPPING ZONE ALONG CABALLETA DRIVE Request Mr. George L. Gilbert, Saugus Union School District (Director of Transportation) has requested the possibility of removal of the no stopping zone on Caballeta Drive. A copy of the request is attached. The existing no stopping zone ("No Stopping 7 a.m. to 5 p.m. School Days Only - Buses Excepted) is located along the :west side of Caballeta Drive between Paraguay Drive and Espuella Drive, adjacent to Emblem Elementary School. (See location map, Exhibit "A".) Recommendation Evaluation of the request has been completed. Based on the results of these evaluations, it is recommended to rescind the existing "No Stopping 7 a.m. to 5 p.m. School Days- Only - Buses Excepted" zone along the west side of Caballeta Drive between Paraguay Drive and Espuella Drive. (See attached sketch, Exhibit B.) Condition Caballeta Drive is a local residential north/south street with a 40 -foot width curb to curb. This roadway runs along the east side of Emblem Elementary School between Paraguay Drive and Espuella Drive. There are four existing "No stopping 7 a.m. to 5 p.m. School Days.Only - Buses Excepted" signs along the west side of Caballeta Drive between Paraguay' Drive and Espuella Drive for a length of 341 feet. Analysis The school district buses used to use the area along the west side of Caballeta Drive next to the Emblem Elementary School for drop-offs and pick-ups. The existing "No Stopping 7 a.m. to 5 p.m. School Days Only - Buses Excepted" zone was established by the Los Angeles County Board of Supervisors on December 20, 1983. A copy of the County's adopted Regulation'is attached for your information. RESOLUTION NO. 91-138 A RESOLUTION OF THE CITY COUNCIL OF.THE CITY OF SANTA CLARITA, CALIFORNIA ALLOWING THE PARKING OF VEHICLES ON THE WEST SIDE OF CABALLETA ROAD BETWEEN PARAGUAY DRIVE AND ESPUELLA DRIVE WHEREAS, a request was made to remove.the established school bus zone on Caballeta Drive between Paraguay Drive and Espuella Drive. WHEREAS, the County of Los Angeles, Board of Supervisors, adopted No Stopping Regulation (T831034) on December 20, 1983 to prohibit stopping between the hours of 7 a.m. to 5 p.m., school days only, on the west side of Caballeta Drive, school buses excepted, to facilitate bus loading adjacent to the Emblem Elementary School. WHEREAS, the Emblem Elementary School no longer requires the established zone. WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for local authorities to prohibit stopping or standing of vehicles on certain streets, or highways, or portions thereof, during all or certain hours of the day. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. That to rescind the adopted County of Los Angeles Board of Supervisors Regulation (T831034). SECTION 2. That the parking of vehicles on the following streets, or highways, or portions thereof, shall be allowed. (1) Caballeta Drive, on the west side, between Paraguay Drive and Espuella Drive. SECTION 3.
