Harris M October 8, 1991 Entertainment Attraction Concept Request for Proposal (RFP) Community Development On April 27, 1991, the City's first strategic planning process occurred. At the meeting, City' officials and community members met to assess the needs of the community. The attraction of an entertainment center was targeted to address the shortage of leisure activitie''s in the Santa Clarita Valley. Further, recreational opportunities can be expected to enhance: business opportunities and to provide private sector facilities that serve the leisure and leisure needs of teens and young adults. In response, staff has completed the preliminary work for attracting. new family-oriented amusement industries. Attached is a Request for Proposal (RFP) which is aimed to solicit an familyLoriented entertainment business within the City. The entertainment uses under consideration include, but not limited to: water park, miniature golfing, bumper boats, go-cartrace driving, 'ice skating. These uses could augment City Parks and Recreation Department services currently provided to Santa Clarita residents. The fiscal impact is uncertain at this time. This proposal involve public funding. RECOMMENDATION Review the Request for Proposal, make any necessary changes,. proceed with RFP solicitation, and return to the City Council of the attraction efforts. Spring, 1991; to assess its current needs and to plan for the future. In this planning session, the development of recreational uses .were identified as a means to address the shortage of leisure activities in the Santa Clarita Valley. The City is actively seeking a development company to evaluate the feasibility of locating a family entertainment. facility. The proposal should identify the type of facility suitable for the community, the necessary parcel size and ideal location, and its proposed events and attractions. COMMUNITY INFORMATION The City of. Santa Clarita was incorporated on December 15, 1987, and is located in the northern section of Los Angeles County. Santa Clarita comprises four distinct communities: Newhall, Valencia, Saugus, and Canyon Country. Our four communities unite to offer an ideal. rural and urban lifestyle. The City has a high median household average age of 30. Approximately 30% the ages of 6-24, thus providing an entertainment facilities. yearly -income of $44,825_ and a low of the community population is within ideal location for new leisure and Santa Clarita has demonstrated growth by almost doubling in population in the past ten years. The City ranks currently as the third fastest growing City in Los Angeles County. Santa Clarita is the 153rd largest City in the nation, 28th largest City in California, and 7th largest in the Los Angeles County. Consumer' demand generated by growth has drawn more than five thousand retail businesses and has created an upward .in retail sales. New business receives strong support from the City and local Chambers of Commerce. Excellent leasing and land opportunities are available .with industrial leasing. beginning at $.45 per square foot and commercial/office leasing ranging from $.85 to $1.75 per square foot. As property values rise, business enterprenuers locating in the City continue to see their business escalate. SCOPE OF PROJECT 1. Identify the qualifications of your firm, including previous work completed -in municipalities, and references who would be able to verify the completed assignment. 2. Identify the type of entertainment that your firm specializes, such as miniature golf, mini race car tracks, batting cages, video arcades, etc. 3. Identify the amount of land necessary to facilitate the proposed project. 4. Specify a site location requirements for the entertainment .facilities within the City of.Santa Clarita which would be ideal for attracting the maximum amount of business. 5. Estimate the required start-up capital investment needed to commence the planning construction, and operation of the proposed ,entertainment facility. 6. Estimate the number of employees needed for both construction and operation of the proposal and the hours of operation necessary for project feasibility. 7. Estimate the amount of annual revenues expected to be generated from the proposal. 8. Identify the type of customer demographic profiles your firm is seeking to make the project feasible. 9. Identify your firm's main competition and provide a competitive analysis. 10. Identify the market for your proposal, promotion "strategies, pricing structures, and facility image. 11. Describe the strengths and weaknesses of the Santa Clarita location to operate successfully a facility. PROPOSAL REQUIREMENTS 1. Please.submit five (5) copies of your proposal. 3. A pre -proposers conference will be held on 1991, in the Main Conference Room of the Santa Clarita City Hall, 23920 Valencia Boulevard.
