BACKGROUND
A .resident living near the intersection of Grovepark Drive and Open Crest Drive
requested that the traffic engineering staff evaluate the need for additional
stop controls at this location. An analysis of traffic conditions at this
intersection showed that traffic operations and safety could be enhanced by
four-way stop control through the installation of stop signs and pavement
markings. The intersection is currently controlled by stop signs on Open Crest
Drive at Grovepark Drive.
Additionally, it was determined that stop signs should be installed at four
intersections on Pamplico Drive to improve travel safety. These intersections
have not yet been accepted by the City for maintenance; consequently, they are
still under, private control. However, the developer of Shadow Ridge, Rancho
Financial Corporation, has agreed to .install stop signs at locations approved by
the City Council. A staff report on this issue is attached for City Council
review.
RECOMMENDATION
It is recommended that City Council adopt Resolution No. 91-20, authorizing the
installation of four-way stop control at Grovepark Drive and Open Crest Drive
and stop control at four intersections with Pamplico Drive.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA
ESTABLISHING STOP CONTROLS AT THE INTERSECTIONS OF
GROVEPARK DRIVE AND OPEN CREST DRIVE
PAMPLICO DRIVE AND GROVEPARK DRIVE
PAMPLICO DRIVE AND SCALLION DRIVE
PAMPLICO DRIVE AND RON RIDGE DRIVE AND
PAMPLICO DRIVE AND KRISTEN LANE
WHEREAS, California Vehicle Code Section 21354 allows local
authorities to designate any intersection under their exclusive jurisdiction as
a stop intersection.
WHEREAS, traffic operations and travel safety at the
intersections of Grovepark Drive with Open Crest Drive, Pamplico Drive with
Grovepark Drive, Pamplico Drive with Scallion Drive, Pamplico Drive with Ron
Ridge Drive and Pamplico Drive with Kristen Lane would benefit from such a
designation.
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES
RESOLVE AS FOLLOWS:
Section 1. That the following intersections be declared as stop
intersections with the following stop control:
(1) All traffic entering the intersection of Grovepark"Drive and
Open Crest Drive shall be required to stop.
(2) Traffic on Pamplico Drive shall be required to stop for
traffic on Open Crest Drive.
(3) Traffic on Pamplico Drive shall be required to stop for
traffic on Scallion Drive.
(4) Traffic on Ron. Ridge Drive. shall be required to stop for
traffic on Pamplico Drive.
(5) Traffic on Kristen Lane shall be required_ to stop for
traffic on Pamplico Drive.
Section 2. That the stop designation as provided herein shall
apply when appropriate signs and pavement markings giving adequate notice
thereof have been placed as described in Section 1.
Section 3. That staff shall install necessary signs and pavement
markings to effect this Resolution.

Request
The Department of Public Works received a request from Ms. Judy Maggoria
through Mayor Darcy to investigate the possibility of four-way stop control at
the intersection of Grovepark Drive and Open Crest Drive.
Recommendation
The review and evaluation of conditions at the intersection of Grovepark Drive
and Open Crest Drive has been completed. The evaluation showed that traffic
controls are needed at several locations in the Shadow Ranch area to
effectively regulate traffic. The following intersection traffic controls are
recommended:
1. A four-way stop at the intersection of Grovepark Drive and Open Crest
Drive.
2. Stop signs on Pamplico Drive at Grovepark Drive.
3. Stop signs on Pamplico Drive at Scallion Drive.
4. Stop signs on Ron Ridge Drive at Pamplico Drive.
5. Stop signs on Kristen Lane at Pamplico Drive.
Existing Conditions
The completion of the Shadow Ridge street system several months ago finalized
a system of residential collector roads between Bouquet Canyon, Road; Haskell
Canyon Road and Seco Canyon Road. Three residential streets (Pamplico Drive,
Centurion .Way and Grovepark Drive) comprise the primary local access system to
a large residential area and serve several schools including James Foster
Elementary and Saugus High School. The completion of the cross -canyon street
system has significantly changed travel patterns in the area. Residents can
now travel between Bouquet Canyon Road and Seco Canyon Road without using
major arterial streets. Consequently, traffic demand has increased on these
residential collector streets.

