LOS ANGELES COUNTY SANITATION DISTRICT BOARD -OF DIRECTORS
City Manager
Section 4730 of the California- Health & Safety Code stipulates, that the
presiding officer of a City, all or part of which is in a Sanitation District,
is a member of the Board of Directors of that District. Upon reorganization of
a City Council, the new Mayor is automatically a Director and no appointing
action is necessary.
Due to the fact that Santa Clarita has more than 50% of the population in the
Sanitation District, a second Director and an alternate Director are required.
Council to appoint a second Director and an alternate Director.

Members of the Sanitation Districts

In the event of the reorganization of your City Council, the following Information
is required by the County Sanitation Districts as soon as possible thereafter:.
1. Your Certification of Election of Mayor: Section 4730 of the California Health
and Safety Code stipulates that the presiding officer of a city, all or part of which is in a Sanitation
District, is a member of the Board of Directors of that District. Therefore, as soon as a new
!Mayor is elected, he is automatically a Director, and no appointing action is necessary. However,
a certification of his election is required. It may be in the following form:

2. Copy of Action by Citv Council Appointing Alternate Director (a member of
the City Council to act :n the absence, refusal, or inability of the presiding officer to so act).
After his appointment, an Alternate Director remains an Alternate as long as he is on the City
Council or action is taken appointing a different Alternate. Of course, if he is at any time elected DF
Mayor, he becomes a Director, and another member must be cppointed as Alternate. The following �)���� l5

Due to the requirement that a disclosure statement must be filed within thirty
(30) days of becoming a Director or leaving a District Board, it is important that we be notified
Immediately of any changes so that the proper forms can be forwarded. If appointments are
made just prior to a Sanitation District Board meeting, please have the attending Director or
Alternate Director bring the certificates to the meeting.
