Caravalho In response to the City Council's request to put an item on the next agenda to consider undertaking a public opinion poll of Santa Clarita residents regarding the issue of Growth Management, the following background information for discussion is submitted: A scientifically conducted poll, devoted exclusively to exploring the growth management issue, could provide the City with an effective, quantitative measure of current public opinion. Focus group research could be conducted in addition to a public opinion poll, to establish a qualitative understanding of the public's reasoning. Based on a recent Request for Proposal (R.F.P.) for public opinion research, a public opinion poll, using accepted polling techniques and sampling, staff estimates it would cost approximately $20,000 to $25,000. As the sample number increases, so does the cost. It would take approximately 10-12 weeks to administer and complete the research. From a timing point of view, staff feels an opinion poll that utilized the results of the General Plan and the growth management strategy would be most beneficial. The current timetable for the Planning Commission to complete it's work is May, 1991. The Council may wish to consider conducting a poll after it's review of the General Plan and Planning Commission recommendations. Options 1. City Council amend and expand the currently active contract that the Economic Development Division has with Personnel Touch Marketing, Inc. to undertake an additional public opinion research effort immediately devoted exclusively to addressing the growth management issue. 2. City Council could initiate a new R.F.P. process for consultants to undertake a public opinion research concurrently with General Plan public hearings. 3. City Council could conclude General Plan hearings, including the Planning Commission recommendation for a Citywide growth management strategy, and then discuss this item again.