Pamplico Drive, Centurion Way/Open Crest Drive and Grovepark Drive are 40 -foot
wide residential collector streets with fronting residential development.
Pamplico Drive is about 1.2 miles in length and intersects Seco Canyon Road at
a signalized intersection. Centurion/Open Crest Drive is about 0.7 miles long
and intersects Bouquet Canyon Road at a signalized intersection. Grovepark
Drive is also about 0.7 miles -long between Haskell Canyon Road and Catala
Street. A 'four-way stop controls the intersection of Haskell Canyon Road and
Grovepark Drive.
The operating characteristics of the three streets are similar. Speeds
average from 30 to 40 m.p.h., and traffic volumes range from about 2,500 daily
vehicles on Centurion Way to about 1,400 vehicles per day on Grovepark Drive
east of Open Crest Drive. Pamplico Drive north of Grovepark Drive carries
about 1,900 daily vehicles, and Grovepark Drive west of Pamplico Drive has a
daily demand of about 200 vehicles, without a connection to Bonn Street.
The completion and occupancy of the Shadow Ridge development will add 200 to
250 housing units to the area. ' Additionally, the connection of Grovepark
Drive to Bonn Street will attract some traffic to Grovepark Drive from the new
Monterey tract. The additional traffic from the new housing units is
estimated to increase traffic on the three main residential collector streets
by about 60 percent.
The existing traffic demand through the intersection varies between 180 and
300 vehicles per hour, which is about one-half of the minimum traffic -demands
that is recommended for the installation of multi -way stop control. With the
additional traffic generated by .the new housing units in Shadow Ridge, traffic
demand at the intersection will be about 85 to 90 percent of the volume
recommended for a multi -way stop. Except during the morning peak hour,
existing traffic demand is about evenly split between Open Crest Drive and
Grovepark Drive. . This characteristic is expected to continue when all Shadow
Ridge housing units are occupied.
The streets in the .Shadow Ridge. development have been built to public street
standards, but they have not yet been accepted by the City for maintenance.
The streets' not yet accepted include: Grovepark Drive west of Open Crest_
Drive, Pamplico Drive east and south of Tarya Drive, Scallion Drive west of
Open Crest Drive and other minor streets in the Shadow Ridge Tract.
Existing Traffic Controls
Stop. signs currently exist at four-way intersections on dedicated streets..
Traffic on Open Crest Drive stops at Grovepark Drive, and traffic on Scallion
Drive stops at Open Crest Drive. Stop signs are not installed at "T"
intersections since traffic on the terminating street is required to yield to
traffic on the continuing street (GVC 21800). These streets generally operate
more efficiently without stop signs.
None of the streets in the Shadow Ridge tract have stop controls because none
of these streets has been accepted for maintenance. A majority of the
intersections are "T" intersections; however, four intersections on Pamplico
Drive are four-way intersections. These intersections are Pamplico Drive with
Scallion Drive, Grovepark Drive, Kristen Lane and Ron Ridge Drive, and they
are candidates for stop controls.

Analysis
The analysis of traffic controls in the area involved two components. The
primary issue involved the need for a four-way stop at Open Crest Drive and
Grovepark Drive. A secondary issue involved the stop control requirements for
streets in Shadow Ridge along Pamplico.Drive, as shown in the attached figure.
The intersection of Grovepark Drive and Open Crest Drive was initially
investigated for four-way stop control in April 1990. The evaluation showed
that the intersection did. not meet minimum suggested State of California
requirements for a four-way stop relative to speeds, accidents or traffic
demand. Additional stop signs at the intersection were not recommended at
that time.
The intersection was reevaluated with consideration of the additional
development planned in Shadow Ridge and the connection of Grovepark Drive to
Catala Street. The analysis showed that the intersection does not currently
meet warrants for four-way stop signs; but when Shadow Ridge is fully
occupied, warrants should be met at the intersection. Four-way stop controls
should be installed at the intersection of Grovepark.Drive and Open Crest
Drive at this time for the following reasons:
1. A four-way stop will be warranted at full development of Shadow Ridge.
2. Driver sight distance at the intersection is limited because of grades..
and adjacent development.
Inconjunctionwith the installation of a four-way stop at Grovepark Drive and,
Open Crest Drive, stop signs should be installed at four intersections on
Pamplico Drive to provide appropriate right-of-way control. Based on driver
sight distance and traffic demand considerations, two-way stop controls should
be installed as follows:
1.
Traffic
on Pamplico Drive should stop for traffic on Scallion Drive.
2.
Traffic
on Pamplico Drive should stop for traffic on Grovepark Drive.
3.
Traffic
on Ron Ridge Drive should stop for traffic
on Pamplico Drive.
4.
Traffic
on Kristen Lane should stop for traffic on
Pamplico Drive.
These intersections, in the Shadow Ridge development, have not been accepted
by the City. However, the developer of the tract has agreed to install the
signs at locations approved by the City Council. The correspondence is
attached which identifies the recommended installation of the stop controls.
The four-way stop at Grovepark Drive and Open Crest Drive, and the two-way
stops at four intersections on Pamplico Drive are recommended for installation
at this time.
