General Plan - Human Resources Element, Public Services Facilities and Utilities Element, Parks and Recreation Element, and Circulation Element DEPARTMENT: Community Development Department BACKGROUND On May 28, 1991 the City Council opened the Public. Hearing on the General Plan and continued the matter to June 10, 1991 for further consideration. of the first four scheduled elements. The draft schedule calls for consideration of the neat four elements at the Council meeting of June 11, 1991. These elements are identified and briefly summarized below: • Human Resources Element : The Human Resources element addresses local health, child care, and senior needs and provides policy direction for our Human Resources into the future. • Public Services, Facilities and Utilities Element: The Public Services, Facilities and Utilities Element provides projections, and a plan for the provision of. an adequate .infrastructure system serving residents and businesses of the valley, including water, sewer, schools, fire, police, libraries, and solid waste. • Parks and Recreation Element: This element serves to provide a comprehensive review of existing park and recreational facilities, and future opportunities for park facilities to serve the projected future population. • Circulation Element: This element was originally scheduled for Council consideration on June 11, 1991. As such, any public testimony on this element should be received. In light of the progress to date, ,and the interrelationship with other elements, especially the Land Use Element, it. is recommended that full presentation by the Traffic Consulta4ts and consideration by Council on this element be deferred to a later irate as time allows. It is recommended that the City Council: 1) receive appropriate public testimony; 2) discuss and. adopt a consensus approval on the Human Resources Element, Public Services Facilities and Utilities Element, Parks and Recreation Element and any previously addressed but unresolved elements; and 3 ) continue the Public Hearing - to June 12, 1991 for the purpose of further consideration of the General Plan.
