Medina/Jeff Kolin DATE: April 23, 1991 SUBJECT: FRIENDLY VALLEY/SKY BLUE MESA AREAS . PROJECT NO. 90 -LO - ADVERTISE FOR BIDS DEPARTMENT: Public Works BACKGROUND V Project No. 90-10 provides for sidewalk rehabilitation in the Friendly Valley and Sky Blue Mesa areas of .the City. This project consists of permanent concrete replacement of previously asphalt -repaired and displaced sections of sidewalk, curb and gutter; the vast majority of which have been caused by tree root damage. The purpose of the project is to supplement the existing resident "call-in" program on an area -wide basis, and citizens of the community as a whole. In prioritizing qualifying locations, the following criteria was used for this project: 1. Except as described in Item 2 below, only those trees that are diseased, dying or non -conforming will be removed. 2. Where, in the opinion of the arborist, tree root pruning will have an adverse affect on the tree, a permanent concrete ramped sidewalk will be installed. For each location where a permanent concrete ramped sidewalk is proposed, the resident whose property fronts this location will be advised of the City's intent. (See attached sketch) 3. In the case where trees on private property are the cause of sidewalk damage, the resident whose property fronts this location will be advised of the City's intent and given the option of having a permanent concrete ramp placed at no cost to the resident. Should the resident object to a permanently ramped concrete ramped sidewalk, tree removal, root pruning or grinding and sidewalk replacement will be performed in accordance with procedures established under Ordinance 89-20, Chapter 13.80 and the resident will be charged,for the replacement costs accordingly. A total of 372 locations have been identified as qualifying for. permanent concrete replacements. Since replacement of all 372 locations will exceed the budget by approximately $155,600, Staff recommends limiting concrete replacement to those locations of top priority. Based on budget constraints, Staff recommends limiting the project to 96 locations. Of these 96 locations, Staff recommends that non -conforming trees be removed at 3 locations, and that permanent concrete ramped sidewalks be constructed at 9 locations. Staff further advises that there are an additional 19 locations which may have to be permanently ramped, pending root inspection by the arborist after the existing sidewalk is removed. There are six locations where private trees.will have to be.addressed. 'Three of these locations call for root grinding. Two locations will havAr psJI py the arborist and one location wAvdaltem�will 1 have to be removed. At all other locations, root pruning or grinding will be performed and the sidewalk will be replaced as specified in the contract. Plans and -Specifications for this project have been completed and are available for review in the offices of the City Clerk and the Director of Public Works. It should be noted that these projects wire initially identified as two separate projects in the FY 90-91 Annual Budget; however, Staff recommends that it will be more cost-effective if they are bid as one project. Total budget in the amount of $100,000 is available for design, construction, and contract administration of this project, and Account No. 25-96046-227 has been established - to track all costs associated with the project. In addition to the Public Works recommendation, the Parks and Recreation Department, who handles street tree maintenance, is requesting of Council an additional $30,000 to be added to the existing Golden Bear Tree Pruning Contract, P.O. # 6655. The $30,000 will cover the cost to root prune in conjunction with canopy prune and remove trees as needed for the proposed sidewalk rehabilitation project. The funds are presently available in Parks Account No. 01-9200-227. The available monies. in Account No. 01-9200-227 are made possible due to a four month lag period between tree prune contracts in Fiscal year 1990-91. Provisions in the existing tree maintenance contract between the City and Golden Bear Arborist allows the City, through Council recommendation to exceed the contract price through a written supplemental agreement between the City and the Contractor. RECOMMENDATION 1. Approve the Plans and Specifications.for the project and authorize the advertising for bids. 2. Approve additional $30,000 towards Golden Bear Arborist -tree prune contact, P.O..# 6655 from Parks Account No. 01-9200-227.
