Background
A program is proposed to determine resident opinions and perceptions regarding
issues and the image of the City. as part of our economic development
activities. This research would lead to the design of a formal communication
plan for marketing the image of the City both internally to its residents, and
externally to its various economic target markets. The use of research to
develop a marketing program, to promote the City's image, is a methodology
modeled from other successful economic development programs, and is based on
the premise that many investment decisions are. based on the image and
perceptions of a city.
Public opinion research can also be utilized to quantify current opinions and
attitudes on a range of topics such as community issue identification or
prioritization, new service development or pricing, and customer
satisfaction. This information can be utilized in.improving and managing the
City's service delivery and capital improvements program.
Professional consultant services would be utilized to conduct the research.
Two public opinion polls would be implemented annually; coordinated by
economic development staff in the Community Development Department.
Proposal Review
Six professional marketing and research firms responded to a request for
proposal for public opinion research and were evaluated on qualifications of
technical expertise, subject knowledge, ability to deliver a complete work
product, and price. Based on the evaluation, staff recommends that a contract
for services be awarded to the firm of Personal Touch Marketing, Incorporated.
Fiscal Impact
No new appropriation will be required to fund the service contract. The
funding source for this contract will come from existing funding in the
professional services account 01-5005-230, of the Economic Development
Division of the Community Development Department.

Recommendation
That the City' Council approve the selection of Personal Touch Marketing,
Incorporated to perform public opinion research at a cost not to exceed
$32,350.
